SAN JUAN COUNTY COMMISSION MEETING April 5, 2010 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Lynn Stevens, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Absent: Kenneth Maryboy, Vice Chair Attendees: Howard Randall, Jerry McNeely, Mike Lacy, Charlie DeLorme, Walter Bird, Greg Adams, Bruce Bunker, Marilyn Boynton, Larry Sorrell A motion to approve the minutes of March 15 and 22, 2010, with Commissioner Kenneth Maryboy’s approval, was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Jonnie Miller – CEO UCIP Mr. Miller reported to Commissioners that after comparing the estimated costs of workman’s comp at the beginning of 2009 to what was actually spent at the end of the year resulted in a $3,515 refund from UCIP. Mike Lacy – SJC Sheriff Sheriff Lacy presented a request to approve an additional $500 to the Forest Service Contract. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Sheriff Lacy presented two out of state travel requests for approval. One for Lehi Lacy to Philadelphia, PA for safety workshop and one for Damon Orr to Washington D.C. for Concerns of Police Survivors. A motion to approve both travel requests was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Sheriff Lacy reported his concerns over the BLM putting rocks in places so people can’t get to camping areas. Commissioners stated they’d have the Administration Office work with the Sheriff to compose a letter to BLM. Sheriff Lacy also reported to Commissioners on a $1.8 million grant that they have received for a helicopter stating that they have looked into getting one or may try to use the grant for possible upgrades. He will get additional information on the grant offer. Howard Randall – SJC Assessor Howard provided information to Commissioners on the current tax rates for San Juan County. He stated that the Assessor’s Office does not set tax rates. Norman Johnson, SJC Clerk/Auditor, does work with the various taxing entities in the county and with the State on tax rates. Residents who would like to see changes need to attend hearings where the tax rates are set. Taxes cannot be raised without a Truth in Taxation Hearing. Howard did state that we do have the highest accumulative rates in the State. Charlie DeLorme – SJC Ec. Development Charlie reported to Commissioners that there was a good turnout for the Governor’s Economic Summit last week. Charlie also stated that Congressman Matheson did not include the Bluff Bridge on his list of earmarks. Charlie presented an out of state travel request to Savannah, GA for an ESTO Training Seminar in the amount of $1,210. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Tammy Gallegos – SJC Administrative Assistant Tammy presented three building permits for approval and signature. Michael Adams – Residence – E Markle Rd, La Sal Michael DeSutter – Residence – Hidden Valley Dr, La Sal Kurtis Pugh – Shop – E Meadow Ln, Blanding, UT 84511 A motion to approve all three building permits, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Tammy presented eight building permits, for the Navajo Nation all located in Westwater, for signature and approval. Greg Adams, SJC Planning & Zoning, and Bruce Bunker, SJC Building Inspector, reported to Commissioners that all eight permits are complete but are located in the Westwater Subdivision which will not be approved until April 8th at the earliest. They also stated that the Surveyor for the Navajo Nation needs to get the survey to them. A motion to approve the eight building permits, provided all appropriate signatures are in place; the survey is received and the subdivision is approved, was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Jerry McNeely – SJC Liaison Jerry reported to Commissioners on the meetings he has attended the last two weeks including a Housing Authority Board Meeting and a meeting between Grand and San Juan School Boards. Commission Reports Commissioner Adams reported that he attended a CIB last week in Salt Lake and this week plans to attend an RRFP meeting today, UDOT meeting tomorrow and AOG Thursday. Commissioner Stevens discussed the proposed resolution from Monticello City requesting the Commission not impair the mineral lease revenue funds relating to the City securing an interest fee loan. After discussion the matter was turned over to Walter Bird, Assistant County Attorney for review and recommendation. Commissioner Stevens plans to be in the County all week. Adjourn 11:55 A.M. 1
