SAN JUAN COUNTY COMMISSION MEETING March 15, 2010 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Marilyn Boynton, Jerry McNeely, Myron Lee, Ruth Skouson, Rudy Sandoval, Bill Zanotti, Ben Huntsman, Brooke Williams A motion to approve the minutes of March 1, 2010, with corrections, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. A motion to amend the agenda to include an executive session was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Rick Bailey – SJC Administrator Rick presented a procurement request for a 36” Compaction Wheel (325C mounting plate with pins) in the amount of $4,995 for the road department. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented a request to modify an oil truck distributor. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman L. Johnson – SJC Clerk/Auditor Norman presented a request to approve a beer license renewal for San Juan River Kitchen. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman reported to Commissioners on the filings for this year’s election. He stated that most incumbents have filed and Glenis Pearson has filed for Treasurer and Phil Lyman for Commissioner. The filing dead line is Friday March 19th at 5:00 P.M. Norman reported to Commissioners that Amber Young, Chief Deputy Auditor, is having health issues and presented a request to execute checks without prior approval from Commission until such time that Amber can return to work. In the meantime she will be working from a remote PC site. A motion to approve the request was made by made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rudy Sandoval – Division of Forestry, Fire and State Lands Rudy introduced Ben Huntsman as the new SJC Fire Warden. Ben stated that he is eager to get started here and will be moving from Provo to Monticello soon and in the mean time will be working closely with several agencies here in the county. Rick Bailey – SJC Administrator Rick presented two building requests for approval and signature. Mark Lyman – Residence – South West, Blanding Mark Meloy - Storage/Residence – Hwy 191, Bluff A motion to approve the building permits, provided all appropriate signatures are in place, was made by made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick reported to Commissioners that a tour of the Arizona Strip Mine and surrounding areas would be May 5, 2010. Jerry McNeely – SJC Liaison Jerry reported on the various meetings he has attended including a conference call with SITLA and an AOG meeting. Commission Reports Commissioner Maryboy reported that he was in Washington D.C. last week. Yesterday he attended the Oljato Chapter meeting and plans to attend the RAC meeting March 22, 2010. Commissioner Stevens reported that he was also in Washington D.C. and plans to attend a Mental Health Board meeting today and a Title 5 issue for Recapture tomorrow. Commissioner Adams reported that he attended meetings in Washington D.C. Commissioner Adams presented a request to have Commission or Administration signature on any BIA money. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. Commissioner Bruce Adams declared the motion carried. Open Time and Other Business Marilyn Boynton, SJC Resident, reported to Commissioners her concerns for the possible re- opening of the Arizona Strip Mines and the impact it could have on surrounding areas. She also updated Commissioners on the information she has gathered concerning the Gunnison Sage Grouse in this area. Myron Lee, Monticello City Manager and Ruth Skouson, Monticello City Assistant City Manager reported to Commissioners that the city has three wind towers in various locations and are waiting for the data to come in from Wasatch Wind. They stated that there is a possible agreement between CIB, the Transportation Special Service District and the city. Commissioners stated they’d like to meet with the lawyers from this project and also with members from the CIB. Executive Session – 11:24 A.M.
