SAN JUAN COUNTY COMMISSION MEETING November 16, 2009 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Marilyn Boynton, Troy Butler, Mike Lacy, Jim Keyes, Scott Burton, Grayson Redd Jeff Nielson, Cyndi Eldredge, Howard Randall Mike Lacy – SJC Sheriff Mike presented a procurement request for a computer server from Gov Connection in the amount of $5,292.81. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Sheriff Lacy along with Grayson Redd and Troy Butler discussed with Commissioners the possibility of expanding the jail. Commissioner Adams stated that approximately $1.8 million has been spent on plans for this project and they want to take it to the legislature again for funding and bed commitments. Jim Keyes – USU Extension Jim reported to Commissioners that there is headway being made on the Sage Grouse predation issue. Jim stated that there is a draft proposal ready to get some funding for this project. Jim presented an out of state travel request to San Antonio, TX in January 2010 for the National Beef Industry Convention in the amount of $1,316. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Rick Bailey – SJC Administrator Rick presented one building permit for approval and signature. Krest Knight – Residence – E. Kiva Dr, Blanding A motion to approve the building permit, provided all appropriate signatures are in place was made by Commissioner Lynn Stevens. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Rick presented two reimbursement requests for approval and signature with USDA. Both in the amount of $100,000, one for the Bluff Fire Truck and one for the EMS Transport Ambulance. A motion to approve the requests was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Rick presented a contract with the Utah Department of Transportation in the amount of $64,130. Rick states that this contract requires a 30% match from the county. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Commission Reports Commissioner Stevens reported that he attended UAC last week stating that it was a very productive conference and congratulated Norman Johnson on being the elected the Secretary of UAC. This week he plans to be in Green River on Thursday. Commissioner Stevens discussed the issue of the evaporation ponds east of Monticello that David Cressler had proposed several weeks ago. He stated that this issue has been “hanging in the air” long enough. Commissioner Lynn Stevens made a request to not oppose Mr. Cressler going further with the evaporation ponds and proceed with other permits he will need. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Commissioner Adams reported that he attended UAC last week. He plans to meet with people on Wednesday to discuss renewable wind power and in Price for AOG. Commissioner Maryboy reported that he attended UAC last week and was in Navajo Mountain yesterday. Open Time and Other Business Brenda Brown, Secretary/Treasurer for the Utah Navajo Fair, presented the Commissioners with the totals on the fair expenditures they had requested. After reviewing all the lists Brenda reported to Commissioners that the Utah Navajo Fair was $23,395 over budget. Commissioners had stated previously that $23,395 would be released to the fair as soon as they had all the figures needed to satisfy auditing procedures on public funds. Adjourn 12:02 P.M. 1
