SAN JUAN COUNTY COMMISSION MEETING September 21, 2009 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Jerry McNeely, Myron Lee, Tammy Gallegos, Scott Burton, Marilyn Boynton, Charlie DeLorme, Linda Larson, Evan Lowry, Howard Randall A motion to approve the minutes of September 8 & 14, 2009, subject to corrections by Commissioner Lynn Stevens, was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Lynn Stevens was absent for the vote. Executive Session – 10:10 A.M. A motion to go into executive session to discuss legal issues was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. End Executive Session – 10:15 A.M. Commissioner Kenneth Maryboy was absent for the vote. A motion to reimburse those testifying on the Salt Creek locked gate issue; for travel, meals and lodging was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Howard Randall – SJC Assessor Howard presented a request to Commissioners to research two properties from BOE and come up with solutions for taxing. A motion to approve the request with the final decision to be made at next week’s Commission meeting was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman L. Johnson – SJC Clerk/Auditor Norman presented the annual report on alcohol funds for signature. A motion to approve the signature of the report was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Norman presented an out of state travel request to Minneapolis, MN October 23 – 26, 2009 for the NACRC fall board meeting in the amount of $1,253. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Open Time and Other Business Myron Lee, Monticello City Manager presented a request to trade two adjacent pieces of land owned by the city and the county located by the ambulance and fire garage. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Linda Larson, SJC EMT, presented a request to sign a mutual aide agreement with Grand County. Linda stated that there will be no expiration date on this agreement. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Linda presented a request for a four year technical agreement with Fisio Control. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Anna Thayne, SJC Fair, presented an out of state travel request to Holbrooke, AZ. Rick Bailey – SJC Administrator Rick presented an agreement for installation and maintenance of a cattle guard between the county and Curtis Wilcox in the amount of $3,500. A motion to approve the agreement was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Jerry McNeely – SJC Liaison Jerry attended a Spanish Valley Water and Sewer meeting and plans to attend a LEPC meeting on Thursday. Commission Reports Commissioner Bruce Adams reported that he attended a Library Board meeting, a forest leadership meeting dealing with Elk Mt., UCIP in Salt Lake, and the Bluff Fair last week. He plans to attend meetings in Park City Wednesday – Friday. He also reported that wood from timber thinning will be made available to residents of the Reservation. Commissioner Maryboy reported that the Bluff Fair was a huge success. He plans to attend meetings in Albuquerque and Park City this week. Adjourn 11:11 A.M. 1
