SAN JUAN COUNTY COMMISSION MEETING September 8, 2009 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Jerry McNeely, David Cressler, Cyndi Eldredge, Howard Randall, Greg Adams, Bruce Bunker, Debbie Rush, Richard Thobe, Bob Barry, Phil Lowe, Mark Maryboy, Danny Flemming, Linda Larson, Evan Lowry, Scott Burton, Ken Bousfield, Dale Pierson, Clyde Watkins A motion to approve the minutes of August 24, 2009 was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi Eldredge – SJC Personnel Cyndi presented a request to hire two Monticello Library Aides, Joshua Anderson and Catherine Perkins, with one alternate, Amber Reed. These are Grade 1 Step 1 positions. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Clyde Watkins – Rural Water Association Mr. Watkins and Dale Pierson from Rural Water Association along with Ken Bousfield from the Division of Drinking Water and Danny Flemming from the Drinking Water Board gave a presentation to Commissions on the benefits of setting regulations on drinking water systems. They stated that requiring certain regulations being set before a water system goes in prevents costly maintenance and repairs later. Commissioners thanked the gentlemen for their time and stated that at the there was really no need in the county to put regulations on drinking water systems because there are very few that would qualify as a community system. Greg Adams – SJC Planning and Zoning Greg reported to Commissioners that there is no definitive answer on whether or not evaporation ponds have a negative impact on the air or soil quality of neighboring properties. Commissioner Stevens stated that he would talk to the State and see if there is any additional information there. Commissioners asked that this issue be put on a future agenda. Phil Lowe – SJC Hospital CEO Phil presented a request to the Board of County Commissioners of San Juan County, Utah, approving the parameters resolution adopted by the Administrative Control Board of the San Juan County Health Services District, San Juan County, Utah (the “District”), on August 27, 2009 (the “Parameters Resolution”), and authorizing the Administrative Control Board of the District to issue and authorize the sale of not more than $500,000 aggregate principal amount of taxable hospital revenue bonds, series 2009 (the “Series 2009 Bonds”), and related matters. Commissioners requested a letter stating that they (Commissioners) and the county would not be liable for decisions made by the administrative control board after signing the resolution. Mr. Lowe stated he would get the letter and bring the issue back next week. Bruce Bunker – SJC Building Department Bruce presented seven building permits for approval and signature. Dominic Lee – Residence – San Juan Estates, Spanish Valley Eric Lozoya – Shed/Carport – CR 312, Eastland Redd Ranches – Bathroom Addition – Taylor Flat Rd, La Sal Ray Palmer – Storage Shed – S Dairy Ln, Blanding David Stevens – Garage – W Willow, Bluff Verizon Wireless – Tower Upgrade – S Street, Blanding Guy Denton – Residence – E Browns Canyon Rd, Blanding A motion to approve the seven building permits, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman L. Johnson – SJC Clerk/Auditor Norman reported to Commissioners that he has received several circuit breaker forms from people that do not fit the guidelines of the abatement but do need help. He presented a request to have a threshold of not more than $13,000 annual income for those who apply and special consideration given to those who cannot work due to a disability. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Jerry McNeely – SJC Liaison Jerry reported to Commissioners that there are three potential bookmobile sites. He plans to look further into these with Greg Adams’ help. Lynn Stevens – SJC Commissioner Commissioner Stevens presented a procurement request for the road department. The request is for a Fire King 25” deep insulated file cabinet from Quill in the amount of $1,664.99. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commission Reports Commissioner Stevens reported that he attended the Native American Summit last week. This week he plans to attend UAC in Provo and then on to Salt Lake for the next two weeks. Commissioner Maryboy reported that he attended the Native American Summit last week and this week he plans to be in Window Rock for the Navajo Nation budget session. Commissioner Adams reported that he attended the Oljato Chapter meeting Sunday and plans to attend the SPEAR meeting tomorrow night in Blanding. Adjourn 12:22 P.M. 1
