SAN JUAN COUNTY COMMISSION MEETING August 10, 2009 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Larry Sorrell, Jerry McNeely, Susan Taylor, Charlie DeLorme, Cyndi Eldredge, Howard Randall, Evan Lowry, Lynn Laws, Marilyn Boynton, Cliff Gippen, Rick Kollenkark, Scott Burton, Maxine Deeter, Jeff Nielson A motion to approve the minutes of August 3, 2009, with corrections to be made by Commissioner Lynn Stevens was made by Commissioner Kenneth Maryboy. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi Eldredge – SJC Personnel Cyndi presented a request to hire Patricia Smith as the Monticello Librarian a Step 47 position. A motion to approve the request was made by Commission Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Howard Randall – SJC Assessor Howard presented a request to forgive all taxes, penalties and fines on parcel # 26S23E341800, stating that it has had a double taxation issue. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick Kollenkark – SJC Resident Rick reported to Commissioners that he received a letter from Walter Bird, SJC Assistant District Attorney, stating he needed to come meet with Commissioners about his having locked gates on county D roads. He stated that there are alternate routes to areas that people can use. After a discussion it was proposed that he give an easement to the county on a portion of the land, the county would then sign a Title 5 stating that the road area was his and could be locked. Commissioners asked that Rick Bailey, Evan Lowry, Lynn Laws and Mr. Kollenkark work on this together with the BLM. Rick Bailey – SJC Administrator Rick presented one building permit for approval and signature. Susie Bayles – Residence – Pinion Ridge Road, Blanding A motion to approve the building permit, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented an application to USDA for a grant, for EMS Equipment Replacements, for approval and signature. A motion to approve the application was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick reported that bids were received for the 1100 E paving project. He presented a request to approve the low bidder, LeGrand Johnson Construction, for the project in the amount of $32,811.96. A motion to approve the request was made by Commissioner Lynn Stevens. Rick presented a request to advertise for bids on the Monticello Library parking lot and drainage. A motion to approve the request was made by Commissioner Lynn Stevens. Rick presented a procurement request from the Road Department for a basic windshield repair kit in the amount of $649.95 from Snap–On. Rick presented a contract with DeeEll Fifield for SJC’s All Hazards Homeland Security Emergency Operations plan in the amount, not to exceed, $50,000 for approval and signature. A motion to approve the contract was made by Commissioner Lynn Laws. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented a procurement request for a replacement fleet vehicle, 2008 Pontiac Grand Prix, in the amount of $11,099 from Randy’s Auto. A motion to approve the procurement request was made by Commissioner Lynn Laws. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick reported that Coconino County would like to meet with Commissioners over the Navajo Mountain water project. He stated he would be attending an EMS meeting tomorrow in Montezuma Creek and will meet with engineers and contractors on Thursday for the Lisbon Valley project. Jerry McNeely – SJC Liaison Jerry stated that he attended the Rural Summit in Cedar City and reported on his meetings there. Open Time and Other Business Norman L. Johnson, SJC Clerk/Auditor, reported that he was elected to a three year term on the National Association of County Recorders, Election Officials and Clerks Board of Directors. He will be sworn in at the fall meeting in Minneapolis, MN October 23-25. Commission Reports Commissioner Stevens – reported that he plans to attend to attend the EMS meeting in Montezuma Creek tomorrow and will be available all week by phone. Commissioner Adams – reported that he attended CIB last Thursday. He plans to attend the meeting tomorrow in Montezuma Creek and go to UCIP on Thursday. He can be reached by phone. Commissioner Maryboy – reports that he plans to attend the meeting tomorrow in Montezuma Creek and to a Utah Navajo Commission Meeting in Navajo Mountain on Wednesday.
