SAN JUAN COUNTY COMMISSION MEETING July 20, 2009 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Dawn Shaw, SJC Deputy Clerk Absent: Kenneth Maryboy, Vice Chair Attendees: Larry Sorrell, Jerry McNeely, Charlie DeLorme, Cyndi Eldredge, Howard Randall, Krista Abernathy, Linda Keyes, Marilyn Boynton, Lynn Laws, Mike Lacy, Tony Dayish, Jim Keyes A motion to approve the minutes July 13, 2009, with corrections to be made by Commissioner Kenneth Maryboy, was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Lynn Laws – SJC Road Department Lynn presented the gravel crushing bids for the Spring Creek Project. Lynn recommended that Commissioners go with the low bidder, Falcon Contracting Inc., in the amount of $188,750. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Open Time and Other Business Mike Lacy, SJC Sheriff, presented the annual contract with the State in the amount of $16,500 for signature. A motion to approve the contract was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi Eldredge, SJC Personnel, presented a request to hire Sanford Randall as a part time sniper for the Sheriff’s Office. This position is a Step 169. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Howard Randall, SJC Assessor, presented the 2009 Business Exemption Listings to the Commissioners. Howard reported that the businesses get forms to fill out and if they do not complete those and send them back they are fined. He stated that they are sent reminder letters. A motion to approve the list of exemptions and waive any fines was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried Krista Abernathy reported to Commissioners on the job she had done as the SJC Monticello Librarian and requested that her being termination be reconsidered. Commissioners stated that this issue would be discussed in executive session and someone would be contacting her with their decision. Rick Bailey – SJC Administration Rick presented one building permit for approval and signature. Coleman Swasey – Residence – Luna Circle, Spanish Valley A motion to approve the building permit, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Jerry McNeely – SJC Liaison Jerry reported to Commissioners that he met with SITLA last Monday and they stated that Grand County abandoned a piece of road on Cloud Rock, he also reported that he has talked to several residents that are having issues over the gravel pit in Spanish Valley and they are planning on getting an attorney. Mr. Carroll has met all requirements for the county. Jerry stated that he has continued to work on getting Sunny Acres Lane Widened. Commission Reports Commissioner Stevens reported that he attended AOG week before last and last week he attended UAC and UCIP. He plans to leave tomorrow for the week but can be reached by phone and he stated that he will not be able to attend the Southeast Utah Health Board meeting on the 28th. He asked to have someone go as a substitute, Rick Bailey indicated he felt he could find one. Commissioner Bruce Adams wanted to remind everyone that there will be no Commission Meeting next week. He reported that he attended UAC and UCIP last week. Executive Session – 11:35 A.M. A motion to into executive session, to discuss legal and personnel issues, was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. End Executive Session – 12:05 P.M.
