SAN JUAN COUNTY COMMISSION MEETING May 11, 2009 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room in Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Dawn Shawn, SJC Deputy Clerk Attendees: Jerry McNeely, Scott Burton, Evan Lowry, Walter Bird, Marilyn Boynton, Debbie Rush, Maxine Deeter, Charlie DeLorme, Merle McDonald, Wendy Johnston, Martha Saggboy, Renae Keith, Deswood Tome, Virgil Brown Jr., Denny Bell, Harold Skow A motion to approve the minutes of May 4, 2009 was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Walter Bird – SJC Personnel Walter presented a request to hire Dustin Fife as the full time Blanding Librarian a Grade 7 Step 47 position and Colleen Eldredge as the part time custodian for the Monticello Family Learning center a Grade 1 Step 1 position. A motion to approve the requests was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Debbie Rush – SJC Resident Debbie represented a few residents living East of Monticello on the issue of evaporation ponds being built in the area. She stated that there was concern over potential contamination to well water and possibly land and asked that there be a public hearing held before any permits were issued. Commissioners thanked Debbie for coming and for the concern and explained that the State would be the one issuing any permits and that they would be the ones to hold a hearing. Tammy Gallegos – SJC Administrative Assistant Tammy presented the 2008-09 CSBG Contract, in the amount of $29,000, for approval and signature. Tammy stated that this money is used for Aging meals. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick Bailey – SJC Administrator Rick presented three building permits for approval and signature. Anthony Bayles – Residence - Blanding Thomas Corrao – Shed – N Old Hwy, Ucolo Bill Brandt – E Hwy 491, Eastland A motion to approve the buildings permits, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick reported to Commissioners that the bridge in Montezuma Creek is complete. Rick requested a letter of support, on behalf of Sheriff Lacy, for a grant. Harold Scow, Virgil Brown Jr., & Deswood Tome – Navajo Nation Mr.’s Skow, Brown, and Tome reported to Commissioners that they are working on getting telecommunications systems set up in Utah, Arizona and New Mexico to provide service to those living on the reservation. They stressed the need and importance for this service in the area. They presented a request for a letter of support for the project from Commissioners. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commission Reports Commissioner Adams reported that the black grass mite has invested CRP land. He stated that they received the economic and feasibility study on the SJC Fairground expansion and there will be a report from Markin Consulting at the end of the month. This week he plans to attend a RAC meeting in Green River on Wednesday night and will be in Salt Lake Friday. Commissioner Stevens plans to attend a CEU Board of Trustees meeting in Price this week and reported that he and Commissioner Adams will be attending Farm Days this afternoon. Adjourn 11:30 1
