SAN JUAN COUNTY COMMISSION MEETING April 20, 2009 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room in Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, SJC Clerk/Auditor Dawn Shawn, SJC Deputy Clerk Attendees: Jerry McNeely, Charlie DeLorme, Scott Burton, Ruth Skouson, Greg Williams, Cyndi Eldredge, Leaf Cole, Larry Sorrell, Mike Lacy, Grayson Redd, Mark Maryboy, Charlie DeLorme, Lee Bigwater, Manual Morgan, Pam Hanson, Tammy Gallegos, Susan Taylor, Jeff Nielson, Evan Lowry, Walter Bird, Lynn Laws A motion to approve the minutes of April 13, 2009 was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Greg Williams & Leif Kolb – Desert Rocks Music Festival Greg and Leif presented a temporary beer license request for approval and signature. They stated that a music festival will be held Memorial Day weekend south of Moab near Blue Hill and Budweiser would be sponsoring the event. Organizers would like to have a “beer garden” and need beer license from the county as well as the state. Sheriff Mike Lacy was in attendance and said his biggest concerns were whether or not extra law enforcement would be needed as well as emergency services. Mr. Williams and Mr. Kolb stated that security would be provided and they did not foresee any need for county EMT’s to be present. They also report that if given the beer license request they would be going before the Utah State Alcohol Board for final approval. The beer garden would be a fenced off area where people would go to get beer and all servers would have to be certified to serve. Another area of concern was whether or not attendees would have some form of transportation home so there wouldn’t be people drinking and driving. Williams and Kolb stated that there would be shuttle service. A motion to approve the three day beer license was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Mike Lacy – SJC Sheriff Sheriff Lacy presented a procurement request for a radio to be used in the county plane. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Sheriff Lacy presented an out of state travel request for Derek Bethea, SJC Sex Offender Counselor, to Las Vegas for training in the amount of $1,242. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Lee Bigwater – SJC Resident Mr. Bigwater along with Mark Maryboy reported to Commissioners that they have been working on a transportation system that would run from Montezuma Creek to Blanding and Red Mesa. They would have two, thirty passenger buses that are ADA equipped. They explain that there is a need for many residents living on the reservation that have no means of transportation to have access to hospitals/clinics as well as retail business. Mr. Bigwater and Mr. Maryboy presented a request for Commission signature on two letters. One for a 5311 funding request to the Navajo Nation Transit System and another for stimulus funding from the Utah Department of Transportation. A motion to approve Commission Chairs signature on both letters was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioners said they felt this is a greatly needed service and Commissioner Adams expressed that he would like to see the service extended to Monticello. Cyndi Eldredge – SJC Personnel Cyndi presented a request to hire Denise Martin as a full time Justice Court Clerk a Grade 4 Step 40 position. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi presented a request to advertise a new position for the USU building in Monticello. Cyndi reports that the facilitator for USU has been doing all of the janitorial work with no compensation and has recently stated she will not continue doing the work. A motion to approve advertising for a part time janitor was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. 11:00 A.M. – Public Hearing to receive input from public with respect to the issuance of the Series 2009 Bonds and any potential economic impact that the improvements to be financed with the proceeds of the Series 2009 Bonds may have on the private sector. A motion to go into a public hearing was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. There was no public input. 11:02 A.M. – Exit Public Hearing A motion to go out of the public hearing was made by Commissioner Kenneth to receive input from public with respect to the issuance of the Series 2009 Bonds and any potential economic impact that the improvements to be financed with the proceeds of the Series 2009 Bonds may have on the private sector, was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Charlie Delorme – SJC Ec. Development Charlie presented an addendum to a travel request adding an additional $1,184 to his Asian trip due to extra travel brought on by the Utah Office of Tourism. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick Bailey – SJC Administrator Rick presented an agreement for county participation in the Multi County Appraisal Trust (MCAT) and requested Howard Randall be appointed as our representative. A motion to approve Howard Randall being the county representative was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick presented a request to have permission to work with Jack Doggat on the communications system in Navajo Mountain. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Open Time and Other Business Ruth Skouson, Monticello City Assistant Manager, reports that the City of Monticello is in the process of resurfacing the trail at Lloyd’s Lake and asked the County Commissioners for a letter of support for a grant. She also requested an in kind match from the county to haul the limestone to the trail location. A motion to approve signing a letter of support and the in kind match was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Tammy Gallegos, SJC Administrative Assistant, reported to Commissioners that the overall loss in State funding for the Aging program amounted to approximately $19,000. Commission Reports Commissioner Adams attended UAC and UCIP meetings last week as well as the Oljato Chapter meeting. He plans to be in the county all week. Commissioner Maryboy reports that he attended the Walter Atene funeral last week and met with people from NECA. He plans to attend the Navajo Nation special session this week. Commissioner Stevens presented a request to re-print 500 copies of “A Photographic History” for Evan Lowry in the amount of $5,400. He reports he attended UAC, UCIP and RS2477 meetings last week and will be in Salt Lake and Price this week. 11:57 A.M. – Executive Session A motion to go into executive session to discuss personnel matters pertaining to the Sheriff’s Office was made by Commissioner Lynn Stevens.
