SAN JUAN COUNTY COMMISSION MEETING October 6, 2008 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SCJ Deputy Clerk Attendees: John Fellmeth, Howard Randall, Myron Lee, Ben Musselman, Kathy Hatch, Tauna Larson, Lou Mueller, Gloria Eberling, Russell Olsen A motion to approve the minutes of September 29, 2008, with corrections, was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was not present for the vote. Russell Olsen - Larson & Company Russell presented Commissioners with the 2007 Audit Report for the County. The audit was conducted according to government standards and covered several areas. Russell states that in "their" opinion the financial statements are materially correct. There was discussion which included a concern over getting needed information to the auditors in a timely manner and the Inmate checking account used at the Sheriff's Office. A motion to accept the 2007 Audit was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was not present for the vote. Howard Randall - SJC Assessor A motion to go into BOE was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was not present for the vote. Howard presented three properties, 34S26E155400; 28S25E315400; and 34S25E156601 for recommended adjustments. A motion to accept the recommendation was made by Commissioner Lynn Stevens. Lou Mueller - USU Extension Lou introduced Cathy Hatch, a 4-H Representative, to the Commissioners. Lou and Cathy updated the Commissioners on the 4-H program and the participation they are having with their programs. They also presented a card to the Commissioners from 4-H kids thanking them for supporting the program. Tammy Gallegos - SJC Administrative Assistant Tammy presented a procurement request for carpet in the amount of $2968 from ThreeZ Holding for the Blanding Senior Center. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Norman L. Johnson - SJC Clerk/Auditor Norman updated Commissioners on the Election. He presented a sample ballot and explained that there is going to be extra costs for the size of the ballot and postage due to proposals the City of Monticello added to the ballot. Norman presented the 2008 Abatement list for approval. There are approximately 277 people on the list and Norman requested permission to add to this list if needed. A motion to approve the 2008 Abatements and to possibly add more was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commission Reports Commissioner Stevens reports he was in the County all last week and wanted to remind everyone that the State Librarian will be here on October 16th. He states that he may attend a Client Committee Meeting in Salt Lake on Wednesday. Commissioner Stevens also reports that they need a Native American Board Member on the Southeast Utah Public Health Board. Edward Topaha was asked to fill this position. Commissioner Maryboy reports that his meetings in Vernal and Midway went very well. He also states that there was a public hearing last week in Red Mesa about a lawsuit with the State over the Navajo Trust Fund. -2- Commissioner Adams was in Oljato last Wednesday. Tomorrow he plans to attend a meeting in Mexican Hat and will be the County all week. On October 27-29th he will be in New Orleans for UCIP.
