MINUTES OF THE SAN JUAN COUNTY COMMISSION MEETING OCTOBER 9, 1984
The San Juan County Commission met in regular session on Tuesday, October 9, 1984, at the hour of 10:00 a.m. in the San Juan County Courthouse at Monticello, Utah.
The following members were present: Commissioner Calvin Black, Chairman
Commissioner Robert Low
Commissioner Kenneth R. Bailey was excused.
Minutes of the previous meeting were approved on the motion of Commissioner Low. The motion was seconded by Commissioner Black and carried unanimously.
LEROY BRIGHT MEETS TO DISCUSS ZONING
Leroy Bright met with the Commission to discuss the way his property in Blanding is zoned. Mr. Bright reported that the State has requested that he erect a sight-proof fence around his property. Mr. Bright further reported that he does not have a salvage yard but does have trucks, machinery and several old cars on his property. At the present time Mr. Bright's property is zoned for commercial. He is requesting the zoning be changed to industrial. The Commission scheduled a public hearing for Novermer 5th at 11:00 a.m. in the Commissioners Room to discuss the change.
COMMISSIONER DISTRICTING DISCUSSED
Gail D. Johnson, County Clerk, met with the Commission to review the information that will be published in the San Juan Record and the Navajo Times regarding the issue of electing County Commissioners by districts which will be placed on the November General Election ballot. Mrs. Johnson also reported that the information will be available to the public at the Clerk's Office.
BEER LICENSE FEES DISCUSSED
Jerry Baum and Mark Sword met with the Commission to discuss the cost of beer licenses. Mr. Baum reported that he had obtained information from some of the other counties in the State and San Juan County charges the highest fee. Mr. Baum presented the Commission with a copy of the information he received from other counties and recommended that San Juan County revise Section 2i. License Fees of Ordinance No. 1983-1 "An Ordinance Governing the Possession, Sale and Distribution of Alcoholic Beverages in the Unincorporated Limits of San Juan County, Utah" be changed to comply with the state average. The Commission stated that they will try to obtain additional information regarding fees in other counties and cities and review the matter further.
MEXICAN HAT AIRSTRIP
Mark Sword met with the Commission to present a request from the DOE to have the Mexican Hat Airstrip graded.
REQUEST TO CHANGE HWY 95 TO HWY 666 REVIEWED
Carl Eisemann, representing the San Juan Development Board, met with the Commission to request the Commission's support for changing Hwy #95 to Hwy #666. This
change would extend from Monticello to Blanding to Hanksville and interesecting with 1-70 in the Richfield area. Commissioner Low made a motion to support this change. The motion was seconded by Commissioner Black and carried unanimously. The Commission will draft a letter supporting this change to UDOT, Wayne and Sevier Counties.
GLEN CANYON MASTER PLAN DISCUSSED
Commissioner Black reported that the Glen Canyon Master Plan is being opened for amendments. Representatives from each of the County areas surrounding Lake Powell will work with the Park Service on the amendments. Commissioner Low made a motion designating Commissioner Black and Cleal Bradford to represent San Juan County. The motion was seconded by Commissioner Black and carried unanimously.
ENERGY FUELS MILLS DISCUSSED
Commissioner Black reported that the Energy Fuels Mill is supposed to reopen in October, 1985, for an undetermined length of time.
PROJECT BOLD DISCUSSED
Commissioner Black reported on the hearing he attended last week in Washington before the Senate Subcommittee on Public Lands. Commissioner Black also reported that he felt the media coverage of the hearing was not accurate.
BUILDING PERMITS APPROVED
Commissioner Low made a motion to approve the following building permits. The motion was seconded by Commissioner Black and carried unanimously.

PUBLIC HEARING SCHEDULED RE: REQUEST FOR BLUFF SPECIAL SERVICE DISTRICT
The Commission scheduled a hearing for November 13th at 2:00 p.m. in the Commis-sioner's Room to discuss the request to establish a Special Service District in Bluff.
