Minutes of the Board of County Commissioners meeting held July 9, 1979.

Present: Commission Chairman E. S. Boyle, Commissioners Bill Dunow and Calvin Black. Also

present Al Haskins and Deputy Clerk Peggy Jorgensen.

Time: 10:00 A.M.

Minutes of the previous weeks meeting were read and approved with the stipulated corrections. This being done upon a motion made by Commissioner Dunow and seconded by Commissioner Black to carry the motion.

COUNTY RECORDER

Louise Jones met with the Commission to discuss with them possible salary raises for help in her office. She requested that Angie King be raised to $3.40 per hour, and that Sharon Semadeni be raised ( with the tentative wage increase scale) to $640.69. The Commission stated that she should check the pay scale to be sure these rates are acceptable.

COMMISSIONER BLACK

Commissioner Black reported that there will be a meeting Thurdsay the 12th of July at the Provo Tech. to inform Auditors, or Deputy Auditors and County Commissioners of recently passed State Laws on revenue limitations.

He also reported that he would attend a meeting of the Revenue and Tax Steering committee Friday. They are going to propose Constitutional revisions for amendments which would totally eliminate the funding of the Uniform School fund from property taxes, and yet assure the school systems of the availability of other resources.

Commissioner Black also presented to the Commission a letter he had received some time ago from Jim Wilson.

re: Unemployment Compensation and a letter he had answered Mr. Wilson. These will be on file

in the secretary's file.

He also presented a letter he had received for Jay Nelsonstating that he had to use more

gravel for the airport hangers than he had thought necessary. The Commission approved the

billing of $1248.00 for this extra material and labor. The following is a statement from Doug

Pehrson justifying the payment.

SUBJECT: Grade work at the San Juan County Airport

Gentlemen;

I am writing to explain the extra work required to get the gravel to the proper elevation for the hangers at the Monticello Airport. San Juan County Road Dept. prepared the hanger site and did get the proper elevation for the gravel, but in several areas did not get the proper compaction. Therefore, when the contractor compacted the building site, it required additional gravel and additional work. I believe the contractor should be re-imbursed for this additional work that was required to get the proper compaction.

Doug also discussed with the Commission the width of roads being built in sub-divisions in the County. He will go to Blanding with Commissioner Dunow in the morning for a meeting there with Phil Palmer to discuss the hanger sites at the Blanding airport. They also discussed the County's policies on airports and their being subsidised by the County.

Commissioner Dunow and Doug reported to the Commission the condition of the Foy Lake road. They discussed possible remedies to this problem.

COMMISSIONER DUNOW:

Commissoner Dunow reported to the Commission that a crew is going to put in a new cattleguard at the top of Devils Canyon. He also stated that the crews are about through patching at Lisbon Valley. He also reported that they will begin on the streets in Monticello soon.

COMMISSIONER BOYLE:

Commissioner Boyle reported that he had attended a Hospital Board meeting Wednesday evening in Blanding.

He also reported that he would be attending a meeting on August 2nd. regarding the sewer situation in Bluff. He stated that the Commission would not take any stand on who would vote in the Service district if it should be established, or any other issue for that matter.

He recommended to the Commission that Curtis Pehrson be allowed to use the Commission's adjoining office which they approved. Curtis is the Southern Planner for the District.

AL HASK1NS

Al reported that a State Car had sustained damage when a County truck dropped a rock onto its windshield near Red Mesa. Commissioner Boyle will look into the matter.

He reported that the engine in the recreation Jeep had run out of oil and that is why the engine had thrown a rod. He stated that it would cost less than $200.00 to fix it. The Commission approved of this.

He also reported on the steps he is taking for the landing of the Sky Lab bits and pieces.

He presented for the Commissions approval an application for CETA Title II Governor's Coordination and Special Services funds. The Commission approved of this by a motion made by Commissioner Black and seconded by Commissioner Dunow for a unanimous decision by the Commission. The secretary will write a letter of approval to return with the agreement.

CORRESPONDANCE

The Commission received correspondance from the following:

National Parks and Recreation re; Book on Glen Canyon and possible Wilderness type areas

surrounding it. Al Haskins is to write a memo on this on all of the points he feels applicable

to the Commissions stand on Wilderness.

Attorney General re: Roads in proposed Wilderness areas in the State.

Social Services re: The dust on the County road near the Homestake mine. Also a Pulbic

Comment on/new Asphalt plant in San Juan County.

State Tax Commission re: Levy Limitations of Taxes.

NACo re: Public Lands and a newsletter on Public Lands.

MEETING COMMISSIONERS ATTENDING

Commissioner Boyle and Commissioner Black will be attending a NACo meeting in Kansas City

the week of July 16th. They will be discussing Wilderness, Public Lands and other major topics

of concern for local government officials in the Association.

There will be no regular meeting of the San Juan County Commission the week of July 16, 1979.

They will meet again at 8:00 A. M. the morning of July 23, 1979 in the Commission room of the San Juan County Courthouse to discuss tentative wage raises with Courthouse employees.
