The San Juan County Commission met in regular session September 8, 1987 at the hour of 10 a.m. at the San
Juan County Courthouse, Monticello, Utah.
The following members were present: Commissioner Black
Commissioner Maryboy
Commissioner Bailey is in Salt Lake for a Utah Highway Systems Study.
Minutes of the August 24, 1987 Commission Meeting were approved on the motion of Commissioner Maryboy and seconded by Commissioner Black. UNANIMOUS.
COMMISSIONER CALVIN BLACK'S REPORT-
Blanding and Monticello Airport Runways - FAA Letter to Keith Koler - The FAA made suggestions of changes
that need to be made on the Airport Layout Plan. These will be relayed to Keith Koler when he returns.
Commissioner Black reported that the slurry seal at the Monticello and Blanding airports has been
completed and the area around the old hangars has been swept and tack covered by the county.
Land and Water Conservation Fund Grants - The L&WCF is a federal program that provides matching assistance
for park and recreation acquisition and development on a 50-50 basis. The Commission decided to send the
letter and application on to Blanding City for their consideration.
Wrongful Death Suit - Steven Parrish - The parties would like to settle out of court if possible. The
matter will be turned over to the Insurance Company.
Monticello roads - The following letter was received from Monticello City:

Monticello, UT 84535 Dear Commissioners,
In our request for road work to be done this year we failed to enter the two roads which need gravel and grading. They are 5th North and llth East.
These roads were on the program for 1986 but were not able to be completed at that time. If at all
possible we would like to see then taken care of this year.

Commissioner Black felt this request may not be possible this year. The matter will be discussed at the road meeting next week.
Land Board Meeting - Commissioner Black will be attending a Land Board Meeting in Moab Thursday and Friday.
Economic Board Meeting - Commissioner Black was unable to attend but reported on the information received following the meeting. The following suggestions were made by various board members and interested community individuals regarding economic development:
1. Develop Canyonlands National Park according to the original development proposal.
2. Sponsor special events; Shop-at-home, Crazy Days, Other Activities.
3. Economic Education - more support for local business.
4. More information about our county; More land open; Avoid wilderness; Mark and Develop the Mormon Trail, Butler Wash, etc.
5. Advertising in specific publications.
6. Educate businesses toward promoting and keeping people in the county. Create community cooperation.
7. Develop minerals.
8. Develop economic growth.
Commissioner Black reported that materials already organized on the county do not seem to be available to tourists. Carl Eisemann will check further on these publications.
Blanding Hospital - A petition has been submitted to Blanding City regarding building a hospital in Blanding. There seems to be a feeling among the local people that Commissioner Black is thwarting these efforts. Commissioner Black is not opposed to Blanding pursuing this project but feels that the county should not participate beyond leasing the clinic to the City. The existing hospital in the county is operating at less than 14% of its'capacity. The full commission will discuss this further next week. Glen Canyon National Recreation - A letter was received from the State of Utah in response to the proposed water resources management plan for the Glen Canyon National Recreation area. The response pointed out that they are being too restrictive on grazing and there should be no problem with water development grazing and being compatible with other areas.
COMMISSIONER MARK MARYBOY'S REPORT
Recreation Board Meeting - A Recreation Board Meeting was held last week and new officers selected. Lee
Nielsen is Chairman; Carl Osborn, Vice-chairman; and Secretary, Marlene Dee Ben. A motion to officially
make Marlene Dee Ben a member of the Recreation Board was made by Commissioner Maryboy and seconded by
Commissioner Black. Unanimous. Marlene represents UNDC. According to a report from Eddie Allred,
recreational director, the overall recreation program for the summer was very successful. However, the
attendance at the swimming pools at Monticello, Blanding and Montezuma Creek was down. The Recreation
Board requested that County Clerk, Gail Johnson attend their next meeting in regard to their accounting
procedures. Commissioner Maryboy will let Gail know when the next meeting will be.
Social Services Executive Director - Applicants for the position were Garth Skousen, Mark Lyman, Paul
Brown, Robert Bantam. Mark Lyman was selected as the new Social Service Director.
Paiute Farms Road - Commissioner Maryboy examined the Paiute Farms road and reported that the road needs
improvement. Monies are not available at this time for such a project.
Transfer of BIA Schools to State or Tribe - Commissioner Maryboy attended a public hearing in Santa Fe regarding the transfer of BIA schools to the State or Tribe. Tribal leaders in attendance were opposed to the transfer. Senator Inouye of Hawaii supports the tribal leaders. They feel that if this happens the relationship between the tribal organization and Federal Government will be weakened. The BIA is trying to move away from the trust responsibility established in 1868. Commissioner Maryboy expressed the opinion that when the students transfer from the BIA school in Aneth to Montezuma Creek they are very deficient academically. This was not discussed at the hearing. It was felt that the quality of education in the San Juan County schools exceeds that of the BIA schools in the state.
County Clerk, Gail Johnson's Report - A motion was made by Commissioner Maryboy to approve the hiring of Merna Johnson as a Deputy Clerk at a Grade 1 Step 1 level with probationary raise. Seconded by Commissioner Black. Unanimous. Utah Association of Counties Meeting - The UAC officers and staff will be making their annual county visit
on September 30. There will be a breakfast meeting at 8 a.m. at Hogie's Restaurant.
Registration Agent - A new registration agent is needed in District 19, Central Monticello. County
Clerk, Gail Johnson, will talk to the Republican Party for recommendations to present the Commissioners.
Board of Equalization - The Board of Equalization will be held on September 21st and 28th in the
afternoon. Tax notices will be sent out next week.
Beer license - Wayside Inn - Reuben Carson applied for a Class C Cabaret License. His papers were in
order and motion was made by Commissioner Maryboy and seconded by Commissioner Black for approval.
Unanimous.
School District's portion of Health Fund - The Commission recommended that San Juan County bill the School
District $21,000 for their participation in this service.
Pack Creek Ranch Project - Jane Sleight brought in the plans for the development of a sub-division at Pack
Creek Ranch. A motion was made by Conmissioner Maryboy and seconded by Commissioner Black for approval of
the project. Unanimous. The Commissioners commended Jane on an excellent job.
Physicians Assistant - John Fellmeth requested tentative approval to contact Doug Baker, a physicians
assistant, in regard to employment either by the County or the Hospital. The Commission gave its
approval.
Hospital Employee Loan - The Commissioners approved an employee loan to Barbara Harris for schooling
towards her RN degree.
Hospital personnel policy - advancing employees - John Fellmeth wanted clarification on the personnel
policy of advancing employees when an opening is available. The Commissioners felt the employee should be
given the opportunity for advancement if they are qualified.
Recruiting new physicians for San Juan County - The recruiting firm engaged for seeking possible new
physicians request permission to make a mass mailing in the Western United States. This would cost fifty
cents per mailing totaling $1,500. Approval was given.
San Juan County Queen - Becky Young presented the Commissioners an itemized financial statement. All the
bills were paid and left over funds returned to the County Treasurer. She stated the Miss Utah Committee
wants a candidate for the Miss Utah Pageant. Because we did not hold a pageant this year, we do not have
a specific candidate but previous 1st Runner-up girls would be acceptable. The County would lose their
franchise if a candidate is not sent. The Commission approved funds to send a qualified candidate. Becky
will follow up on this.
Carlisle Road - Bennion Redd appeared before the Commission and expressed appreciation for the
improvements made on this road.
Gibbons Furnace Bill - Dell Hunter presented a bill to the Commissioners for work in the Monticello and
Blanding Libraries. There seems to be a question as to whether the work was actually completed. The
Commissioners asked to have a more detailed bill presented before payment will be approved.
Forest Service Road Closure - Joe Bistryski, Acting Ranger, had come in a couple of weeks ago with a plan
of closure of county roads to off-road vehicles. He presented a couple of changes: 1. In the Water Shed
area - street licensed vehicles only. 2. He informed the Commissioners that the Washington D.C. Forest
Service office has directed our local district to close the Peavine Corridor (Dark Canyon) road to all
vehicles. According to congressional legislation this is illegal as it was to remain open to all
vehicles. A call was placed to Senator Jake Garn's office and though the assistance of Robert K. Weidner
a new directive will be issued.
Gravel Pit Extension - A letter was received from the Forest Service concerning the expiration of a gravel
pit on Dec. 31, 1987. Commissioner Maryboy made a motion to extend the use of the gravel pit to Dec. 1992
for construction of the Harts Draw Road.
