MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON TUESDAY, THE 7th DAY OF SEPTEMBER, 1971
PRESENT: Calvin F. Black, Acting Chairman
Wm. G. Dunow, Member Clytie Barber, Clerk
Commissioner Hazleton was excused as he was attending meetings on County business in Salt Lake City.
Meeting opened at 10:15 O'clock A. M. with Commissioner Black in the Chair.
Minutes of the previous meeting were read and approved. Motion for approval was made by Commissioner
Dunow, seconded by Commissioner Black and carried unanimously.
GRANT LEAVITT REPORTS ON GREENS FEES
Golf Pro Leavitt reported that there has been an increase of 107- in Greens Fees between the period to September 6, of 1970 and September 6, of 1971. (1970 - $5,643.25; 1971 - $6,263.95).
AGREEMENT ON COLLECTOR ROAD FUNDS
The Commissioners signed an Agreement for Transfer of Funds from Collector Road Trust Fund for maintenance purposes.
BIDS RECEIVED FOR ANTI-FREEZE
Bids were received from the following: Abajo Petroleum Black Oil Company
Smith Chemical of Grand Junction, Colo. Caun-Co Equipment & Supplies of Cortez, Colo.
Abajo Petroleum being the low bidder, it was moved by Commissioner Dunow thatthe bid of Abajo Petroleun be accepted; Commissioner Black seconded this motion and it carried unanimously Gals. $1.29. Gallons by the quart $1.39.
WHEELER MACHINERY AGREEMENT RE: PISTON FAILURES IN CATERPILLAR LOADERS

Gentlemen:
We have carefully reviewed the history of piston failures in your two caterpillar 950 Loaders, serial
numbers 90A1683, and 90A2233.
In view of the less than normal time before overhaul caused by these piston failures, we propose the
following: Wheeler Machinery Company will credit your account in the amount of $814.78 as participation
in the cost of in-frame overhaul on these two machines.
We calculate the cost for each machine to be: Parts - $356.89 and Labor - $336.00 for a total of $692.89
each. This will result in Wheeler Machinery Company paying approximately 60 per cent of this cost and
San Juan County providing 40 per cent.
We would appreciate hearing from you at your earliest convenience, and if this proposal is satisfactory,
we will issue a credit memo in the above amount.
We appreciate working with you on your equipment needs and hope that by close cooperation we can reduce
the possibility of this type of failure in the future.

Ronald Vowell met with the Commission to discuss the price the County is paying for gasoline and diesel
fuel. (Regular)
Inchecking with the Roads Clerk, is was found that gasoline is priced at 15.85 and diesel fuel at 14.69.

DUGOUT RANCH ROAD MAINTENANCE:
Sept. 1, 1971, Commissioner Black met with the State Highway Dept. & the Park Service regarding the Dugout Ranch Road. It was agreed the three agencies will put in a total of $150,000.00 in repairs and imrpovements. San Juan County will contribute $50,000.00 in material, equipment and labor and this will terminate all County responsibility. The Park Service will pay $20,000.00 a year to the State for maintenance until entire section is up to secondary standards. the Park Service will continue to maintain from Dugout Ranch to Park Boundary. At the time Park Service has completed construction from Dugout to 163 the State will undertake maintenance of entire road to Park Boundary and the Park Service will have no further responsiblity. The Commission agreed on this arrangement.
Commissioner Black spent Tuesday afternoon and evening with Representative Sherman P. Lloyd at Bullfrog. Wednesday evening was spent at Escalante reviewing recreation area. Also flew Rep. Lloyd over proposed road alignment at Kanab.
GLEN CANYON RESOLUTION:
At the County Commissioners Workshop held Friday Sept. 3, the Commissioners from all over the State adopted the resolution on Glen Canyon.
