MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON MONDAY, THE 6th DAY OCTOBER, 1969

Meeting opened at 10:45 A. M. with Commissioner Hazleton in the Chair.

Minutes of the previous meeting were read. Commissioner Black moved to approve the Minutes as read, Commissioner Young seconded the motion and it carried unanimously.

ROAD MATTERS DISCUSSED

Salaries for various employees were discussed. The Commissioners stated that they expected to reach

a decision before the end of the meeting.

Travel time was discussed for those working on out-of-town projects. The County Policy is: Employees

are allowed to travel one-way on County time and one-way on their own time.

The Foreman is to make decisions on unusual situations.

SHERIFF - DEPUTY HIRE & CAR PURCHASE

Sheriff Musselman met with the Commissioners to discuss Deputy hire and salaries and new cars for the department.

The Commissioners advised Sheriff Musselman that he may hire a new Deputy at a salary of $500.00 and also raise Deputy Martin's salary to $500.00 per month if he can stay within his budget by doing so. Commissioner Black stated that in his opinion the wisest and most economical course to follow would be to consolidate with the City Police Department. Sheriff Musselman answered that he is against this action for many reasons.

Coverage for False Arrest was discussed, and the County Attorney stated that he is certain that the County Torte policy covers this situation.

The Sheriff advised the Commissioners that he has ordered 2 new cars through the State for his department. The vehicles will be Dodge Polaras with the complete "Police Package" and Air Conditioning, and should be delivered about the end of November, at a cost of $2579.93 each.

The Clerk was instructed to advertise for sealed bids on 2 used Sheriff's cars which will be sold about December 1, 1969. (1-1967 Chev. 4 Door; 1-1967 Ford 4 Door, sedans)

APPOINTMENT - LIBRARY BOARD

James Greenhalgh, County Librarian, met with the Commission and advised them that Ken Bailey's term on the Library Board is expiring in November, and that a new Board member should be appointed immediately to enable them to attend the meeting Wednesday evening, October 8th.

Following a discussion of qualified persons, Commissioner Young moved to appoint Linda Robertson of LaSal to the Board; Commissioner Black seconded the motion and it carried unanimously.

PUBLIC ROAD REPORTED CLOSED

It was called to the attention of the Commission that a public road off Peters Point has been closed to the public by Ked Somerville and Larry Bailey who have strung a heavy cable across said road. These men apparently own property further on that has been vandalized several times. The County Attorney was consulted and it was agreed to send a letter to Mr. Somerville and Mr. Bailey and have the Sheriff remove the cable immediately as it is a safety hazard and as it is illegal to close off a public road.

COUNTY-OWNED LAND DISCUSSED

A small area of land behind the houses that the County sold last Spring is of interest by several local citizens. Commissioner Young stated that he would look the area over and report on its approximate value to the County, and then bids could be received for its purchase.

NOTICE OF BID OPENING ON HWY. #47

Utah State Department of Highways sent notice of the bid opening on Tuesday, October 21, 1969 at 2:00 P. M. in the State Office Building for construction of a Bituminous Surfaced Highway on #47 between North Verdure and Devil's Canyon in San Juan County for 4.7 miles of road. Approximate cost $850,000. Notice to Contractors was also received.

WATER CERTIFICATE ISSUED

Water Certificate No. 8463 issued by the State Engineers Office pertaining to the well at the Airport and relating to application No. 37903 was received for recording in San Juan County.

HEALTH PROBLEM IN BLUFF REPORTED

As a complaint had come to the attention of the Commission of an unsanitary condition existing in the Bluff area, the Commissioners stated that they would investigate the problem through the Welfare and Health departments.

COUNTY AGENT, Blaine Jones, informed the Commission on the Womens' Leadership School held at Logan, Utah.

REGULAR COMMISSION MEETING will be held next week on Tuesday, October 14th at 10:00 O'clock A. M.. as Columbus Day falls on Sunday and will be observed on Monday, A State Legal Holiday.
