MINUTES OF THE BOARD OF COUNTY COMMISSIONERS HELD MONDAY, MARCH 6, 1978

Minutes were read and approved on a motion from Commissioner Black and seconded by Commissioner Guymon. It passed by those present

MINERALS WEST RECIPROCAL AGREEMENT

Mr. Steve Nielson of Mineral West met with the Commissioners to present two receprocal agreements between Minerals West and Atlas Corporation. The motion to approved these agreements was made by Commissioner Black and seconded by Commissioner Guymon and it passed by all. Copies of these agreements are on file in the Clerks office.

VICTOR SCHAFER

Mr. Victor Schafer met with the commissioners to discuss the use of the county car for a trip to Salt Lake that he needs to make. Permission was given for him to use his own car as both county cars are in use that week-end.

WEED SUPERVISOR

Jim Stevens, USU Extension Agent met with the Commissioners and Jim Heaton to discuss the duties of the Weed Supervisor. The Commissioners approved the hiring of Jim Heaton as Weed Supervisor at step 27 grade 1 the pay per hour is $3.94. Jim Heaton must be certified to to handle restricted pesticides and he must certify all those that request poison salt for prarie dog control.

BLUFF TOWN COUNCIL

Inez Wilson, Mayor, Linn McCleery, Opal Hooper, and Jim Taylor met with the commissioners to discuss the Bluff Precinct, Justice of the Peace. Glenn French who resigned in February would like to be reappointed. The Commissioners stated that they would establish the Salary for the Justice of the peace as it is suggested by the legislature and then if Mr. French will accept that salary then he can reapply for the position of the Justice of the Peace of Bluff.

The town council and the commissioners also discussed the road work needed in Bluff, and the work that had to be done on the Bluff Airport before it could be used.

SUBDIVISION

Mr. Max Chartrand presented a subdivision plat for the approval of the Commission. The commissioners refused to approved the subdivision plat because it did not have a 50 foot easement. The county can't accept any roads unless they are a minimum of 50 feet.

NEWSLETTER

Mrs. Helen Neal met with the commissioners to present her report and newletter.

3rd RECREACTION

Dawn Tanner of the UNDC met with the commissioners to discuss the 3rd Recreation. She suggested a county recreation committee but the commissioners felt that there was too much diversification in the county for a committee to be effective.

WIND SPEED AND DIRECTIONAL INDICATOR

Commissioner Black made the motion that Jon Hunt be authorized to buy and install a directional

wind speed and directional indicator. Commissioner Guymon seconded the motion and it passed by all. Commissioner Boyle will discuss this with Mr. Hunt.

HANGERS-SAN JUAN COUNTY AIRPORT

The commissioners received a letter from Jim Black stating that there were at least 4 people who wanted to rent hangers. They request at least 4 and would like to have 6. Commissioner Boyle is to get some bids for Steel T-Hangers in a 4-6-8 configuration. The Commissioners also need to consider raising the rent on the hangers in Blanding. These new hangers must have a concrete floor.

SENIOR CITIZENS FURNISHINGS

Arvid Black met with the commissioners to discuss the furnshings for the Senior Citizens Centers.

A-95 REVIEW

The commissioners were asked to look over and approve the A-95 Review for the City of Monticello's new water treatment plant. This was approved and the deputy clerk was asked to write a letter to this effect.

PARK SERVICE

Glen Alexander, Skip Cole, and Forest Wellman met with the commissioners to discuss the deputization of Skip Cole and Forest Wellman as County deputy sheriff's and bails bondsmen. The Commissioners stated that they didn't want the tourists harrassed for minor offenses but that they expect these men to give citations for major offenses. The Commissioners are against the Canyonlands Wilderness Area. The commissioners are glad to cooperate with the park service but they are dissatisfied because the Park Service has not kept their promises. The Commissioners will approve these men for County Deputy Sheriff's and Bails Bondsmen but if there is not some cooperation exhibited by the Park Service the county will withdraw their co-operation completely.

BLM

Les Sweeny, Dell Backus, and Gene Day met with the commissioners to discuss the Millcreek Project and its relation to our zoning. They also discussed the D-road system.

A proposed land exchange between the State of Utah and the BLM was discussed. The first land exchange would been 11 sq. miles on the road to Halls Crossing and the second is Canyonlands and Castle Valley.

The BLM peple asked the following questions: What is the county D-system and When does the county have to apply for an easement. They discussed the B-roads as they are found on the maps and these are quite accurate as to their location on the maps. The D road system will have to be mapped and Commissioner Black suggested that Lynn Adams, Doug Pehrson, and some BLM men get to gether and map out the D-roads. The definition of a D-Road is any road that existed as of 1976.

BUS FOR NAVAJO MOUNTAIN

Bruce Shumway met with the Commissioners to discuss the bus that the Navajo Tribe has purchased for the Indians at Navajo Mountain. The tribe is asking 27cents a mile for the time that they spend picking up the Indians for the Meals Program. Mr. Shumway suggested that there should be some regulations on the use of the bus and reports must be made before payment is given.

SENIOR CITIZENS PROGRAM

Mr. Shumway also told the commissioners that he had received the Title V money for renovation and construction of buildings. San Juan County received $3,208.00 out of the $200,000. allotment to the state.

The commissioners and Mr. Shumway also discussed the purchase and bidding for the furnishings for the Senior citizens Centers.

COMMISSIONER BLACK REPORTS

Commissioner Black reported that Senator Garn and Senator Hatch have started a Bill in the Senate to transfer all BLM land to the States.

JOHN STEWART'S CHECK

The Clerk and Auditor, Clytie Barber, is questioning the amount of time that John Stewart claims to have worked for the county. He worked 172 hours working part time while he is working full time for the BLM. Commissioner Boyle check with his boss, Arvilla Warren, the County Recorder, and looked at the time record, the quality and the quantity of work that Mr. Stewart has produced. He is satisfied that Mr. Stewart worked this many hours and recommends that this bill be paid.

MONTICELLQ AIRPORT AGREEMENT

The Commissioners received a letter from Jon Hunt asking that the Assignment of Monticello Airport Agreement be renewed. This was discussed and Commissioner Black made the motion to renew the Agreement and Commissioner Guymon seconded the motion and it passed. The deputy clerk was asked to write a letter to Mr. Hunt.

INSURANCE BIDS

Commissioner Boyle reported that there was only one insurance bid which was put in by Central Utah Insurance Agency. Commissioner Black made the motion that the Commissioners accept the Bid. Commissioner Guymon seconded the motion and it was unanimous.

WILDERNESS WORKSHOP

Al haskins reported on the Wilderness workshop which the Governor asked the Association of Counties to sponsor. Mr. Haskins stated that he had stated the Commissioners stand on Roadless and Wilderness areas.

HOSPITAL BOARD MEETING

The Hospital Board has decided to give its employees a 5% Cost of Living Raise now with a 10% raise in July. They want to keep the pay period from July 1 to July 1.

SAN JUAN COUNTY ROAD MEETING MARCH 6, 1978

A. Holden and L. Adams

Minutes were read and approved. Commissioner Black commented on access roads, they can be classed as public roads on review and adoptin by the Board of County Commissioners. This would be called the D-road system.

Hiring personell who live in the area of far out rads to run a patrol was discussed. Commissioner

Guymon made the motion that Bernal be authorized to hire a man in the Montezuma Creek area on a 3 months trial basis. Second by C. Black: carried.

Doug reported it would cost approximately $2,000.00 each for abutments at Brown's Hole for the bridge, this was approved b y the Commissioners.

Doug reported Ismay and Bilitso projects were ready to go for the construction crew. The Commissioners approved both projects at the discretion of the forman and Doug.

Teek reported he was ready to move. Teek asked permission to hire a Grader operator and requested a starting salary. The Commissioners instructed him fo follow the pay plan.

Lynn distributed a memo on telephone calls from the Commissioners to the foremen.

Meintenance agreement with the BIA for $60,255.00 was signed by the Commissioner Chairman.

Ace was given approval to construct a san shed at the Monticello yard.
