MINUTES OF SAN COUNTY COMMISSION SEPTEMBER 3, 1985
The San Juan County Commission met in regualr session on September 3, 1985 at the hour of 9 a.m. in the San Juan County Courthouse at Monticello, Utah.
The following members were present: Commissioner Calvin Black, Chairman
Commission Kenneth R. Bailey Commissioner Jerry Holliday
Minutes of the August 26, 1985 meeting were approved as corrected on the motion of Commissioner Holliday. The motion was seconded by Commissioner Bailey. UNANIMOUS.
State Fair - County Booth
Mrs. Shirley Steffen County Fair Board Chairman, met with the commission requesting approval of a voucher in the amount of $800 for the County's entry at the State Fair. Mr. Tony Mike is building the booth and will take it to Salt Lake for display. Mrs. Steffen will instruct him to keep track of all expenditures and turn in receipts. The commission approved the voucher.
County Fair - Association of Fairs and Shows
Mrs. Shirley Steffen, County Fair Chairman, reported to the commission that the fall meeting of the Association of Fairs and Shows will be held in Salt Lake at the Airport Hilton on September 6. Representatives from San Juan County who will be attending the meeting are: Judy Penfield, Sue Morrell, and Shirley Steffen.
U.S. Forest Service - Land and Resource Management Plan (Proposed)
Mr. Ron Dickemore of the U. S. Forest Service met with the commission to present the proposed Land and Resource Management Plan. The plan covers a period of 50 years and revised on a 10-year basis. Dickemore said there will be an open house on October 15 from 3 to 8 p.m. for those who would like to know more about the plan. The review period will be until November 22, 1985.
Ski Lift
Rick Bailey, Administrative Assistant to the Commission, reported that he has received the technical information on the recently acquired ski lift. Commissioner Bailey will review the information.
County Employee Policy - Termination Slips
The Commission reviewed the following memorandum on county policy, get from Rick.
San Juan Health Care Services
Rick Bailey, Administrative Assistant, reported on the meeting and tour with Bonneville Health Care. Rick Bailey said he thought Rayburn Jack, Director of San Juan Health Care Services, did an excellent job in presenting the information to Bonneville. Bonneville is definitely interested in the Nursing Home and San Juan County Hospital. He said the presentation went well. Commissioner Bailey would like to formulate a proposal package setting forth a plan, time schedule, and information on the nursing home, hospital, etc. John Fellmeth is working up such a packet. Commissioner Bailey would like to have this ready by the September 18, 1985 Health Care meeting.
Muhlestein Salary Increase Request
Gail Johnson, Clerk/Auditor, met with the commission to report on the information she had accumulated on Justice of the Peace salaries throughout the state. She felt, based on the information she had, Judge Muhlestein is one of the highest paid JP's in the state for the workload he handles. Also at a regular commission meeting September 10, 1979, the commission increased Judge Muhlestein's salary to the same as other elected officials. The raise covered all of the duties associated with the job including office personnel. Mrs. Johnson recommended that the Justice of the Peace activities be carried out in the courthouse at regular hours.
The Commission discussed the possibility of reducing the JP salary and hiring a secretary. Bruce Halliday, County Attorney, will check in to see if the commission can reduce the salary of the JP in order to provide him with secretarial help. The commission will meet with Judge Muhlestein next week at the regular commission meeting.
BLM - Federal Marshalls
Rick Bailey, Administrative Assistant, reported he received a phone call from Ed Sherick, BLM District Manager, stating the two Federal Marshalls have received their official commission.
County Fair Chairman - Letter of Thanks
The Commission signed the letter of thanks to Shirley Steffen, County Fair Chairman, for the dedication and work she has given in putting on the 1985 Fair.
Old Showhouse Building - Blanding
Mr. Rick Bailey, Administrative Assistant, reported that he talked with Bob Furlow, Director of Southeastern Utah District Health Department, regarding the health hazard of the old showhouse building in Blanding. He told Mr. Bailey that Jim Adamson would be in this area and he will inspect the building and get back with Mr. Furlow; they then would make a decision.
High Level Nuclear Office - Davis Canyon Study
Rick Bailey, Administrative Assistant, told the commission that the reimbursement for the study done in Davis Canyon by Sandquist in the amount of $9,300 has been sent in.
Monticello Airport - Water Well
Rick Bailey, Administrative Assistant, reported that he has made arrangements for the pump to be pulled this week. As soon as this is done, he will contact Commissioner Bailey.
Southeastern Utah District Health Department - Building Permits
The commission discussed the necessity of setting up a regular schedule for the issuing of building permits in San Juan County. Rick Bailey reported that he has talked to Bob Furlow, Director, regarding the need for a building inspector. Rick will work with Bob Furlow in setting up a schedule.
San Juan Clinic - Copy Machine
Rick Bailey, Administrative Assistant, reported on the extra copy machine purchased by the Health Care Services, one of which is being used by the San Juan Clinic in Blanding. The commission felt the county

should not provide a copy machine for the ban Juan clinic. Rick will have this put on the agenda for the Health Care Meeting on September 18, 1985.
Montezuma Creek Swimming Pool
Commissioner Holliday reported that he recovered some additional monies from the Montezuma Creek Swimming Pool. Ron Barlow was keeping the money at his house.
Bluff - Mosquito Investation
Commissioner Holliday reported that he has received complaints from the citizens of Bluff of mosquito infestation in that area. Commissioner Holliday will contact Bob Thompson of the Extension Service regarding this problem.
Joint Highway Committee Meeting
Commissioner Bailey reported that the joint highway committee meeting will be on September 25, 26 and 27. Commissioner Bailey said there is a possibility he will be taking Doug Pehrson, County Surveyor/Engineer, with him to this meeting.
San Juan County Queen Pageant
Becky Young, Chairman of the San Juan County Queen Pageant, met with the commission to present an accounting of monies spent for the 1985 pageant. The breakdown is as follows:

Donated Scholarships ..... $2,462.50
Total Cost of 1985 Miss San County Pageant ..... $3,496.95
The commission was impressed with the accounting and expressed their appreciation to Becky for the excellent job she is doing with the pageant.
Social Services - Public Mental Health
The county received a statement from Mental Health in the amount of $17,710. The commission discussed the report made by Glenna Webb stating they had carried over $16,000. The commission instructed Rick Bailey, Administrative Assistant, to check into this further.
San Juan County Mining Claims
Commissioner Bailey will take care of filing the assessment work for the mining claims filed in Davis Canyon as well as sending in the notices to the BLM.
Utah Girls Village
The commission reviewed the letter prepared by Bruce Halliday to Utah Girls Village responding to their request to be exempt from property taxes.
Montezuma Creek - Pawn Shops
The Commission received a letter from Bruce Terry, Montezuma Creek Church of Christ, expressing his concern with regard to pawn loan charges now being assessed in the Montezuma Creek area. Mr. Terry asked the commission to launch an investigation of this practice.
State Auditor
The Commission received a letter from Tom L. Alien, Utah State Auditor, requesting the county to restrict expenditures to the departmental budget. The letter stated the Combined Statement of Revenues, Expendi-tures, and Changes in Fund Balance - Budget and Actual indentifies the departments which have over— expended amounts and therefore do not comply with appropriate fiscal procedures. The state encouraged San Juan County to operate within the confines of state law and follow established procedures with regard to limiting expenditures or adjusting departmental budgets.
The commission will clarify these allegations with the county clerk/auditor and county attorney.
Halls Crossing - Land Fill Garbage Disposal
The Commission received a formal request from Bill Duckett for assistance in helping them get land from the BLM for a land fill dump for the Halls Crossing area. Rick Bailey, Administrative Assistant, will now write a letter to the BLM.
Halls Crossing Airport
The Commission received a letter from Ron Theobold, Aeronauctical Programs Supervisor, Utah Department of Transportation, stating the Transportation Commission approved the county's request for the Airport Master Plan Study and Site Evaluation of the Halls Crossing Airport. The approval was made August 14, 1985 and funds in the amount of $1,812 were committed to this project.
Congressional Hearings - Washington, Senate Subcommittee on Energy and Natural Resources
The Senate Subcommittee will be hearing testimony on the final EA mission Plan. Rick Bailey, Administrative Assistant, will represent San Juan County at these hearings on September 12, 1985 in Washington, D.C. Rick will prepare a statement for the Commission's approval.

MINUTES OF THE SAN JUAN COUNTY BOARD OF EQUALIZATION SEPTEMBER 3, 1985
The San Juan Board of Equalization met on Monday, September 3, 1985, at the hour of 1 p.m. in the Commission Room of the San Juan County Courthouse, Monticello, Utah.
The following members were present: Commissioner Calvin Black, Chairman
Commissioner Kenneth Bailey Commissioner Jerry Holliday
Also present was Barbara Montella, County Assessor, and Marian Bayles, County Treasurer.

Countywide Appraisals
After some discussion the commission it would be advantageous in determining tax rates if the county were to have random appraisals throughout the county. The Commission authorized Barbara Montella, County Assessor, to negotiate with Robert Muir out of Moab for the appraisals.
