BOARD OF COUNTY COMMISSIONERS MEETING HELD APRIL 3, 1978
TIME: 10:05 A.M.

Minutes were read and approved as corrected on a motion by Commissioner Black and seconded by Commissioner Guymon.
STEWART SUBDIVISION
Mr. L. C. Stewart of LaSal presented a 9 lot subdivision for the approval of the County Commission. Commissioner Black made the motion that the commission accept the subdivision subject to the subdivider bringing the roads up to county standards before the county will take over the maintenance of the road.
Mr. Stewart also asked for commission approval to name the streets of his subdivisons even though they had been recorded. This was approved by the commissioners.
ASSOCIATION OF GOVERNMENTS
The commissioners discussed the county re-entering the Association of Governments and the Economic Development District. Commissioner Black told the AOG that San Juan County is willing to re-enter the AOG and the EDD without preconditions. Commissioner Black made the motion that San Juan County reassociate itself with the AOG and the EDD. Commissioner Guymon seconded the motion and it passed unanimously Commissioner Guymon made the motion to appoint Commissioner Black to represent the County Commission to the AOG. Commissioner Boyle seconded this and it passed unanimously.
MAYOR GIBBONS
Mayor Gibbons met with the commissioners to discuss the sidewalk program that the City of Blanding would like to put into effect. The commissioners would like to see the cities form an Improvement District and for the Cities to do a hydralics study and a curb and gutter study.
MONTICELLO LIBRARIANS
Corinne Roring met with the commissioners to discuss giving the librarians at the Monticello Library a 10% raise. This was approved by the Commissioners.
CATTLEGUARD
Mr. Clyde Thompson met with the commissioners to discuss having the county road to his property surveyed so that he can put is a cattleguard and put up his metal buildings without them being in the middle of the county road.
ZONING ORDINANCE
The commissioners discussed the zoning ordinance. Mr. Haskins hadn't been able to get a hold of
Bob Buchanin to discuss the bound copies that must be on file in the clerks office while the ordinance
is being advertised.

CENTENNIAL MEETING
Commissioner Guymon discussed the centennial meeting that he had attended. Commissioners Black and Boyle stated that all of the areas of the county should be involved in this county centennial.
COUNTY RECREATION PROGRAM
The commissioners discussed the county recreation program and the formation of a county recreation board. Commissioner Black suggest that the South Recreation cooperate with Utah Navajo Development Corporation.
CEDAR POINT FIRE STATION
John Baker met with the Commissioners to discuss the bid from Harold young on the Cedar Point Fire Station. This was accepted by the Commissioners on a motion by Commissioner Black and seconded by Commissioner Guymon, and it passed unanimously.
They also discussed the LaSal Fire Station. BLUFF MULTIPURPOSE CENTER
Mr. Bruce Shumway met with Don Latham on the Bluff Multipurpose Center. He stated that Bluff can't be the sponsor. San Juan County must sponsor this Center. Mr. Shumway was asked to send a letter to Don Latham. Bruce presented this letter to the commissioners. This letter was approved and Commissioner Boyle was authorized to sign the letter on a motion by Commissioner Black and seconded by Commissioner Guymon and it passed unanimously.
The commissioners also discussed a Juvenile Detention Center. PHEONIX TRAVEL SHOW
Mr. Victor Schafer met with the Commissioners to discuss the hotel bill on the Pheonix Travel Show. Mr. Schafer also discussed some problems that the travel council was having with the firm of Barker and Jorgensen.
CRISIS INTERVENTION PROGRAM
Mary Salome met with the commissioners to discuss the Crisis Intervention Program. The Commissioners stated that they were against rewarding the lazy by paying their bills just because the bills are delinquent. They stated that many of the elderly, widowed, and handicapped sacrificed to pay their bills by going without many of the luxeries and necessities of life. She and the commissioners also discussed the Winterization Program.
EQUIPMENT
Lynn Adams met with the Commissioners to discuss needed road equipment.
BLUFF TO MONTEZUMA CREEK ROAD
Lester Sweeney of the BLM met with the Commissioners to discuss a meeting to be held between
some archeologists and Mr. Eckhoff on the Bluff to Montezuma Creek Road. This will be to consider
some archeology sites that the Bluff to Montezuma Creek Road might disturb.
LETTERS OF RESIGNATION
The commissioners received a letter of resignation from Gwen Halls, resigning her position on the Travel Council. Ruby Bronson also sent a letter of resignation. The commissioners received a letter of resignation from Madge Anderson resigning her position as coordinator of the Monticello area recreation.

MINUTES OF THE SAN JUAN COUNTY ROAD MEETING HELD APRIL 3, 1978

Bradford, A. Holden and L. Adams.
Minutes were read and approved.
Bernal reported Gene Shumway had requested a road by the golf course in Blanding. He and C.
Perkins had offered a right to was to the county if they would build this road. The commissioners said
they would look into the need for a road there.
Dave said the city of Blanding had made a request for a survey on collector streets in Blanding. The commissioners stated that there was no agreement with the cities. Commissioner Black stated that we should meet with the cities and draw up an agreement: A tenetative date of April 10, 5:00 P.M. at the Commissioners' room was set
Ace reported the primary crusher was in operation and working good.
Doug reported that he had hired Fritz Pipkin as a transit man at a salary of $745.00 per month. This was approved by the commissioners.
