MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD AT MONTICELLO, UTAH, ON OCTOBER 31, 1960, AT 10 A. M.
Meeting opened at 10 A. M. with Commissioner Wm. C. Walton, Leonard J. Bartell, and Marion H. Hazleton in attendance, also Clerk Ada Palmer being in attendance.
Max King was present to discuss the purchase of a new radio for Chauncey Black's car. After due consideration, he was advised to switch radios from the car previously used by Deputy Sheriff McAlister to the Chauncey Black police car, then when the need arose for another radion, one could be purchased.
NEW DEPUTY SHERIFF APPROVED BY BOARD
Sheriff Max King presented Mr. Robert Dale Jennings of Bluff, Utah,and stated that he was his choice for acting as Deputy Sheriff of the Bluff area, and asked that he be approved.
A motion was made by Commissioner Hazleton, seconded by Commissioner Bartell, and unanimously approved, that Mr. Jennings, who has been recommended by Sheriff Max King, be approved by the Board of County Com-missioners for Deputy Sheriff at Bluff, Utah, his work to begin as of November 1, 1960.
Those voting in approval were: William C. Walton, Leonard J. Bartell, and Marion H. Hazleton. None voted in disapproval.
APPLICATION FOR BEER LICENSE AT MEXICAN HAT REJECTED
A motion was made by Commissioner Hazleton, seconded by Commissioner Bartell, and unanimously carried, that upon the recommendation of Ned Benally of the Navajo Tribal Council and the Sheriff's Department of San Juan County the application for a Beer License at Mexican Hat be denied.
SAN JUAN COUNTY SHERIFF DISCUSSES INSURANCE FOR SHERIFF AND DEPUTY SHERIFFS
Sheriff King discussed the County paying for insurance for the Sheriff and Deputy Sheriffs. It was unan-imously agreed that the County pay for the insurance and that the Sheriff and Deputy Sheriffs pay for their own false arrest insurance.
Sheriff King asked if it could be taken out of the salaries for this next month to cover his department with such insurance. He was given the assurance that if the employees were willing it could be done.
SHERIFF'S DEPARTMENT TO MAKE CHECK ON POLICE CARS WITH GENERAL MOTORS
Sheriff King called attention to the fact that the police cars were not giving the service required of them, and was given the go ahead to contact the Chevrolet Department of General Motors in regards to them.
COMMISSIONERS APPROVE QUIT CLAIM DEED TO BE EXECUTED BY COUNTY CLERK AND AUDITOR
F. Bennion Redd, County Attorney, was present to discuss the matter of executing a Quit Claim Deed to the Midland Telephone Company for property located in Blanding, Utah. It was Mr. Redd's opinion that San Juan County execute the Deed to Midland Telephone Company.
The following letter explains the transactions for issuing such a deed.

Re: Midland Telephone Company Dear Ben:
As you will probably observe, the Telephone Company has been in the process of considerable new construction in the last few years, and they have secured the money to do so from General Dynamics Corporation by mortgaging their properties to secure loans from said corporation.
In connection with the mortgage loans, I have been in the process of correcting certain title defects existing against the land of Midland Telephone Co. Accordingly, we have a little prob-lem with regard to the land in Blanding where the Telephone Company has its installations.
It appears that one Benjamin D. Black lost the land in question to San Juan County for de-linquent taxes and thereafter the Midland Telephone Company acquired the land from the County; however, for some reason a deed from San Juan County to the Midland Telephone Company was never put of record. I do not know whether, in fact, the deed was ever given by the County, or not.
The tax sale occurred on March 12, 1932. I have enclosed a proposed form of Quit Claim Deed from San Juan County to the Midland Telephone Company for your consideration, and if possible your recommendation to the County Commissioners that they authorize execution of the deed in favor of Midland Telephone Company. This deed is not in customary County Tax Deed form; how-ever, I believe either form of the deed will suit our purposes and when you have examined into this matter, we will abide by whatever form of conveyance you think appropriate.
I understand that Southeastern Utah is booming again and that Moab is experiencing another swelling population situation. In fact, I believe Bob Gibson has returned to Moab to practice law. I guess you do not relish a new swarm of carpet baggers, even though Monticello survived the last onslought.

After considering the above matter, a motion was made by Commissioner Leonard J. Bartell, seconded by Commissioner Marion H. Hazleton, and unanimously carried, that the Clerk is hereby authorized to execute
a Quit Claim Deed as follows:
QUIT CLAIM DEED
San Juan County, a body corporate and politic of the State of Utah, for and in consideration of the sum of One Dollar ($1.00) and other good and valuable consideration hereby forever quit claims unto THE MIDLAND TELEPHONE COMPANY the following described real property situate in San Juan County, State of Utah, to-wit:
Beginning at the North Quarter corner of Block 28, Blanding Townsite survey, and running thence South 165 feet; thence West 38 feet; thence North 165 feet; thence East 38 feet to the place of beginning.
In witness whereof, the Grantor has caused the signature of the Clerk of San Juan County and the seal thereof to be affixed this 31st day of October, 1960.

CLERK DIRECTED TO NOTIFY MR. DAVIS HOLDER THAT AIRPORT BILLING WILL BE PAID UPON COMPLETION OF WORK
The Clerk was directed to notify Mr. Davis Holder that his last billing on the San Juan Airport will be paid upon the completion and acceptance of the work by the Board of County Commissioners.
PLANNING COMMISSION MEMBERS TO BE PAID $5.00 FOR MONTHLY ATTENDANCE AT MEETINGS
A motion was made by Commissioner Marion H. Hazleton, seconded by Commissioner Leonard J. Bartell, and unan-imously carried, that each member of the Planning Commission be paid the sum of $5.00 for each monthly meet-ing that is attended.
LETTER TO BE WRITTEN TO WESTINGHOUSE REGARDING ORDERS MADE BY DR. FALLON
The Clerk was directed to write a letter to Westinghouse stating that no orders placed by Dr. Fallon are to be charged to San Juan County without the approval of San Juan County.
JOINT HOSPITAL BOARD AND COMMISSIONERS MEET TO DISCUSS OILING AT HOSPITAL SITE
George M. Palmer, Philip Hurst and L. A. Odette met in joint session at this hour with the Board of County
Commissioners to consider the matter of the oiling at the Hospital Site. The Hospital Board reported that
they had considered the matter and were not satisfied with the oiling at the Hospital site but would leave the final decision up to the Board of County Commissioners.
After consideration by the Board of County Commissioners the Clerk was directed to write to the firm of Alder-Child Construction Company that the work was unsatisfactory and not acceptable. The Board was unani-mous in its decision.
AUDITOR'S REPORT ON BUDGET SUBMITTED TO THE BOARD OF COUNTY COMMISSIONERS
The County Auditor's report was submitted to the Board of County Commissioners at this time, giving the 1959 expenditures, the actual expenditures for 8 months of the year 1960, the estimated expenditures for the year 1960, together with the requested budgets for the various departments of the County.
