MINUTES OF THE BOARD OF COUNTY COMMISSIONERS HELD OCTOBER 2, 1978

Commissioner Black was excused to attend the Meeting of the Southeastern Utah Association of Governments in Price.
Minutes were read and approved as read on a motion by Commissioner Guymon and seconded by Commissioner Boyle.
BEER LICENSE BALLOT ISSUE
The Commissioners discussed putting the issue of selling beer in the Montezuma Creek area with San Juan County Clerk and Auditor, Clytie Barber and County Attorney Bennion Redd. Mrs. Barber presented the wording on a sample ballot and asked for the commissions approval. The county attorney felt that the wording was clear and self explainatory. This was approved by the Commissioners.
The commissioners also discussed dividing the County Clerk and Auditor's office. SPANISH VALLEY ANNEXATION
Commissioner Boyle stated that Dixie Barker had notified him that Moab and Grand county were starting the steps to annex Spanish Valley into Grand County. Commissioner Boyle stated that the Commissioners were against this annexation as were the people of San Juan County. He also stated that these people from Moab who were in favor of the annexation would have to do all the work.
COUNTY ROAD
Commissioner Black stated that Grant Bayles had talked to him about having the county road to the oil mixing area moved. It runs across his land and was put there against his will. The commissioners had promised him over a year ago that this would be changed. Commissioner Boyle instructed Commissioner Guymon to get with Bernal and get this taken care of as soon as possible.
BEER LICENSE-LASAL

Clytie Barber, Clerk and Auditor, presented a beer license for the Korner Kafe in LaSal. Sheriff Wright is to check this out and give his approval or disapproval at the next commissioners meeting.
4 CORNERS MENTAL HEALTH
Commissioner Boyle attended the 4 Corners Mental Health "on Sight Review meeting held in Price. He
also attended a meeting on Unification and Integrated health systems. He stated that San Juan County was in favor of Unfication and Rick Maynard was in charge of our county's Mental Health program.
FAIR GROUNDS
Al Haskins reported that Jim Stevens and Jim Heaton stated that the weeds at the fairgrounds need to be sprayed but that the weed budget didn't have enough money. Mr. Haskins stated there was money in the fair budget that could be used. This was approved by the Commissioners
EMPLOYMENT OF THE HANDICAPPED BOARD
Commissioner Boyle stated that he had been appointed to the Governor's board on Employment of the Handicapped. The first term will expire in Jan. of 1979, then he will be appointed to a 3 year term of office.

Minutes were read and approved.
Commissioner Boyle anounced that road meeting will be held on the 1st and 3rd Mondays of each month.
Ace reported he was doing maintenance work in the Hovenweep Area.
Eddie reported Pete Black was claiming ownership to a culvert in a county road at Long Canyon. Lynn
was instructed to see if he could find any notes on this.
Ace requested a Water Trailer, Dave made motion that Lynn check on a tank that was available in Salt
Lake City, and if it is still available, to go ahead and purchase it. Motion carried.
Doug reported the well at Red Mesa was producing 65 Gallons per minute, and this would be adequate for
the project. Doug reported Nielson inc. had been awarded the contract on Mexican Water Road and were
scheduled to start today.
