MINUTES OF THE COUNTY COMMISSION MEETING, JANUARY 2, 1979.

PRESENT: Commissioners E. S. Boyle. Calvin Black and William Dunow, and Deputy Clerk Judy Frost.

TIME: 10:20 A.M.

COUNTY OFFICIALS WERE SWORN IN BY EDWARD S. BOYLE.

Minutes of the previous weeks minutes were read and approved with two corrections. Commissioner Black made the motion, 2nd by Commissioner Boyle and carried.

Commissioner Black made the motion for Commissioner Boyle to remain Commission Chairman. This was seconded by Commissioner Dunow and carried.

COMMISSIONER BLACK

Commissioner Calvin Black will attend a meeting with Jim Evans of Western Regions and Jack Tanner of NAGo on public land issues tonight in Salt Lake City.

COMMISSIONER BOYLE

Commissioner Boyle reported that Tom Worcester should be calling the Commission today on the T.V.

proposal. He called later in the afternoon. Assuming that the signal can be taken at Abajo Mountain, and Comtronics can send the signal from Bald Mesa there are questions of cost and legal questions to be answered before any decision by the Commission can be made.

AL HASKINS

Al reported that he had talked to T. J. Knight and HUD. He said that they will need help from the County. Apparently $3,000 has been paid to Kaiserman Associates for an engineering fee, and now they want $12,000 more for engineering. This would deplete the funds set aside for the Mexican Hat Water Project. They need not accept Kaiserman Associates. This is a municipal thing and the county cannot legally help them.

Al will be going to Salt Lake City for an Emergency Services requirements meeting.

The citizens of Bluff want more building for their Multi-purpose Building than they can buy with the funds they have ($72,000). Whatever the citizens of Bluff do they must be subject to the Davis Bacon Act.

CONTRACT ON TITLE 20

A motion matching funds on County transportation, paying for the operation of buses was made by Commissioner Dunow and seconded by Commissioner Black. Commissioner Boyle signed the contracts and they will be returned to the Department of Social Services.

UTAH NAVAJO INDUSTRIES

The commission received a check from Utah Navajo Industries for their bond on the bid on the Montezuma

Creek Swimming Pool Project.

COUNTY AUDIT

A motion for the Clerk to submit proposals to all accounting firms in the area for the Audit was made by Commissioner Black, and seconded by Commissioner Dunow. This is to include public advertising or Notices in the paper. This is to be done immediatly.

LETTER FROM THE ATTORNEY GENERALS OFFICE

The Commissioners received a letter from the Attorney Generals office concerning the revocation of Beer

Licenses in the County.

BRUCE SHUMWAY

Mr. Shumway presented folders to the Commission containing descriptions of the things done by Social

Services in the County.

PURCHASE OF SERVICE CONTRACT

A contract between the County and the Department of Social Services was signed on the Motion made by Commissioner Dunow and seconded by Commissioner Boyle. It was signed by Commissioner Boyle and put into effect.
