MINUTES OF THE SAN JUAN COUNTY COMMISSIONERS MEETING HELD
AUGUST 2, 1982
Time: 10:00 a.m. in the Commissioners Room at the Monticello Courthouse.
Members Present: Chairman Calvin Black, Commissioner Robert Low and Commissioner Kenneth R. Bailey.
Minutes of the prevoius week were read and approved with the specified corrections upon the motion of Commissioner Low and the second of Commissioner Bailey and it carried unanimously.
VERDURE CREEK BRIDGE CLAIM DENIED:
County Engineer, Doug Pehrson, reported that because the final payment to BAHK Contractors was delayed for six months, they have filed a claim for $641.00 in interest charges. Mr. Pehrson explained that both the State Department of Highways and Horrocks Engineering were responsible for the delay in payment. Because the County was not responsible for the delay in payment, the Commission did not approve payment of the additional $641.00. The Commission requested that Mr. Pehrson write to BAHK Contractors and explain the reasons for denial of the claim.
LASAL CEMETERY LAYED OUT;
Commissioner Bailey reported that a 320' X 160' cemetery consisting of 188 plots was layed out under his supervision for the Community of LaSal. The new cemetery was incorporated into the land donated to the county by the L.D.S. Church. The Commission approved Commissioner Bailey's action in laying out the cemetery and authorized the County Engineer, Doug Pehrson, and others to help in establishing a LaSal Cemetery District.
VAL DALTQN MEETS CONCERNING IRRIGATION DITCH;
Mr. Val Dalton reported to the Commission that the County road crew working on the oiled highway on the
mountain had diverted the water from his irrigation ditch. Mr. Dalton requested that the County place the
the culvert accross the road at a 90° angle so that the water could disperse onto the grassy area above
the ditch. Commissioner Bailey agreed to have the road department install the culvert as Mr. Dalton
requested.
Mr. Dalton expressed to the Commission his opposition to the proposed road from Canyonland to Monticello
Lake, and that he was not in favor of a nuclear repository being built in the Paradox Basin and would like
to see the issue placed on the ballot for a public vote.
4-H JUNIOR LIVESTOCK SHOW;
Mrs. LouAnn Grover and Mrs. Lynette Adams invited the Commission to attend the annual Junior Livestock
Show to be held in connection with the County Fair on August 19, 1982. The F.F.A. sponsored group from
Blanding will be bringing 20 steers, 20 fat hogs, and 55 lambs to the fair to compete in the events which
will be concluded by an auction. Mrs. Grover and Mrs. Adams reported that the program participants have
worked hard and have done a fine job in caring for their animals and they hoped that the people and the
business of the county would actively support the auction as more than one person can go in on a bid and
be able to divide the costs.
The ladies also discussed the possibility of raising the prize money for the different events, but no
action was taken by the commission at this time to do so.
NEW COUNTY AGENT ARRIVES;
The new County Agent, Bob Thompson, was welcomed to San Juan County by the Commissioners.
Mrs. Helen Neal reported that unanticipated increase in the telephone billing, the addition of a 4-H
coordinator to the extension office staff, and the purchase of an office computer this year have placed
the Extension Office ahead on its 1982 budget.
BEER ORDINANCE DISCUSSED:
The Commission discussed the possibility of revising the existing County Beer Ordinance for this years
ballot.
The Commission also wanted to make it knownthat the title of the initiative petition and proposed beer
ordinance is misleading and the ordinance would prohibit the sale of beer in all unincorporated areas of
San Juan County.
GOVERNOR'S ADVISORY COUNCIL MEETING REPORT;
Chairman Black reported on his attendance at the Governor's Advisory Council meeting with the Federal Resource Council. They were able to discuss issues with representatives from the Department of Agriculture Department of Transportation, Department of Energy, Bureau of Housing and Urban Development, and the E.P.A.
Chairman Black reported that he made a request to the Governor's Office that the County be allowed to participate in discussions and meetings concerning decisions that will affect Southeastern Utah. Mr. Al Rickers telephoned the courthouse on Monday afternoon and confirmed that representatives of San Juan County would be welcome to attend the Utah State Department of Energy meeting in Reno, Nevada, August 4, 1982. Commissioner Low agreed to represent the County at this meeting.
Chairman Black also reported that he will try to attend the San Juan Development Board meeting Tuesday. The Commission recommended that Chairman Black ask for specific information from the Board on its proposal for matching funds for promotional activities for the County.
ROAD TO HAT ROCK:
Commissioner Bailey reported that the Oljato Chapter has never made a request for the road to Hat Rock to be improved, and it is County policy to not gravel a road on the Reservation until an official request is made through a Chapter House.
CALLAHAM MINE ROAD GATE LOCKED:
Commissioner Bailey reported that the gate accross the road to Atlas Minerals' Callaham mine is locked. The gate is on the County road near the junction of the road to Ucolo and 3-Step Hill. Commissioner Low will report the situation to the Sheriff's Office.
GRAVEL PIT AT LEM'S DRAW;
Commissioner Bailey reported that the BLM had given permission to the County to crush gravel at the Lem's Draw pit, but now has reported to him that this is in comflict with the BLM permit issued to the Utah Department of Transportation. The Commission will take the matter up during their monthly meeting with the BLM.
JUSTICE OF THE PEACE REPORT:
Commissioner Low reported that the Justice of the Peace, Harold Muhlestein, collected $9,275.50 in fines
for the month of July 1982.

SEMIMONTHLY PAY DAY REQUESTED;
Commissioner Bailey reported that a request had been made by a County employee for two pay days per month, Commissioner Bailey said that he had discussed this matter with the Clerks Office and two pay days a month
would double the costs in that office. The Commission agreed to take no action on the request.
U.S. PRISONERS. SUPPORT AGREEMENT SIGNED;
Commissioner Low moved to approve the U.S. Marshal Service Agreement Schedule for support of U.S. prisoners
and to authorize Chairman Black to sign the agreement in behalf of the County. The motion was seconded by Commissioner Bailey and it carried unanimously.
CORRESPONDENCE;
Chairman Black and the County Commission received a letter from Senator Jake Garn expressing his support of further testing to determine the suitability of the Paradox Basin site for a permanent spent nuclear fuel repository site.
A letter was received from Mr. Kay Shumway, associate director of the College of Eastern Utah-San Juan Center, explaining the procedures used to select students to work on the economic profile of San Juan County and a copy of the students responsibilities to the project. In return for the County paying for the students tuition, fees, books and a $250 stipend for the 10 week course, the students will each be
expected to do 200-300 hours of work on the economic profile of San Juan County.
