MINUTES OF THE SAN JUAN COUNTY COMMISSION MEETING

MAY 29, 1984

The San Juan County Commissioners met in regular session on Tuesday, May 29, 1984, at the hour of 10:00 a.m. in the San Juan County Courthouse at Monticello, Utah.

The following members were present: Commissioner Calvin Black, Chairman

Commissioner Robert Low Commissioner Kenneth R. Bailey was excused.

Minutes of the previous meeting were approved with the specified corrections on the motion of Commissioner Low. The motion was seconded by Commissioner Black and carried unanimously.

AGING DIRECTORS MEETING SCHEDULED

Al Haskins reported that he will be attending the quarterly Aging Directors Meeting next week. PROPOSED LAND TRADE WITH J-B. GRAIN

Grant Leavitt met with the Commission to discuss the proposals made by J.B. Grain regarding the following land:

Beginning at a point 2259 ft. N and 944.5 ft. E, thence 5 degrees 26 degrees 35' E 241.0 ft., thence S 38 degrees 15' E 239 ft., thence S 45 degrees 43' E 167.0 ft., thence South 127.0 ft. from the Sl/4 corner of sec. 36, T33S,R23E, SLB&M. Running thence S 53 degrees 02' W 77.0 ft., thence N 41 degrees 05' W 192.0 ft., thence N 48 degrees 55' E 56.0 ft., thence N 64 degrees 25' E 282.80 ft., thence S 40 degrees 15' 27" E 97.83 ft. to the point of beginning. Containing 1.3 acres.

The proposals are as follows:

1. Membership to the San Juan County Golf Course for Wm. Dunow Sr. and family, Wm. Dunow Jr. and family, Charles Dunow and family, and Gary Dunow and family for the period of 15 years from the date of trade.

2. Sale of described land for the sum of $8,000.00.

The Commission deferred action until the next Commission meeting.

RECREATION STORAGE DISCUSSED

Dennis Jones, Recreation Director, met with the Commission to discuss the need for a storage facility for recreation equipment. The Commission asked Mr. Jones to do some research on the matter and report back to the Commission.

UAC BOARD OF DIRECTORS MEETING SCHEDULED

Commissioner Low reported that the UAC Board of Directors meeting is scheduled for June 7th. Conmissioner Low will be unable to attend the meeting but Commissioner Black will be in attendance.

UAC ANNUAL VISIT SCHEDULED

Gail Dalton, County Clerk, met with the Commission to report that the UAC Officers annual visit with the Commission and other elected officials is scheduled for July 31st.

COUNTY CLERK MEETS

Gail Dalton, County Clerk, met with the Commission to discuss a proposal from Old Dominion Resource Co. to recover FICA that was paid on sick pay. The company will do this for 29.85% of the funds recovered. The County Attorney studied the proposal and gave his approval. Commissioner Low made a motion to accept the proposal. The motion was seconded by Commissioner Black and carried unanimously.

SEU-CAP AUDIT DISCUSSED

Al Haskins reported that the SEU-CAP audit is not complete but a preliminary report will be made at the AOG meeting.

HOSPITAL PHONE SYSTEM DISCUSSED

Commissioner Low reported that the current payments on the hospital phone system are $400. per month or $20,000. to buy out the contract. Commissioner Low further stated that according to the contract if the hospital is unhappy with the phone system Contel will upgrade it. Contel has agreed to upgrade the system and for $4,000. it would be possible to install call monitoring for long distance calls. Also discussed was the need for a toll line with the Nursing Home in Blanding.

COMMITTEE MEETING FOR THE RECAPTURE DAM PROJECT DISCUSSED

Al Haskins reported on a committee meeting he attended to discuss the Recapture Dam project. Mr. Haskins reported that the committee will be applying for $300,000 in Outdoor Recreation Funds for phase 1 and phase 2 of the project. The Commission authorized Mr. Haskins to file an application for funds for the Recapture Dam Project and the Monticello Dam Project and to use the County's work as matching funds.

DISTRICT FIRE WARDEN REPORTS

John Baker, District Fire Warden, met with the Commission and reported that there were 3 fires in White Mesa over the weekend endangering a total of 7 homes. Mr. Baker further stated he believes the fires were a result of arson.

AOG BOARD MEETING SCHEDULED

Commissioner Black reported that there is an AOG Board Meeting scheduled this week and among the topics discussed will be a proposal for tar sand development at the Glen Canvon Recreation Area.

Low stated that the board felt the funding should remain as small a budget as last year. INFORMATION REGARDING HUNTING AND FISHING LICENSES SOLD IN S.J.C. REVIEWED

The Commission received the requested information from the Utah State Division of Wildlife Resources in regards to the number and dollar amounts of fishing and hunting licenses sold in San Juan County during 1983. The total numbers are as follows:

The total amount collected by the Utah State Division of Wildlife Resources for the licenses sold in San Juan County for 1983 is $287,596.20

COMMISSIONER DISTRICTING DISCUSSBP

The Commission received a letter from Ron Faich, Demographer for the Division of Community Development of the Navajo Tribe, submitting two additional proposals in regards to the method of districting. The Commission now has a total of ten proposals. The Commission will select two of the County proposals and will request U.N.D.C. and the Navajo Tribe do the same. These proposals will be further studied and possibly be put on an opinion ballot in August.

BIDS FOR OIL AMD GAS LEASE OPENED

The Commission only received one bid on the advertised invitation to bid for the following:

T28S, R24E, Section 32: Sl/2 Sl/2, LESS roadway. Last leased August, 1964.

T29S, R24E, Section 3: Lot 2 (40.08) X 1/2 interest. Last leased November 23, 1959. Other 1/2 interest terms: LL&E,l/8 royalty, 5 years.

Section 5: Wl/2 Lot 3, Lot 4, SW1/4 NW1/4, Wl/2 SE1/4 NW1/4, LESS small tracts, roadway. Last leased November 23, 1959.

Allen Coleman representing Murf F. Bledsoe, III submitted the offer received. The bid offer is $50.00 per net mineral acre bonus and delay rentals of $1.00 per net mineral acre per year. The terms are for 5 years and the royalty is 15%. Commissioner Low made a motion to accept the offer. The motion was seconded by Commissioner Black and carried unanimously.

SENATE HEARINGS DISCUSSED

Commissioner Black reported on his testimony before the Senate Sub-Committee on Energy and Mineral Resources in regards to the availability of gravel for public purposes. Commissioner Black reported that several people testifyed in favor of Senate Bill 2157 and no one testified against it. Commissioner Black further stated that he feels the bill has a good chance of passing.

HEALTH CARE SERVICES BONDS

After the conduct of the above business not pertinent to the following, the Chairman stated that the meeting was called pursuant to notice for the purpose, among other things, of confirming the sale of $600,000 General Obligation Hospital and Nursing Home Bonds, Series 1984C, of San Juan County to the State of Utah, Department of Community and Economic Development, Division of Community Development, Permanent Community Impact Fund Board.

The resolution was then signed by the Chairman of the Board and attested by the Clerk and is as follows:

A RESOLUTION authorizing the issuance and confirming the sale of $600,000 General Obligation Hospital and Nursing Home Bonds, Series 1984B and the sale of $400,000 General Obligation Hospital and Nursing Home Bonds, Series 1984C of San Juan County, State of Utah, providing for the levy of taxes to pay principal of, and the interest rate to be borne thereby, providing for the use of the proceeds thereof, providing a system of registration therefor, making certain findings and covenants in connection therewith, providing for the filing and publication of a Notice of Bonds to be Issued, and providing for the running of a contest period. (A complete copy of the resolution is on file in the Health Care Service file in the Clerk's Office.)
