SAN JUAN COUNTY COMMISSION MEETING MINUTES OCTOBER 28, 1985
The San Juan County Commission met in regular session on October 28, 1985 at the hour of 10 a.m. at the San Juan County Courthouse, Monticello, Utah.
The following members were present: Commissioner Calvin Black, Chairman Commissioner Kenneth Bailey
Commissioner Jerry Holliday Minutes of the October
21, 1985 meeting were approved on the motion of Commissioner Holliday. The Motion was seconded by Commissioner Black. UNANIMOUS.
UTAH TRAVEL COUNCIL MEETING - GOULDINGS
Rick Bailey, Administrative Assistant and Commissioner Holliday attended the Utah Travel Council Meeting at Gouldings Trading Post in Monument Valley. They went to the junction of the highway to discuss alternatives for the use or dispostion of the state school section. The state section may have to revert back to the State Land Board.
OLD BLANDING CLINIC -LEASE UDIA
Cleal Bradford requested a formal letter of approval from the Commissioners on the remodeling of the old Blanding Clinic building by the UDIA. Mr. Bradford stated that it is all they are lacking in order to go ahead with the remodeling of the building. Rick Bailey, Administrative Assistant, will write a letter for this approval.
HEALTH CARE SERVICES
In the process of getting the packets ready for requesting proposals on purchase of the county nursing home, hospital, ambulances, etc, the Commissioners discovered that the county just has a lease on the property where the nursing home is located. Cleal Bradford, Mayor of Blanding, showed that from the minutes of the city council of Blanding after a public hearing in Blanding voted to deed the nursing home property to the county. Rayburn Jack, San Juan Health Care Services Director, also brought minutes from the Health Care Governing Board June 23, 1981, which stated that the City of Blanding was giving or selling for- $1.00 the property of the Nursing Home and the two acres north of the Nursing Home to the County. In these minutes there was a question whether land owned by the city had been deeded to the County. This was to be checked into. Mr. Bradford said that if the Commissioners put what they request into writing he will bring it up at the next Blanding City Council meeting. Commissioner Bailey stated that it would appropiate to have Doug Pehrson, County Surveyor/Engineer survey the land. Rayburn Jack will meet with Doug and show which land is to be deeded to the county.
WHITE MESA HEALTH CARE
Cleal Bradford, Adminstrator of White Mesa, is concerned about discontinuing health care services at White Mesa, Blanding and Bluff. As of now San Juan Health Services operates a clinic on Monday and Friday at White Mesa. Towoac sends over a doctor on Wednesday. Mr. Bradford feels concerned that with Blanding having only one doctor and losing a nurse practioner there will be a lack of health care. Rayburn Jack, Health Care Services Director, stated that the Consortium is also very concerned about continued health care services in White Mesa, and they are working on this problem. Commissioner Black commented that the Commission is also concerned about being able to continue quality health care services but with a declining tax base, services must be cost affected and within the ability of the tax payers to afford. Commissioner Bailey expressed concern by the Commission for coverage by doctors in Blanding. The Commission is concerned that the doctors in Blanding expressed the opinion that requirements of Blanding is for at least two doctors then within one month this opinion was reversed and Blanding would not support more than one doctor.
SOUTHERN UTAH HEALTH CONSORTIUIM
Russ Stevenson, member of the consortium board, reported that the board was to look at the possibility of being the vehicle to approach the State Impact Board for capital expenditures for San Juan Health Care Services. Rick Bailey, Administrative Assistant, looked into the requirements for eligibility to receive to State Impact Board funds. Mr. Bailey stated that the consortium does not meet the requirements. There are two requirements that the consortium doesn't fit; one being a political subdivision. The board talked about what they could do to be eligible to represent the needs of the county. One possibility would be to consider organizing a special service district that would include the entire county. Mr. Stevson suggested to the commissioners that they consider a tax district for this purpose. A step further would be to suggest that the consortium board serve as the board for this taxing district. The Commissioners feel that they should serve as the board since they are responsible for budgets, tax levys etc. The Commissioners agreed that something needs to be done to get more funds for the county from impact funds. Commissioner Bailey asked Jack Williams from the board how the consortium was going. Jack Williams said that it is just getting off the ground but feels that it is going very well.
FIRE WARDEN- JOHN BAKER
John Baker, District Fire Warden, reported that he issued two citations. There was a sage brush fire down by Montezuma Creek. John Baker said that it was really a false alarm. Commissioner Black suggested that next time there is a call so far away that he call the deputy sheriff in that area to check into it before going so far. The other one was two miles east of Monticello.
B & C ROADS
Commissioner Bailey reported that the Utah League of Cities agreed not to ask for a legislative change in B and C road funding formulas. Commissioner Bailey feels good about this decision.
LA SAL COUNTY ROAD
Commissioner Bailey reported that there is a county road by La Sal that needs to be graveled. It has been put off for years and needs to be done before bad weather sets in. Commissioner Bailey said he would look into it.
OIL & GREASE BIDS
After reviewing the bids for oil and grease the lowest was awarded to Blue Mt. Petroleum, Chevron. The antifreeze was given to Black Oil Company. Armco Inc. was given all corrugated steel pipe. Commissioner Bailey reported that they had already sent out letters to the companies.
COUNTY ROAD OFFICE
Commissioner Bailey reported that the county road department office was broken into over the weekend. All that was taken was petty cash. It was reported and is being investigated.
COUNTY ASSESOR - BARBARA MONTELLA

Commissioner Bailey asked Barbara Montella, County Assessor, if there was anything done with the unimprov-ed land in the cities. Mrs. Montella said that everything that was brought into the Board of Equalization was taken care of.
RECREATION - COUNTY WIDE DIRECTOR
Eddie Allred, San Juan County-Wide Recreation Director is being issued a vehicle. The vehicle is number 116. Oley Black, county road employee, is in the process of putting a new engine in the pick up. Commissioner Bailey feels that it will be a reliable vehicle. It should be ready by the end of the week.
BUDGET - AIRPORTS
Commissioner Holliday is going to get the budgets for the airports from the cities of Blanding and Monticello. Both the city of Blanding and Monticello were suppose to submit a budget to the county by October 1. Nothing has been received . Commissioner Bailey wants to get with the cities and with John Fellmeth, Deputy Auditor, and audit the airports.
COUNTY JAIL
Commissioner Bailey asked John Fellmeth,Deputy Auditor, if the county had received a historical clearance on the jail property. Rick Bailey, Administrative Assistant, said that he has to have the title insurance policies done first and the Jensen property has to be cleared.
J W CROWLEY COUNTY ROAD
Commissioner Bailey says there is a county road that J. W. Crowley wants the county to straighten. Commissioner Black says that in the past if someone wanted to change an existing county road that wasn't for county interests, the party wanting the road changed could build the road equal to the exisitng road and the Commisioners will them to change the allignment of the road. SAN JUAN HEALTH CARE SERVICES
Commissioner Bailey feels that the Commission should immediately get in contact with Ted Stagg, CPA developer for Nursing Home Southwest Management, to see if he will help the Commission evaluate the proposals that will be submitted on medical facilities. Rick Bailey, Administrative Assistant, will contact Rayburn Jack, San Juan Health Care Services, and they will get in touch with Mr. Stagg.
OIL FIELDS - BAD ROADS
Commissioner Bailey reported that there is a problem with the county road crossing at Cross Canyon by Hugh Benally's in Montezuma Creek. The oil trucks are making ten truck loads a day and the roads are getting big chuck holes. Commissioner Bailey said that Bernal Bradford will get with Hugh Benally and see if they can reconstruct the road. Commissioner Black suggested that they get in contact with the oil compani-es and see if they will work with the county on this road.
MONUMENT VALLEY PARK
Commissioner Bailey commented that the Three Sisters road at Monument Valley Tribal Park beyond the visitor center is in very bad shape. It is in Arizona, but they want to take a school bus on it.
LLOYD'S LAKE - GRAVEL ROAD
Commissioner Bailey asked Jerry Holliday when he will have the road graveled to Lloyd's Lake. Jerry Holliday said that they should be finished by the end of the week. Commissioner Black feels the road from the construction project to the main highway by South Creek should be graveled while gravel is available and before its flooded and not wait for recontruction of the entire road. This would save alot of money and time. Jerry Holliday says he will get on it as soon as possible.
MONTEZUMA CREEK - SWIMMING POOL
Commissioner Holliday reported that the monies that were turned into the county by the Montezuma Creek Pool were very little. Marcelino Baca who was in charge of the pool charged alot of gas to the county, when in fact he was never given permission to do so. Commissioner Black feels that he should have to pay for the gas himself. Gail Johnson, County Clerk, suggested that they install a cash register and set up a daily system of cash reconciliation. The commissioners feel that this would be a good idea. Bruce Halliday, County Attorney, responded to the unauthorized gasoline purchase by Marcelino Baca of Montezuma Creek. Mr. Halliday feels it should be treated as a theft and the county should try and collect the money from Marcelin Baca. Mr. Halliday will write a letter and request that he pay this money.
CIRCUIT COURT CONTRACT
Gail Johnson, County Clerk, wrote a letter to the State Court Administrator's office for renewing the 1985-1986 Circuit Court Contract. The letter and contract were approved on the motion of Commissioner Holliday. The motion was seconded by Commissioner Bailey. UNANIMOUS
COUNTY COURTHOUSE -Telephone System
Gail Johnson, County Clerk, reported that she tried to get in contact with Mitel, Inc., the manufacturer of Maycom Telematics. She wasn't able to get any information. Commissioner Bailey said that Ron McDonald would consider working with the county if the county would send him to the factory and have them train him on the phone system.
STATE LIBRARY -BOOK MOBILE
Cecil Barton and Mr. Parkage representing the State Library Board met with the Commissioners. They presented the Commissioners with circulation reports that they have had with county on the Bookmobile. A contract was signed last year for $23,964, which was less than the amount suggested by the state. The amount requested by the state for 1986 is also higher than last year. The Commissioners want to dicuss this with the library board to see if there really is a need for a book mobile in the county. They may consider part time. Commissioner Bailey
requested that the State Library Board submit a proposal for 50/100 or 60/100 of the bookmobile if it be could work out. Commissioner Black pointed out the declining evaluation and requirements for budget cuts may dictate consideration of discontinuing bookmobile service or requesting the school district to participate.
BEEF BASIN ROAD CLOSURE
Bruce Halliday, County Attorney, discussed with the Commissioners their wish to close the road to Beef Basin. Mr. Halliday has reservations on the county doing so. Commissioner Holliday feels that this will get some resepct from the wildlife service.
INTEGRAL VISTAS
Commissioner Black reported that Bob Weidner called from Senator Jake Garn's office and advised him that Secretary of Interior Donald P. Hodel was going to announce that he was not going to implement integral vista. Rick Bailey, Administative, Assistant will a write letter complimenting him on this.

GOVERNOR ADVISORY COUNCIL MEETING
Commissioner Black reported that he went to the Governor's Advisory Council Meeting in Salt Lake City. Mike Christensen of the Budgeting Planning Department for the State had prepared data on property taxes
regarding the shift to local properties, etc. Mr. Christensen dealt more with the state revenue. Commis-sioner Black said that by next month he will have data more revelant to the tax shift and the large
increase of locally assessed property compared to state assessed property.
AIRPORT HALLS CROSSING
Commissioner Black went to a meeting at Congressman Howard Nielsen's office. The base discussion dealt
with the elements of what they are doing, the work plan etc. on the aiport at Halls Crossing. The Park Service has agreed to the airport to be a stage that will accommodate 12,500 lbs. gross weight and which will require a length of 6500 to 7000. ft.
BURR TRAIL
Commissioner Black reported that there still has not been a decision of the paving of the Burr Trail. There is some feeling that there might be sane improvement in paving or total graveling. If the rest of
the road is paved and only the park service section is improved; then public demand would cause the entire road to be paved.
INDUSTRIAL COMMISSION -Scott Davis
Commissioner Black commented that the Industrial Commission denied Scott Davis benefits. The position of the county on the appeal of Scott Davis was upheld.
