MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON MONDAY, THE 28th DAY OF APRIL, 1969

Meeting opened at 10:00 O'clock A. M. with Commissioner Hazleton in the Chair.
MINUTES OF THE PREVIOUS MEETING WERE READ and Commissioner Young moved to approve the Minutes as read. Commissioner Hazleton seconded the motion and it carried unanimously.
T.V.- ANETH AREA ANTENNAES AUTHORIZED
Bruce Stevens met with the Commission and reported that Television reception in the Aneth area is not satisfactory. He stated that 3 new antennaes are needed that will possibly cost $50.00 each and ad-ditional parts at $58.00. The Commissioners authorized Mr. Stevens to purchase the new antennaes and additional needed parts - the total cost at approximately $208.00. The foregoing was approved unanimously.
"B" ROAD FUNDS RECEIVED
"B" Road funds in the amount of $193,139.85 were received from the State as San Juan County's share of the funds now due.
ORDINANCE AMENDMENT TO REGULATE THE HOURS OF BEER SALES ORDINANCE NO. 1969-1
Amendment to Ordinance Regulating the Hours During Which Retailers of Beer Can Sell Such Beer:
Commissioner Harold C. Young moved and Commissioner Calvin Black seconded that the San Juan County Ordinance regulating the hours during which retailers of beer can sell such beer, dated June 19, 1961, and recorded in Ordinance Book No. 1, Page 48, be and the same is hereby amended so that Section 2 of such ordinance shall read as follows:
"No person or, retailer outside the limits of any incorporated city of San Juan
and within., the limits of said County, County ^shall sell beer on Sunday, or between the hours of 12:00 midnight and
6:00 A. M. on any day in which standard time is in effect; nor sell beer on Sunday, or between the hours of 1:00 A. M. and 6:00 A. M. on any other day in which day light savings time is in effect in this County."
This Amendment shall take effect May 5, 1969, and after having been published at least once in a news-paper having general circulation in the County.

COOPERATIVE AGREEMENT ON BRIDGE & ROAD TOWARD MEXICAN WATER
The following agreement was received and signed by the San Juan County Commissioners:
COOPERATIVE AGREEMENT (Preliminary Engineering)
THIS AGREEMENT, made this 28th day of April, 1969, by and between the Utah Department of Highways and San Juan County, State of Utah, witnesseth that:
WHEREAS, it is desired by the parties to this agreement to provide for the preliminary engineering and design of a new roadway and bridge on County road 19-00-00 located from Bluff, south toward Mexican Water to be financed jointly by San Juan County and the Utah Department of Highways.
NOW THEREFORE, in consideration of the premises and of the several promises to be faithfully per-formed by each, as hereinafter set forth, the Highway Department and the County do hereby agree as follows:

1. DEFINITION OF TERMS. For the purpose of this agreement, the following terms shall be construed respectively to mean:
(a) HIGHWAY DEPARTMENT - The Utah Department of Highways, or its authorized representatives.
(b) COUNTY - The County of San Juan, State of Utah, acting through its Board of County Commissioners.
(c) PROJECT - The road designated for preliminary engineering and design in accordance with this agreement.
(d) PRELIMINARY ENGINEERING - Work in connection with surveys, including foundation and soils investigation, maps, plans, estimates, and specifications.
2. DESCRIPTION OF WORK INVOLVED. The preliminary engineering covered by this agreement shall consist of survey, preparation of plans, specifications and estimates of the roadway and bridge from Bluff south toward Mexican Water. Length of the project is approximately 4.0 miles.
3. PRELIMINARY ENGINEERING. It is agreed that the Highway Department shall perform the necessary preliminary engineering as defined in paragraph 2.
4. FINANCING OF PROJECT. The estimated cost of the preliminary engineering as above mentioned is Eleven thousand four hundred and 00/100 ----- ($11,400.00).
It is agreed that the costs of the work provided for in this agreement shall be paid for as follows:
Field Survey by the State 100% $ 4400.00 Design
State 50% 3500.00
County 50% 3500.00
Estimated Total $11400.00 The County will make its share available to the State by check, upon execution of this agreement.
If the sum advanced by the County exceeds the County's share of the design of the project the Highway Department will refund the amount of over-payment to the County. If the project overruns in costs the County will pay its proportionate share of the additional amount required to complete the work.
5. Upon completion of the preliminary engineering as provided in this agreement, the Highway Department shall notify the County of such fact in writing and upon written notice from the County within ten (10) days thereafter, the Highway Department shall correct and make good any deficiencies in said work so indicated, otherwise the Highway Department shall be released from all subsequent responsibility for each and every part of said work.
IN WITNESS WHEREOF, the parties hereto have caused these presents to be executed by their proper officers hereunto duly authorized, as of the day, month, and year first above written.

AGREEMENT SIGNED ON UCOLO ROAD
The following agreement was presented and signed:
AGREEMENT
Agreement made this 21st day of April, 1969, by and between San Juan County, a body corporate and politic of the State of Utah, hereinafter referred to as COUNTY, and Donald V. Blake, a licensed surveyor of Monticello, Utah, hereinafter referred to as SURVEYOR.
The parties mutually agree as follows:
1. Surveyor will survey, design and prepare cost estimates on the East Summit Road of San Juan County. Such surveying will include the centerline within existing right-of-way fences for approximately three miles. The design will be for a highway twenty-four (24) feet wide with finished surface. Surveyor will make adequate soil surveys and soil profiles. Surveyor will furnish complete and adequate construction plans. Surveyor will make ties to available survey corners within one-half mile of the centerline, such work to begin within ten (10)days of the date of this agreement and to be completed in forty-five (45) working days. Days lost from inclement weather will not be included in computing the forty-five (45) working days.
2. Surveyor will do all work in a good workmanlike manner.
3. Upon completion of work by Surveyor, County will pay Surveyor at the rate of $2,200.00 per mile. WITNESS the hands of the parties the day and year first above written.

The following Resolution was received and signed by the Commissioners:

Upon motion of Commissioner Harold C. Young, seconded by Commissioner Calvin Black, and unanimously passed, the following
RESOLUTION: Be it resolved by the Commissioners of San Juan County, a body corporate and politic of the State of Utah, as follows:
This Commission recommends that the following U. S. Highway numbering be adopted;
(a) U. S. No. 160 from Cortez southwest through Kayenta, Arizona to Junction of U. S. No. 89 near Cameron, Arizona.
(b) U. S. No. 666 northwest from Cortez, Colorado to Monticello, Utah.
(c) U. S. No. 164 go from Crescent Junction, Utah, south through Moab, Monticello, Blanding, Bluff, Mexican Hat, and temporarily terminate at Kayenta.
This Commission requests that the Utah State Road Commission get a letter of intent to the Road Commissions of the States of Colorado and Arizona to extend U. S. No. 164 through Shonto and Page, Arizona and Kanab, Utah and to intersect Interstate No. 15 near St. George, Utah, and that this be done as soon as the road section between Shonto and Page, Arizona is completed.
This Commission also requests that the signing at the Junction at Kayenta, Arizona, be adequately marked as a guide to travelers.

COUNTY-WIDE CLEANUP ORDINANCE CONSIDERED
A guide-copy on a County Cleanup Ordinance having been received from Dr. Stark and the State Department of Health, the Commissioners stated that they would consider adopting such ordinance for San Juan County when it is adjusted and made adaptable to San Juan County. The County Attorney will review and make adjustments where necessary.
SHERIFF'S MERIT SYSTEM BOARD REORGANIZED
Commissioner Young moved to dissolve the Sheriff's Merit System Board as presently constituted, and that the Clerk send letters of appreciation to members being released. Commissioner Black seconded the motion and it passed unanimously. The following names were suggested for new members:
Robert "Ace" Holden
Norman Nielson
Ralph Howe. If the new members accept the appointments, they will hold such office until released.
JIM BLACK REPORTS ON PLANNED GOVERNOR'S TRIP
Jim Black reviewed the schedule of events planned for May 16th and 17th when Governor Rampton plans to visit San Juan County and Canyonlands area.
ATTORNEY ANDERSON DISCUSSES LAND WITHDRAWAL MATERIAL FOR HEARINGS
Attorney Anderson discussed with the Commission the need for organizing the testimony to be presented at the Hearings on Land Withdrawal to be held the 15th, 16th & 17th of May.
Notice was sent out that the Commission will meet with this group on Monday, May 5th at 3:00 P. M. to prepare this information.
CIVIL DEFENSE APPOINTMENTS DISCUSSED AND PROPOSED
Following a discussion, Comnissioner Young introduced the motion that Joe Berry be appointed to the position of Civil Defense Director full time and Fire Warden and Building Permit Inspector at a beginning salary of $400.00 per month; and that Anne Porter be appointed as Secretary at a salary of $400.00 per month; one-half time to be with Civil Defense and one-half time with Tourist & Publicity. Commissioner Black seconded the above motion and it passed unanimously.
MISSILE FIRING SCHEDULE
Blanding Launch Area: The period from May 2, 1969 at 8:00 A. M. to 8:0O P. M. of May 2, 1969 which was formerly scheduled as a firing period, is hereby cancelled.
Blanding Launch Area: The period from 8:00 A. M. May 13th to 8:00 P. M. May 13th is hereby declared a firing period.
Blanding Launch Area: The period from 8:00 A. M. May 14th, 1969 to 8 P. M. May 14th, 1969 is hereby dec-lared a firing period.
Athena Area # 2: The period from 6:00 P. M. May 15th, 1969 to 6:00 A. M. May 16th, 1969, is hereby dec-lared a firing period.
