MINUTES OF THE COUNTY COMMISSION MEETING, NOVEMBER 27, 1978 TIME: 10:30 A.M.

PRESENT: COMMISSIONER CHAIRMAN: E. S. BOYLE, COMMISSIONER CALVIN BLACK..COMMISSIONER DAVE GUYMON BEING EXCUSED WHILE ATTENDING TO COUNTY BUSINESS.

Minutes were read and corrected. The Transient Room tax statement should include the additional note that a letter was sent to Dixie Barker and the Motels and Campgrounds in the County, stateing that if possible, after a thorough study of the Travel Councils of Grand and San Juan Counties, that a new council be formed to represent both counties and the Transient Room Tax be increased to 3%. This amount is to become the soul funding for the Council. Also, the litigations spoken of in last weeks minutes concerning New Mexico and Arizona are not with the Oil Companies, but with the Navajo Reservation on the same issue of trying to tax the Oil Companies while they are already be taxed by the County. The Michigan Formula is a formula which has been adopted by Grand, Emery, Carbon and San Juan Counties . It consists of 50% assessed valuation and 50% population. The proposed buying of the Sattalite signal would include all channels and not just the movie channel in the minutes. Upon these corrections and additions the minutes were approved. Commissioner Black making the motion and Commissioner Boyle seconding it to carry the motion.

SAN JUAN COUNTY FARM BUREAU

Ty Lewis and Rex Johnson from the Farm Bureau met with the Commissioner. They commended the Commission on the fine job they are doing. They presented a few resolutions and reccommendations, and discussed the weed situation and further discussed recent proposals concerning taxes.

PAY SCALE GUIDELINES

Jim Stevens met with the Commissioners to discuss the pay scale and see if there was an accurate means of determining the scale at which employees should start out. He is to get the job descriptions that Lynn Adams has and bring them to the Clerk so that copies can be made and distributed to the offices of the county.

JIM HEATON

Jim Keaton discussed with the Commission certain road problems being caused by weeds. Bernel Bradford reported to Jim that about 12 miles of road has weeds growing through the pavement. This problem will be solved with spray, but Jim emphisized how effective mowing is and what a help it is with the budget.

ELECTION RETURNS

Clytie Barber, County Clerk brought to the Commissioners the results of the recent election with a complete breakdown of the results. About 63% of the voters registered to vote participated in the General ELection on November 7.

BUDGET HEARING

The Budget Hearing to approve Lhe Budget for the year will be held December 7th at 7:00 P.M. in the Court Room of the San Juan County Courthouse.

MEETINGS COMMISSIONERS WILL BE ATTENDING

Commissioner Calvin Black will be attending an Association of Government Meeting Thursday, and later on be meeting with Kent Bricks concerning the Oil Companies in the Governor's Office.

Commissioner E. S. Boyle will be attending the Dedication of the Edge of the Cedars on Saturday.

T.V. PROBLEM

The Commissioners discussed the problems of the poor T.V. reception as of late. They have been trying to get in touch with Jim Allred, but to no avail. They are again trying to get in touch with Tom Worster of Town T. V. in Grand Junction concerning the possible purchase of the sattelite signal Towne T.V. now has.

AIRPORT

The airport is having water problems. Jim Wight has been out to check for electrical problems and apparently the electrical system is fine. The Commissioners are going to ride out to the air-port to see if they can help determine the problem.

J.P. COURT

Circuit Court Judge Donald Crist has asked to meet with Bruce K. Halliday and Harold Muhlestein

concerning Circuit Court. The Commissioners are going to get in touch with Richard Peay the

State Court Administrator. They want to meet with Judge Crist, Harold Muhlestein and Bruce K. Halliday,

and Mr. Peay.

CORRESPONDANCE

The Commission received letters from the following: Department of the Interior Social Services S.E.U. C.A.P.

The Commissioners received a letter from the EMT's of Monticello submitting a budget request. The letter from S.E.U. C.A.P. requested Al Haskins represent the San Juan County Commission on the Board. The motion was made by Calvin Black and carried.

BRUCE SHUMWAY

Bruce Shumway submitted a letter for credit for the building project in Bluff. Al Haskins is to see that the papers are signed and filled out and returned to the office in Denver. A discussion followed.
