MINUTES OF THE SAN JUAN COUNTY COMMISSIONERS MEETING HELD

APRIL 26, 1982

Time: 10:00 a.m. in the Commissioner's room at the Monticello Courthouse.

Members Present: Chairman Calvin Black, Commissioner Robert Low, and Commissioner Kenneth R. Bailey.

Minutes of the previous week were read and approved with the stipulated corrections upon the motion of Commissioner Low and the second of Commissioner Bailey and it carried unanimously.

BLANDING REIMBURSED 1/3 FOR SIDEWALK, CURB AND GUTTER PROJECT;

Deputy Clerk, Bill Francom, reported that the County records show the City of Blanding has been fully re-imbursed for 1/3 of the sidewalk, curb and gutter project, 500 North—100 West, as per the Cooperative Service Agreement. The Commission requested that Mr. Francom mail copies of the County's payment checks to Blanding for their records.

TWO - COUNTY AIRPORT DISCUSSED;

Commissioner Bailey reported that Grand County Commission Chairman, Ray Tibbetts, stated that Grand County already had a Committee formed studying the possibility of moving the Moab airport to a different location in Grand County. They would probably want to use this same committee to study the proposalo of a Joint Airport with San Juan County.

STATE RETIREMENT FUND DISCUSSED:

The State Retirement fund was discussed, and the Commission agreed to contact the Utah Association of Governments and encourage the formulation of a bill for the State legislature which would provide a refund to the Counties of their contrubution toward an employee's retirement should the employee be ter-minated and he withdraws his accumulated retirement from the State fund.

ROAD DEPARTMENT HOLDS SECOND MAINTENANCE SCHOOL:

Commissioner Bailey reported that the second road maintenance school was held at the Road Department on April 22, 1982. Commissioner Bailey feels the school has increased the cooperation and communications between the County Road Districts.

ABAJQ PEAK ROAD;

Commissioner Bailey reported that the Road Department is currently working to open the road to the

Communications tower on Abajo Peak. The work has been slow and dangerous.

NUCLEAR WASTE TASK FORCE MEETING REPORT:

Commissioner Low reported on his attendance at the recent meeting of the Governor's Nuclear Waste Task Force in Salt Lake City. The Task Force plans to meet in San Juan County May 20 and 21, 1982, to tour the proposed Gibson Dome repository site. Commissioner Low will work in cooperation with the San Juan Development Board and the local BLM office to prepare the necessary arrangements and meeting agenda for the Task Force.

Commissioner Low reported that the nuclear waste information office in Monticello should be opened June 1st.

SENATOR GARN WRITES REGARDING NUCLEAR WASTE STORAGE;

A letter was received from Senator Jake Garn assuring the Commission that the government would construct

a safe nuclear waste facility, but he would perfer that Utah not be chosen for that facility.

Chairman Black telephoned Senator Garn's office in Washington, D.C., to request a written response of the Senator's reasons for opposing the facility in Utah. Chairman Black also expressed to the Senator's office that the San Juan County Commission felt it would be better to wait and conduct a complete Environ-mental Impact Study after it has been determined if a site in Utah would be suitable for a nuclear wast repository.

NATIONAL PARK ASSOCIATION PRESS RELEASE:

Mr. Jim Wolfe, a writter for the Salt Lake Tribune, telephoned the Commission at 11:00 a.m. He reported that a press release from the National Park Association had just come out and they are recommending that Canyonlands National Park be substantially increased. Mr. Wolfe was interested in how the Commission felt this action would affect the siting of a nuclear waste repository in Utah.

SICK LEAVE POLICY DISCUSSED:

The County employee sick leave policy was discussed by the Commission. The documentation of the policy will

be researched and the Commission will review it at the next Commissioner's meeting.

AIRCRAFT INVOLVED IN DRUG TRANSPORT DISCUSSED:

Chairman Black reported that any aircraft involved in the transport of illegal drugs may be kept by the

arresting County Sherff's departments and does not have to be transferred to the State.

"PROJECT GOOD WORK":

Mr. Al Raskins reported that the SUCAP Board has approved a grant of $5,000 for "Project Good Work."

Mr. Jim Harris has given assurances that a portion of this grant will be used in Monticello and Montezuma

Creek.

AL HASKINS REPORTS ON MEETINGS SCHEDULED;

Mr. Haskins reported that the Governor's Mini Conference will be held at the Blanding Library May 6, 1982.

The Governor will attend if his schedule will allow.

Mr. Haskins also reported that he would like to attend the State of Utah Emergency Management Directors Conference May 10, 11, and 13th, in St. George. The Commission gave its approval for him to attend the conference.

LOW INCOME BUS;

Mr. Haskins reported that the new Bus for the Low Income program will be arriving this week.

NURSING HOME REMODELING PROJECT COMPLETED:

Acting Administrator, Rayburn Jack, reported that Dan Wolfe has satisfactorily completed the remodeling contract at the San Juan Nursing Home. Mr. Wolfe has requested a refund of the cash he paid to San Juan County in lieu of the Bond requirement. The Commission approved the return of the money to Mr. Wolfe at this time, and also instructed the Treasurer, Marian Bayles, to include any interest that was earned.

BLANDING AIRPORT ADMINISTRATION BUILDING BID REPORT:

Blanding Mayor, Cleal Bradford, reported that the lowest bid for the Blanding Airport Administration Build ing was $20,000 above the City's estimated price. Chairman Black suggested that the City request the contractor to extend the period to accept his proposal to 90 days, while the City applies immediately for a Community Block Grant or for Impact Funds to help pay for the project. The Commission will also check for any available funds in the County's budget for 1982.

MONTICELLO CIRCLE PARK TRADE DISCUSSED;

Monticello City Manager, Rich Terry, reported that the city would be agreeable to trading City property at the Monticello Golf Course for the County's property at Circle Park. Commissioner Low will obtain the plats, for the land involved, and present the County's proposal to the City Council.

DOLORES BENCH, LTD. TAX REFUND REQUESTED:

The Commission received a letter from the Utah State Tax Commission requesting San Juan County refund to Dolores Bench, Ltd. $34,759.46 for overpayment of taxes in the year 1978. The Commission discussed this matter with the County Treasurer, Marian Bayles, and the County Attorney, Bruce Halliday, before telephon-ing Mr. Bob Cooper, director State Assessed Property, to request the documentation verifying the over-payment and to also request recommendations for administering the refund. The Commission will contact the other County taxing units involved to be sure they are also aware of this requested refund.

BRUCE HALLIDAY REPORTS:

County Attorney, Bruce Halliday, reported to the Commission that the funds have been returned on the Grant for the San Juan Special Service District #1 and he has written to Western Designs requesting that they bill the County directly if any further services are required.

Mr. Halliday reported that he will respond to the April 16, 1982 letter from Plateau Supply Company, regarding a request for payment for the materials provided to Southwest Metal Building Systems for use on the San Juan Hospital, and the LaSal and Mexican Hat fire stations.

CORRESPONDENCE:

A letter was received from the State Division of Alcoholism & Drugs announcing the designation of May 2-9, as National Alcohol/Family Week. It is estimated that the annual cost of alcohol to the State of Utah is $129 million per year.

A letter was received from Aneth Community School requesting the use of the Montezuma Creek Swimming Pool, Monday through Thrusday from 9:00 a.m. to 11:45 a.m. for preparation and training for the Summer Olympics sponsored by the University of New Mexico and Aneth Community School. The letter will be referred to the j Recreation Board for their recommendation. j
