MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON MONDAY, THE 25th DAY OF MAY, 1970,

Meeting opened at 10:15 O'clock A. M. with Commissioner Hazleton in the Chair.
Minutes of the previous meeting were read and approved. Motion for approval was made by Commissioner Black, seconded by Commissioner Young and carried unanimously.
INSURANCE COVERS ROAD SHED DAMAGE
Mr. Eddie Boyle presented the Commission with a check in the amount of $1101.19 to cover the damage to the Road Shed in Blanding caused by wind damage.
CIVIL DEFENSE MATTERS REPORTED
Mr. Joe Berry reported on the meeting held the previous week evaluating Shelters and future Shelter Plans.
Mr. Berry also stated that he would be attending Forestry Schools in Salt Lake City area the following
week.
Mr. Berry then reported that the stand-by generator unit is here and at the County Shops having a
governor installed and a paint job. As this is a gasoline unit, an available fuel supply was discussed.
SAND ISLAND RECREATION AREA PRAISED
A letter was received from Walter V. Green of Los Alamos, New Mexico, praising the excellent camping facilities at Sand Island Recreation Area.
A reply from Mr. Charles Peterson of the State Historical Society was received thanking the Commission for the informative meeting held two weeks previous. It was suggested by Commissioners Young and Black that Commissioner Hazleton assume responsibility in this program.
GOVERNOR DECLARES DRUG ABUSE PREVENTION WEEK
Whereas Governor Calvin L. Rampton has declared May 24th to May 30th as Drug Abuse Prevention Week, the San Juan County Commissioners issued the following Proclamation:
PROCLAMATION
WHEREAS, the uncontrolled use of drugs has become a national problem causing great adverse effects upon individuals, families and society as a whole, and,
WHEREAS, it is in the best interest of individuals that they be made aware of the harmful effects and other dangers of drug abuse and,
WHEREAS, the Board of Commissioners of San Juan County is vitally concerned about the drug abuse problem and wishes to call to the attention of the inhabitants of San Juan County the drug problem and methods of controlling and reducing drug abuse,
NOW, THEREFORE, the Board of Commissioners of San Juan County, Utah, hereby designate the week of May 24th - 30th, inclusive as DRUG ABUSE PREVENTION WEEK and during this week encourage law enforcement personnel, educational institutions, churches, community leaders and others who cam influence young people to make a special effort to educate such people to the dangers of drug abuse and to support special programs attempting to control and eliminate drug abuse.

C.A.P. MEETING SCHEDULED WITH COUNTIES
Wednesday, May 27th, the Commissioners from 4 Counties will meet in Moab at 1 P. M. to discuss the values of the Community Action Program and possibly suggest changes that could better the program.
COLLECTOR ROAD SEMINAR SCHEDULED
The District that includes San Juan County will hold their Seminar on June 9th at the Distric office at Price, Utah, between the hours of 9:00 A. M. and 4:00 P. M.
PRIORITIES FOR UTILIZATION OF FEDERAL LANDS FUNDS
The County Commissioners unanimously approved the priorities for utilization of Federal Lands Funds for Fiscal year 1971 as submitted by State Road Office. Acknowledgement has been sent to Mr. Henry Helland to this effect.
HOMESTEAD APPLICATIONS TO BE DISCUSSED
It was reported that Mr. Alan T. Howe will be in the area on June 3rd at 1:00 P. M. to discuss Home-Stead applications on the Cedar Mesa area.
The County Commissioners are submitting letters to Senator Moss and Representative Burton regarding the Petition-Application No. U-1130 of Devon M. Hurst and the classification handed down by the Sec-retary of the Interior.
LOW-BOY TRAILER PURCHASED
A Low-boy trailer for transporting equipment was purchased for the Road Department at a cost of $3900.00.
LETTER RE: WIN POLICIES
A copy of a letter from Bruce Shumway to Richard P. Lindsay was received by the Commission. The Com-missioners will respond and endorse Mr. Shumway's letter.
