MINUTES OF THE SAN JUAN COUNTY COMMISSION MEETING JUNE 25, 1984

The San Juan County Commission met in regular session on Monday, June 25, 1984, at the hour of 10:00 a.m. in the San Juan County Courthouse at Monticello, Utah.

The following members were present: Commissioner Calvin Black, Chairman

Commissioner Kenneth R. Bailey Commissioner Robert Low

Minutes of the previous meeting were approved with the specified corrections on the motion of Comm-issioner Low. The motion was seconded by Commissioner Bailey and carried unanimously.

1984 SAN JUAN COUNTY FAIR

Shirley Steffen, San Juan County Fair Chairman, met with the Commission to present

to them the new cover design for the 1984 Fair Book. The suggestion was presented to the Commission to have a Demolition Derby; however, the Commission felt that due to past problems the derby would not be appropriate. The Commission was notified of the new Fair dates August 8th thru llth. Mrs.-Steffen reported to the Commissioners that she felt the Extension Office was not rendering support in organizing this year's fair. After discussing the problem with Helen Neal and Jane Musselman of the Extension Office the Commission felt that there was just a misunderstanding and lack of comm-unication.

AGING SERVICES CONTRACT

Al Haskins met with the Commission to get their approval on the Aging Services Contract for fiscal year 1985. Commissioner Low made the motion to approve the contract. Commissioner Bailey seconded the motion and it carried unanimously.

ALCOHOL ENFORCEMENT GRANT

San Juan County Sheriff/ Rigby Wright, met with the Commission to recommend the approval of the San Juan Alcohol/DUI Task Force. The estimated cost of the project would be $67,680.00. Commissioner Low made the motion to approve the contract. Commissioner Bailey seconded the motion and it carried unanimously.

COUNTY POLICY ON MOONLIGHTING

Louie Martinez met with the Commission to discuss employee's of San Juan County and the moonlighting policy. Mr. Martinez felt that due to the high percentage of unemployment in the County that people who have employment should not be taking second jobs. It was understood though that many people need extra income. The problem with the County Employees moonlighting was discussed with the Commission and with DeLois Silvia from the Governor's Office. Commissioner Black stated that he was generally opposed to law enforcement officers moonlighting in law enforcement activities because of the nature of their responsibilities. If any moonlighting is to be allowed it should be only after specific request to the commission and on specific occasions.

P & I FUND

Commissioner Low reported that the County had received call and a subsequent billing from Dr. C.D. Goon for services he had performed on a patient at the hospital. The patient is unemployed and without funds to pay the medical expenses. It was suggested that Dr. Goon bill the patient first, and if the bill shows to be uncollectable, then the payment would be charged to the P & I Fund, because of prior approval by the County Commission.

HEALTH SERVICES - PHYSICIAN'S CONTRACTS

Commissioner Low reported that the Health Services had been working on the Physician's Contracts for the next six month period (July 1 - December 31, 1984). They are working toward getting the contracts on a calendar year period.

SOUTH COTTONWOOD - EASEMENT DEED

Ron Dickemore, U.S. Forest Sevice District Ranger, met with the Commission to present to them the Easement Deed on the South Cottonwood Road. The deed along with the plats will be recorded upon the approval of the Commission. Commissioner

Bailey made the motion to approve the recording of the deed and plats to South Cottonwood Road. Commissioner Low seconded the motion and it carried unanimously.

FIRES REPORTED IN SAN JUAN COUNTY

John Baker met with the Commission to report several breakout of fires in San Juan County. One was in LaSal caused by lightning and the other was in north Blanding.

UNDC PARTICIPATION ROADS

Commissioner Bailey reported that Stan Byrd from UNDC had requested that roads the UNDC had participated in be noted by placing signs below the regular road signs stating that they are "UNDC Participation Roads".

MONUMENT VALLEY HOSPITAL ROAD

Commissioner Bailey reported that the County was in the process of doing the engineering work on the Monument Valley Hospital Road.

COUNTY INSURANCE PROGRAM

Al Price from the Blue Cross - Blue Shield Insurance Company met with the Commission to recommend the approval of the insurance agreement for the County Insurance Program. The County Insurance Program will provide the employees with the same benefits as previous. The Administrative costs for the fiscal year of 1984 and 1985 had dropped to 5.2%. Commissioner Low made the motion to approve the agreement as stated. Commissioner Bailey seconded the motion and it carried unanimously.

APPROVAL OF NUCLEAR WASTE REPOSITORY

Eddie Boyle met with the Commission and congratulated than on their stand they have taken with respect to the Nuclear Repository in the Canyonlands area.

ROAD DAMAGE BY EXXON

Bernal Bradford, Road Superintendent, of the San Juan County Road Department has informed the Exxon Co. of the damage that has been done to the Pack Creek Road by their drilling rigs. Mr. Bradford has requested Exxon to repair the road damage.

REGISTRATION ASSISTANT APPROVED

Gail Dalton, County Clerk, met with the Commission to request the Commission officially appoint the following person as a registration Assistant for 1984.

BID OPENING FOR GRAVEL BID

Commissioner Bailey informed the Commission of the sealed bid opening at the San Juan County Road

Department. The bids pertained to the crushing of gravel at the Spring Creek pit. Bids were received from the following companies:

Fuller Construction

Jerry Holliday Construction

Skelton, Inc.

C & J Gravel

Southern Paving Co.

The Company that presented the County with the lowest bid is Skelton, Inc. They will be crushing approximately 50,000 yards of gravel.

FEDERAL BLOCK GRANT CONTRACT

Bruce Shumway, Social Service Director, met with the Commission to present them with the Social Services Federal Block Grant (Title 20) Contract for approval and signature. Commissioner Low made

the motion to approve the contract. Commissioner Bailey seconded the motion and it carried unanimously.

COMMUNITY SERVICES BLOCK GRANT

Bruce Shumway presented to the Commission the Community Services Block Grant. This contract pertains to the youth groups, surplus commodity distribution and nutrition programs. Commissioner Low made

the motion to approve the contract. Comnissioner Bailey seconded the motion and it carried unanimously.

AGING SERVICES CONTRACT

Bruce Shumway presented to the Commission the Aging Services Contract. This contract provides

services for the aged. Commissioner Low made the motion to approve the contract. Commissioner Bailey seconded the motion and it carried unanimously.
