Minutes of the Board of County Commissioners Meeting Held June 25, 1979.

Present : Commission Chairman, E. S. Boyle, Commissioners Bill Dunow and Calvin Black. Also present Al Haskins and Peggy Jorgensen, Deputy Clerk.

Minutes of the previous weeks meeting were read and approved, this being done upon a motion made by Commissioner Dunow and seconded to Commissioner Black to carry the motion.

CLEAL BRADFORD

Cleal Bradford met with the Commission to discuss with them the budgeting of Workmans Compensation out of the Title 20 budget. He also discussed with them the County's recreation contract with U.N.D.C. and how billing for services should be done. He reported that he had collected the fees due from the Little League at White Mesa and that the money would be turned into the Treasurer. He asked the Commission about the roads at White Mesa, and questioned them about the standards that are required to bring them up to County standards for maintenance. They spoke about the possibility of establishing a fire fighting department and the requirements of such an organization. The Commission suggested that he speak with John Baker on this. They also discussed the Senior Citizens at White Mesa.

BERT SWINK-ROADS

Bert Swink of Moab met with the Commissioners to inquire as to the possible need of the County for maintenance of the Pack Creek road, and to inform them that he would be interested in the job if a plan for employment can be worked out. He stated that he had the proper equipment and knowledge for the job. The secretary took down his phone number and he will be notified if some-thing should come up.

LYNN ADAMS-ROADS

Lynn Adams met with the Commission to discuss with them the availability of a new gravel pit in the Southern part of the County, and what would be the most feesable way to go about getting it out without wasteing energy and man hours doing so. He also discussed with them the train cars the County has and the usefullness of those. The Commission advised Lynn that if there is a need for the cars and the County can use them in any way they should not be sold.

CARPET

Mrs. W. B. Francom met with the Commission to discuss the carpet in the Courthouse, and the billings she had received for this carpet and the laying of the carpet. The Commission advised Mrs. Francon that neither she nor the County is liable for the carpet until the provisions of the bid have been completed, and that her bill should be adjusted as such.

AL HASKINS REPORTS

Al Haskins reported to the Commission that he had received a contract for an extra $5,000.00 for the Low Income Housing Program. Commissioner Dunow made a motion that the Commission accept this Contract, and that the Chairman sign it, Commissioner Black seconded the motion making it a unanimous decision for the Commission.

Al also reported that he will be meeting with Bruce Shumway Thursday in Blanding on Aging.

COMMISSIONER BOYLE

Commissioner Boyle reported that the San Juan Best Ball Golf Tournament had 27 teams enter and that approximately $400.00 was brought in for green fees.

He also reported that the Monticello Swimming Pool has turned in $3,300.00 in fees so far this year. COMMISSIONER DUNOW

Commissioner Dunow reported that there had been an inquirery as to who owns the gravel pit near the San Juan/ Grand County boarder. He will be looking into this to find out for sure.

He reported that black top has been put to the cattle guard on a LaSal road.

He also reported that the installation of the culvert at Pack Creek is completed.

COMMISSIONER BLACK

Commissioner Calvin Black reported that he had attended a State Wilderness Committee Meeting last

Monday. The Committee will submit to the Governor a prepared staff report and their proposals.

He stated that there will be an Initial Inventory for Study until a final determination for Wilderness

can be made; which may take up to as long as fifteen years. There are 27 areas in the State for

consideration and nine of the 27 are in San Juan County. The Committee will meet and make

final recommendations to the Governor June 27 at 9 A. M.

J & S CONSTRUCTION

A representative of J & S Construction of Moab met with the Commission to report on the progress

of the Bluff Multipurpose Building. He reported that the estimated completion date for the building

would be the 15th of August.

SOUTHERN PLANNER CHOSEN

Commissioner Boyle reported that Thursday night, June 21, the Southeastern Economic District hired a new planner for the Southern part of the District. There were fourteen applicants, and the board screened them to five. Curtis Pehrson was recommended for the job by a unanimous decision of the Board. Curtis is a native of San Juan County and most probably live in Monticello. Commissioner Dunow stated that this was a "good choice".

OFFICE OF RECOVERY SERVICES

The Commission received a contract from the office of recovery services to reimburse the County Attorney for services he performs in enforcing support for children. Commissioner Dunow made the motion that the Commission accept this Contract and that the chairman sign it into effect. Commissioner Black seconded the motion to put it into effect.

WILDERNESS PRESENTATION

The Commissioners reported that the Wilderness Presentation at the Monticello High School had approxi-mately 40 in attendance, and that they were disappointed at the turn out. Many hours of preparation went into the planning and presentation and it should behoove the residents of the County to attend and participate in this cause. The effects of the designation of Wilderness areas in our County will effect everyone and such effects are not going to be too pleasant. The Commission expressed their appreciation for the fine work done in the preparation of these programs.

BLUFF SEWER PROBLEMS

Freddie Pehrson of Salt Lake is planning to meet with some of the residents of Bluff to determine if his proposed solution to their sewer problems is satisfactory, Commissioner Boyle reported.

SALARY INCREASES

The Commission discussed at legnth the proposed salary increases but have not made any decisions as yet.

COMMISSION MEETING CANCELLED

Due to prior commitments the Commission meeting of the week of July 16th, 1979 will not be held.

EASTLAND ROAD

Commissioner Dunow reported that he had received a letter from Plateau Resources stateing that they were very sorry for digging in the Eastland road, that they thought it was a private road and that they will repair the hole by first cementing it and then patching it as needed. They also stated that such an incident would never happen again.

ZONING QUESTIONS ANSWERED

Mrs. J. H. Smeath of Springville met with the Commission to ask questions on the various Zoning laws in the County. She will aquire a zoning ordinance book from the Clerk's Office for future reference.

BOUND NEWPAPERS PRESENTED TO COMMISSION

Mr. and Ms. Jim Shannon met with the Commission to present to them bound copies of the 1978 editions of the San Juan Record. These will be placed at the Monticello and Blanding libraries for use by the County's residents. The Commission was very pleased with the fine workmanship of the books and the generousity of the Shannons for this unique contribution.
