The San Juan County Commission met in regular session on August 25, 1986 at the hour of 10 a.m. at the San Juan County Courthouse, Monticello, Utah.

The following members were present: Commissioner Black, Chairman

Commissioner Bailey Commissioner Holliday

Minutes of the August 18, 1986 Commission meeting were approved on the motion of Commissioner Bailey and seconded by Commissioner Holliday. UNANIMOUS.

PUBLIC SAFETY BUILDING - REVIEW IMPACT BOARD

Rick Bailey, Administrative Assistant, reported that he met with John Peterson, architect, last Friday and they wrote a rough draft on the proposal for a grant request for the county public safety building. The Commission reviewed the draft and made some changes and Mr. Bailey will submit the final draft to the Impact Board members for them to review. The county is on the Impact Board's agenda for September 4.

COUNTY-WIDE RECREATION - GRANT LEAVITT - Monticello Golf Course

Eddie Allred, county-wide recreation director, met with the Commission with an Employment Agreement between the county and Grant Leavitt of the Monticello Golf Course. Commissioner Holliday made the motion to approve the agreement and Commissioner Bailey seconded the motion. UNANIMOUS. The Commission, Eddie Allred and Grant Leavitt signed the agreement.

COMMUNITY NURSING SERVICE - HOME HEALTH

Mary Ellen Conner, CNS, met with the Commission to update them on the home health that CNS took over from the county on May 1, 1986. Ms. Conner said that for the first few months it was real rough and CNS went from about 150 visits a month to 120 a month. Ms. Conner said they thought the county was a solid Medicare population but the people in this area are the frailed elderly that are more stabilized and don't have a changing need and these patients were not qualified for Medicare or Medicaid. CNS is now presently receiving 25% of the patients that are being funded by Medicare and 66% by Medicaid. Most patients are on a long-term care program with the alternatives of the Social Services vendor program to meet costs at a lower price. Ms. Conner said the people that were taken off Medicare are still having charity delivery services without any charity money. Ms. Conner said if the county could help in the charity area it would be appreciated. There is a lot of charity care and the only people that are being taken off the case load are those who have not chosen to apply for Medicaid or Medicare but are eligible. Ms. Conner said they are also looking at getting more into the aging program. CNS coordinates their work with the families, neighbors, and church organizations and helps train then to take care of the patient. CNS just hired a nursing supervisor, Gail McKay, she will be full-time and starts tomorrow. She will do patient care and coordinate with Social Services.

DR. WARREN - SEMINAR - LAPRASCOPY

Dr. Warren met with the Commission concerning the laprascopy machine that the hospital recently purchased. Dr. Warren said one has to be trained to operate the machine and there is no one locally qualified. Dr. Warren said he talked to a few doctors in Salt Lake and they told him he would have to take a basic course on the teehnic of diagnostics and surgical laprascope and then they would be able to train him. Dr. Redd and Dr. Warren would like to attend a one-day course in New Orleans in October. The Commission approved Dr. Warren and Dr. Redd to attend this course and get the training but requested that they pay back to the county a percentage of what they receive for using the machine. Dr. Warren said he agreed and will make a proposal for this.

MONTEZUMA CREEK CLINIC - CHANNEL 2

Rick Bailey, Administrative Assistant, reported that Fritz Mueller of UNDC called him and said they are trying to renew their communication system at the Montezuma Creek Clinic. Mr. Mueller asked Sheriff Wright if they could use channel two which is the county's ambulance channel and channel four which is the county sheriff's channel and make these frequencies available to the clinic. The EMS channel is down a lot and this is the only back up available. Rick said that Sheriff Wright has no complaint if it's all right with the Commission. The Commission okayed it.

ASSESSOR'S OFFICE - ROMA YOUNG

Commissioner Bailey made a motion to approve the hiring of Roma Young in the Assessor's office at grade 1 step 1. Commissioner Holliday seconded it. UNANIMOUS.

WILDERNESS TASKFORCE AND FAIRBOARD LETTERS

The Commission signed letters to send to the county's taskforce on wilderness thanking them for their time and efforts and also signed letters to the fairboard members thanking them for a good job.

BOARD OF EQUALIZATION SEPTEMBER 2 AND 8

The Commission discussed the valuation increase of the taxes this year. The Board of Equalization will meet September 2 and 8. Barbara Montella, county assessor, told the Comnission the tax rate is a little higher than last year. Last year the tax rate was at .01080 and this year it is at .01092. The raise in taxes was the assessed valuation on unimproved land, the residential went down, and commercial property stayed the same. Mrs. Montella said she will have an explanation written up for those who attend the Board of Equalization.

REAPPRAISAL COMMITTEE

Commissioner Black read a letter from UAC stating the Cooperative Agreement Multi-county Trust's first meeting will be August 28, at 9 a.m. in Provo. The chairman should designate someone to represent the county to be on the board of directors of the appraisal trust. Commissioner Black asked Barbara Montella, Assessor, to represent the county in this and she said she would.

GOLF COURSE IMPROVEMENTS

Grant Leavitt, golf course manager, asked the Comnission if there was money available in revenue sharing for capital improvements. Mr. Leavitt said he would like to finish the south side roof of the pro shop at the Monticello Golf Course. The Recreation Board approved $1000 at their last meeting if there was money in revenue sharing. The Comnission approved Mr. Leavitt to do this limited to $1000. Mr. Leavitt said the golf course is up to $22,000 on green fees which is a record.

COUNTY FAIR - JIM KEYES - COUNTY EXTENSION AGENT

Jim Keyes, county agricultural agent, reported to the Comnission that this year's county fair went fairly

good. Mr. Keyes said he would like to organize a Fair Board with six to eight people with staggered

terms. The Comnission agreed it would be good to have county-wide representation on the board with people

who will serve and understand the time requirements and efforts that would have to be made. The

Comnission will formally appoint the board. The Comnission said it would also be a good idea to have the

board prepare and submit a budget for 1987 by December. The board will be appointed immediately and will

hold meetings year round.

Mr. Keyes said the 4-H applied and received a grant from Chevron Oil for $200 for aid in fixing up the

Fairgrounds. It was a community pride project grant.

Mr. Keyes said he would like to see the Junior Livestock Show be with the county fair.

EXTENSION OFFICE

Jim Keyes, extension agent, reported that the extension office is going to hold several economic meetings to help the farmers, ranchers, and their families. A few people from USU campus will come down and help on a one-to-one basis. They will be helping with the economic troubles and will even help with the loans.

MONTICELLO LIBRARY CAST-IN-PLACE CONCRETE

The bids were opened at 2 p.m. for the cast-in-place concrete at the Monticello library. Only one bid was received: Gaylen Schaugaard for $6,500. The Commission will take this under advisement.

BUDGET HEARING

The 1987 county budget hearing is set for December 8, 1986.

SENATOR ORRIN HATCH - MONTICELLO

Senator Orrin Hatch will be in Monticello tomorrow August 26. Comnissioner Holliday and Rick Bailey will attend this meeting to bring the following items to his attention. One, is the revenue sharing; two, is to keep the Monticello Parks Service office open and upgrade it to handle Hovenweep, the Needles and The Natural Bridges; three, Halls crossing airport, the county needs a long-term lease on the land so that the county can build and operate the airport; four, the wilderness issue, the county already has 20% of its land protected; five, DOE the enrichment criteria; six, the repository issue, the money the state lost because the issue was not pushed; and seven, Comnissioner Black said he would like Brent Ward, U.S. Attorney, investigated for the acts he has done.

NATIONAL BLM ADVISORY COUNCIL MEETING

Commissioner Black reported he attended the National BLM Advisory Council Meeting last week. The council

spent one day on a field trip to an area that borders on wilderness. It has good oil and gas, a grizzly

bear habitat, and a winter range for elk and deer. The following resolutions were passed and are of

interest to the county:

1. Threatened endangered species, 2. Supporting public information and education program related to

signing and interpretive areas of multiple use that be worked in cooperation with department of

transportation and local governments on highways that go through BLM land, 3. Passed a resolution

opposing any new wilderness in Utah, 4. Opposing any reclamation bonding on hard back mining.

The council asked for a report on possible changes that could improve management and budget processes.

NANCY PATTERSON VILLAGE

The Comnission received a letter from Joel C. Janetski, BYU, stating that BYU has been involved in an archaeological research at Nancy Patterson Village in Montezuma Canyon. They feel that it is a good candidate for a National Monument but need the support of the Blanding community. They request that the Comnission send a letter to each U.S. Congressman and Senator from Utah stating their support of the project. Comnissioner Black said that as an individual, the only circumstances that he would support this would be that they limit it in size and put in the Bill that it is as big as it will ever be and that it will not affect anything around it. Also to have a full time Park office in Monticello to manage it, and not pay more than $40,000 for the property. Comnissioner Black will prepare a letter of this with the Commission's approval.

CANVASS

At 12 Noon the Comnission canvassed the 1986 Primary Election.
