SAN JUAN COUNTY COMMISSION AUGUST 24, 1987
The San Juan County Commission met in regular session August 24, 1987 at the hour of 10 a.m. at the San Juan County Courthouse, Monticello, Utah.
The following members were present: Commissioner Bailey, Acting Chairman
Commissioner Maryboy
Commissioner Black is on a river trip down the Cataract Canyon with the Park Service and other government agencies.
Minutes of the August 17, 1987 Commission Meeting were approved on the motion of Commissioner Bailey and seconded by Commissioner Maryboy. UNANIMOUS.
COMMISSIONER KENNETH BAILEY'S REPORT
Senator Orrin Hatch - Task Force - The Commission will be going to Moab this afternoon to meet with
Senator Orrin Hatch and his task force.
Utah Highway Needs Study - Commissioner Bailey reported on the meeting he attended last week in Salt Lake
in which the draft final report of the Utah Highway Systems Study was presented. The presentation caused
problems between the cities and counties because the urban areas are trying to get more information into
the needs study that will make a recommendation for a new formula of distribution that would give the
urban areas more money than the rural areas. The Steering Committee of the Utah Highway System Study will
be meeting on September 8. The State Joint Roads Committee will be meeting on September 18 to make the
final recommendation to be presented to the State Legislature.
Monthly Road Commission Meeting - The monthly road Commission meeting will be September 14 at 8 a.m.
because Commissioner Bailey will be in Salt Lake attending the Utah Highway System Study meeting on the
8th.
Graveled Road - punctured tires - Commissioner Bailey received a letter from three families in Bluff
asking for the county to pay for the damage that was done to their tires on a newly graveled county road.
The Commission asked Craig Halls, county attorney, to write a letter to these people telling them that a
claim has been filed with the county's insurance and it will be followed up on.
Brown's Canyon Road - Commissioner Bailey asked Craig Halls, county attorney, if he has finished the
easement agreement for the Browns Canyon Road. Mr. Halls said he is working on it and will have it done
next week.
COMMISSIONER MARK MARYBOY'S REPORT
Red Mesa Chapter - Commissioner Maryboy said the Red Mesa Chapter is having problems getting insurance for
their senior citizen van because they don't have the title to the van from UDOT. Rick Bailey,
Administrative Assistant, said he will check into this with the state.
Roads Washed Out on Reservation - Commissioner Maryboy reported that several roads on the reservation have
been washed out due to the recent rainstorms. Commissioner Bailey said they need to be reported to Bernal
Bradford, south road superintendent.
White Mesa Road - Request to Finish - Commissioner Maryboy said the people at White Mesa want the county
to finish the road project east of the Red Mesa Chapter. Commissioner Bailey said the county is oiling
the roads that are at a high altitude now and will move to the lower areas when the cold weather begins.
Announcer Stand - Commissioner Maryboy said the people in the White Rock Point area want to acquire the
announcer stand the county has at the fairgrounds. They are building a rodeo ground and would like to
have it if the county doesn't want it. Commissioner Bailey said that Jim Keyes, county agent, said the
fairboard didn't need it. The road department will be hauling culverts down to this area and may be able
to take the stand down at the same time.
"Inholding Exchange" - Tribal Land Administration - Commissioner Maryboy said he met with the Navajo
Tribal Land Administration to discuss the state's proposed "Inholding Exchange."
POLICE STATION - OLD MONTEZUMA CREEK SCHOOL
Lt. Merle Nez, Assistant Commander at Shiprock, New Mexico, met with the Commission to give a brief update of the construction of a police station in the old Montezuma Creek school. Mr. Nez said the Tribe is planning to build three holding cells; a male, a female, and a juvenile which will only be temporary eight hour holding cells. They are also planning to build a kitchen, barracks, office, and a conference room. Mr. Nez said they need the blue prints to see where the electrical lines are. Commissioner Bailey said he will try and locate the blue prints. The Commission said the county needs the Tribe's plans as soon as possible so they can be presented to the Community Impact Board.
AGING AGENCY - SAN JUAN COUNTY
Rick Bailey, aging director, reported that the State Director of Aging came and did a year end evaluation of the county's aging agency. Mr. Bailey said he felt it went real well and the report will be coming soon.
MONTEZUMA CREEK DUMP
Rick Bailey, Administrative Assistant, said he talked to Dave Krouskop, BLM, about the county getting a lease for a dump near Montezuma Creek. There is a placer claim on this area that have several people owning the claim. Mr. Bailey said he will try to locate these people to see if they will release the claim.
RECREATION DIRECTOR - SPRINKLER SYSTEM
Eddie Allred, recreation director, met with the Commission to see what the status is on the sprinkler system for the Blanding golf course and the Monticello baseball park. Commissioner Bailey said he has reviewed the plans and told Mr. Allred to get with Rick Bailey and advertise for bids for materials.
RECREATION BOARD MEETING
Eddie Allred said there will be a county recreation board meeting Tuesday August 25 at 7:30 p.m. in Blanding.
COMMUNICATIONS - EMERY COUNTY
The Commission received a letter from the Emery County Commissioners regarding the communication transmitter site. Earlier the Commission agreed to pay a percentage of the cost of the construction of a 7.2 Kv Power Distribution line. (Horn Mountain Power Line Project) The survey line is to be 3.78 miles long. Emery County is asking San Juan County to pay 40% of the bid cost and will let the county know when the bids are received.
BLM - IMPOUNDMENT OF UNAUTHORIZED LIVESTOCK GRAZING
The Commission received a letter from the BLM stating that they are continuing to impound unauthorized livestock grazing on BLM administered lands in the vicinity of the Navajo Reservation in San Juan County. This action is necessary to control unauthorized livestock grazing. Any unauthorized livestock found grazing in the impoundment area after September 1, 1987, will be subject to impoundment. Owners of impounded livestock will be subject to paying trespass and impoundment cost to claim their livestock.
