MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON MONDAY, THE 23rd DAY OF JUNE, 1969

Meeting opened at 10:30 O'clock A. M. with Commissioner Hazleton in the Chair.

Minutes of the previous meeting were read and approved. Motion for approval was made by Commissioner Young, seconded by Commissioner Black and carried unanimously.

FEDERAL GRANT FOR SOUTH EASTERN UTAH DEVELOPMENT DISTRICT

Commissioner Hazleton reported on a Planning Assistance Grant in the amount of $46,000. which has been

Development approved by the E.D.A. in response to an application submitted by the South Eastern Utah Economic District.

ROAD PROJECTS - INFORMATION,

A schedule of Projects programmed and under construction in San Juan, Grand & Emery Counties was received

from Utah State Department of Highways. SHERIFF DISCUSSES RABIES PROBLEM

Sheriff Musselman informed the Commissioners that the rabid bats in Bluff have apparently caused rabies among the dogs there. He stated that they are arranging to have a Veterinary come in and vaccinate the dogs that are licensed and then the stray and wild dogs will be destroyed. Commissioner Young suggested that a Dog Ordinance be adopted requiring licensing and shots.

JUVENILE VANDALISM DISCUSSED

Juvenile Vandalism in various parts of the County was discussed. It was stated that leniency on the part of the Juvenile Judge and the parents is a contributing factor.

COUNTY FAIR TO BE DISCONTINUED

Leonard Howe met with the Commission to discuss the County Fair proceedures. He stated that it is dif-ficult to find persons willing to assume responsibility and, that the County Fair is an !01d way of Life that is Gone'. Following a discussion Commissioner Young introduced the motion that the Race Track be abondoned and that the buildings and grounds, except for the Rodeo Grounds, be used for the best possible purpose. Commissioner Black seconded the motion and it carried unanimously.

The Commissio .ners also instructed Mr. Howe to cancel the advertising, and, released the Fair Board. Commissioner Young and Mr. Howe will work together and come up with something to replace the Fair; primarily for 4-H participants.

DICK SMITH REQUESTS MONTICELLO AIRPORT AS "HOME BASE"

Dick Smith informed the Commissioners that he wishes to hve the MonticelloAirport designated as "Home Base" for his flying operation.

The Commissioners stated that they have no objections to this, and that a letter will be sent to Mr. B. V. Walker stating that Mr. Richard Smith has the permission of the San Juan County Commission to have the Monticello Airport designated as his "Home Base".

RAISES FOR COUNTY ROAD EMPLOYEES will be discussed at the July 7th meeting. LIBRARY BOARD MATTERS REPORTED BY COMMISSIONER YOUNG.

Commissioner Young reported that at the last Library Board meeting he was informed the a new Bookmobile is needed. The cost of a new unit is $26,000. As the presently owned vehicle is underpowered and the rou gh roads it travels is partially responsible for the worn-out condition, Commissioner Young recom-mended that a new cab and chassis be purchased and the present unit be repaired at an approximate cost of $8,000. *Commissioner Young also reported that he had hired a man for the Weed & Rodent job.

Commissioner Young also recommended that the OlJato run and other extremely rough areas be discontinued.

RECORDER'S SUMMER WORK SHOP DISCUSSED

Arvilla Warren County Recorder, met with the Commission to discuss final preparation for the Summer Work Shop scheduled for June 27th & 28th. Commissioner Young, Mayor Bailey, Anne Porter and possibly Dick Wilson will assist with various parts of the Convention program.
