MINUTES OF THE SAN JUAN COUNTY COMMISSIONERS MEETING HELD
MARCH 22, 1982
Time: 10:00 a.m. in the Commissioner's Room at the Monticello Courthouse.
Members Present: Chairman Calvin Black, Commissioner Kenneth R. Bailey, and Commissioner Robert Low.
Minutes of the previous week were read and approved upon the motion of Commissioner Low and the second of Commissioner Bailey and it carried unanimously,
HEALTH CARE SERVICES ADMINISTRATOR^ POSITION DISCUSSED;
Interviews for the position of Health Care Services Administrator will be held March 24, 1982. Commissioner Low will indicate to the Health Care Services Board that the position of Administrator should cover all the health care services of the county, with the primary responsibility being over the administration of the hospital. The Health Care Services Board will present for the Commissions1 approval, the applicant it feels is best qualified for the administrator's position.
SOUTHWEST METAL BUILDING SYSTEMS UNPAID BILLINGS RECEIVED;
Unpaid billings to Southwest Metal Building Systems of Dove Creek, Colorado, from Plateau Supply Company, and Superior Concrete, Inc. were received by the Commission. The billings were for material and labor contracted by Southwest Metal Building Systems for the San Juan Hospital and the LaSal and Mexican Hat fire stations. The County does not feel it is responsible for the billings. Commissioner Low will ask the County Attorney, Bruce Halliday, to contact the companies involved and explain that they should seek satisfaction for their unpaid bills from the contractor.
STATE FAIR BOARD MEETING ATTENDANCE APPROVED;
Mr. Everett Johnson reported there will be a State Fair County Board Meeting April 2, 1982, to instruct county representatives in fair rules and regulations, judging and directing events, and present ideas for entertainment. The Commission authorized members of the San Juan County Fair Board to attend the meeting and to be reimbursed for expenses according to County policy.
COMPACTER TO BE PURCHASED FOR THE ROAD DEPARTMENT;
Commissioner Bailey reported that he had recently attended an Asphalt Road Recycling clinic with Bernal
Bradford and Doug Pehrson. It has been a practice of the County to recycle portions of county roads and
Commissioner Bailey reported that they have held up very well. In order to increase the volume of recycling
work, Commissioner Bailey recommended that the County purchase a second compacter made by ATERO. This
was then approved by the Commission.
SEISMOGRAPH ENCROACHMENT PERMIT POLICY;
The Commission agreed that siesmograph encroachment permits may be issued upon the approval of the County Road Department when the County holds free title to the road right-of-way. If the County holds a right-of-way from a property owner or the road right-of-way is adjacent to private property, then the permit will be issued after obtaining the consent of both the County and the property owner. Road Superintendent, Bernal Bradford, was advised of this policy for issueing the seismograph permits and Mr. Al Haskins will give Mr. Bradford a listing of all County owned roads.
SAN JUAN SPECIAL SERVICE DISTRICT #I WATER PROJECT;
Mr. Ben Musselman reported to Commissioner Low that engineering designs for the San Juan Special Service District #1 water project call for the pipe to be placed 18" deep. Mr, Musselman does not believe this will be adequate to meet the State requirements that piping for human consumption be 12" below the frost line. Commissioner Low will request that Mr. Musselman list what he believes to be problems with the water system project, including the depth of the pipe, and present them to the Commission.
DEMOLITION DERBY AT RODEO GROUNDS DISCUSSED;
Commissioner Low reported that there has been a request to hold a demolition derby at the Rodeo grounds. Because of past problems with minor damage and clean up after the demolition derbys, Commissioner Low will request the the County Attorney prepare a lease agreement to cover clean up and damages, related to the use of the rodeo grounds for a demolition derby, by a cash bond to be provided by the party leasing the grounds
CARL WALLACE APPLIES FOR CONSESSIQN AT RECAPTURE LAKE;
Mr. Carl Wallace of Navajo Twins Trading Company met with the Commission to make an application for two ski boat permits for the new Recapture Lake and two consession house permits to provided refreshments and supplies near loading and unloading ramps on the future lake. It has not yet been determined who will have authority over the Reservoir, but Mr. Wallace's application will be on record in the County Clerks office.
1982 SOCIAL SERVICES CONTRATS AMENDED:
Mr. Bruce Shumway, Mr. Harold Lyman, Mrs. Glenna Webb and Mr. Al Haskins met with the Commission regarding three Social Services contract amendments and Title XX funding for fiscal year 1983. Upon the information presented, Commissioner Low moved to approve the following amendments to the 1982 Contracts as presented by Mr. Shumway: Transfer a $2,000 surplus from the contract for Alcoholism and Drug Abuse program and transfer a $4,000 surplus from the San Juan Hospital Detoxification program contract to the San Juan Transportation program contract. The motion was seconded by Commissioner Bailey and it carried unanimously. The three amemded contracts were then signed by Chairman Black.
TITLE XX BUDGETING APPROVED;
In planning for reduced Title XX funding for fiscal year 1982 (July 1, 1982 - June 30, 1983), Mr. Al Haskins and Mr. Bruce Shumway reported that the Title XX Board recommeneds that the following contract budgets be approved: College of Eastern Utah, San Juan Center...............$27,225
San Juan County Transportation......................... 26,250
San Juan County Hospital Detoxification Program........ 6,000
Information and Referral Program....................... 15,573
The Commission approved the recommendations as presented and the County will be providing the matching funds for the San Juan County Transportation, San Juan Hospital Detoxification, and Information and Referral pro-grams .
"PROJECT GOOD WORK" APPROVED:
Mr. Harlod Lyman explained that "Project Good Work" is a summer youth employment program in which half a day is spent at a job with a private employer and half a day is spent in classroom instruction relating to employee responsibilities and problems. The program was sponsored by the Blanding Chamber of Commerce and received funding from the Edna McConnell Foundation and also from CETA. to keep the program going this summer, funding is being sought from other sources. The Commission approved budgeting $8,874 for the

program with the stipulation that a portion of the money be used to help implement "Project Good Work" into the school system throughout the County.
HIGHWAY 95 TOUR DEVELOPMENT PROGRAM APPROVED;
Mr. Halrod Lyman presented a request from the San Juan Development Board that a long range program to high-light overlooks, points of interest, and historical sites along highway 95 be approved by the Commission. Mr. Lyman stated that if the program were approved the first project would be the "Cave Tower" site of seven Anasazi towers and cliff dwellings. The B.L.M. has expressed its willingness to support such a pro-gram and has agreed to develop a picnic site at "Cave Towers," Commissioner Bailey felt the Road Depart-ment would be able to improve most of the access roads for light traffic to the overlooks and other sites specified in the program. The Commission unanimously approved the overall concept of the highway 95 tour development program.
WHITEHORSE HIGH SCHOOL BALL PARK COOPERATIVE AGREEMENT;
Commissioner Black reported that Mr, Mitch Kalaule has contacted him concerning the need for soil at the Whitehorse High School ball park. The ball park is used jointly by the school district and the County recreation program. Commissioner Low moved to approve a Cooperative Agreement between San Juan School District and San Juan County for joint useage and maintenance of the ball park at the Whitehorse High School. The motion was seconded by Commissioner Bailey and it carried unanimously.
JOINT HIGHWAY COMMITTEE MEETING REPORT;
Chairman Black reported on his attendance at the Joint Highway Committee meeting last week. Senat Bill #11 has passed and there will be funding formula changes for the "B" and "C" Road programs that will simplify the present regulations. From projections of new funding allocations for "B" and "C" Road pro-grams, Chairman Black estimated that the County will receive $35,000 more than last year. Chairman Black also reported that he will recommend that Commissioner Ken Bailey replace him as a member of the Joint Highway Committee.
ELECTED COUNTY OFFICIAL SALARIES REMAIN UNCHANGED;
The Commission reaffirmed its decision of last week that the salaries for all San Juan County elected officials are to remain the same for 1982, except for the annual cost of living increase to be equivalent to the other county employee raises.
DOUG PEHRSON'S VACATION BENEFIT CLARIFIED:
Mr. Doug Pehrson, engineer for the county, had a question on how much vacation time he had accrued while working for the County. Since Mr. Pehrson served for a period of time as an elected Official of the County in the office of Surveyor, vacation time cannot be accrued during that period, but only on the time he has served as an employee of the county.
NUCLEAR WASTE REPOSITORY SUPPORTIVE STATEMENT;
We, the undersigned citizens of Grand and San Juan Counties, wish to express our concern that recent newspaper articles and news programs may have left the impression that there are reservations here about the advisability of placing a nuclear waste repository in this area. To counter this impression, we wish to pledge our enthusiastic support and cooperation for the project if the geological, logistical, and demographic studies determine this to be the most logical site for the facility.
