MINUTES OF THE MEETING OF THE SAN JUAN COUNTY COMMISSION
MAY 20, 1985
The San Juan County Commission met in regular session on May 20, 1985, at the hour of 10:00 a.m. in the San Juan County Courthouse at Monticello, Utah.
The following members were present: Commissioner Calvin Blackf Chairman
Commissioner Kenneth R. Bailey Commissioner Jerry Holliday
Minutes of the previous meeting will be further reviewed prior to official approval.
WEED CONTROL POSITIONS FILLED
Jim Heaton, Weed/Rodent Control Supervision met with the Conmission to review the applications for the Weed/Rodent Control positions available. Mr. Heaton recommended Clifton Ramsay and Shane Barr because they are the most qualified applicants. The Commission approved the recommendation for hiring Mr. Ramsay and Mr. Barr at $4.00 per hour. The other applications will be kept on file for consideration in future openings.
LEASE/SUBLEASE NOTICE RE: MINERALS WEST, INC./ENERGY FUELS, LTD/RIO ALGOM CORP
Tom and Bill Nielson representing Mineral West Inc. met with the Commission to request approval on the following Notice and Recognition regarding Lease and Sublease. The Commission approved and signed the document.
NOTICE AND RECOGNITION REGARDING LEASE AND SUBLEASE
This NOTICE AND RECOGNITION REGARDING LEASE AND SUB-LEASE, dated May 20, 1985, by SAN JUAN COUNTY, a body corporate and politic of the State of Utah, LESSOR of the following named patented mining claims in San Juan County, Utah, to wit:

Pisco
fundadora
and a portion of the Te Quiero
and Mi Vida patented mining claims
hereby takes notice that LESSEES and SUB-LESSORS, MINERALS WEST, INC. and ENERGY FUELS, LTD, in cooperation with SUB-LEASE, RIO ALGOM CORP., intend to allow MINERALS WEST, INC. to mine and sell ore from the leased property to RIO ALGOM CORP. under terms of that sub-lease dated August 12, 1983.
In taking notice of the foregoing, San Juan County recognizes and agrees that mining of the leased property by MINERALS WEST, INC. is in conformance with terms of the subject sub-lease. All terms of the sub-lease remain in force.

ELECTED OFFICIALS MONTHLY MEETING
The following Elected Officals were present for the regular monthly meeting.
Mary Lou Mosher, County Recorder Barbara Montella, County Assessor Bruce K. Halliday, County Attorney Gail D. Johnson, County Clerk/Auditor
Commissioner Black reported that he has talked with Katy Dickson, Salt Lake County Recorder, regarding her proposal to raise recording fees. Ms. Dickson requested support of a proposal to make the increase optional for each County wishing to increase the fees. The Commission and Mrs. Mosher would not object ot an optional increase.
Barbara Montella, County Assessor, reported on the progress of the reappraisal of County property. The Commission expressed their concern regarding some of the methods used in appraising the property.
HISTORICAL SOCIETY TO PURCHASE MICROFILM COPIES OF SAN JUAN RECORD
Commissioner Bailey reported that the Historical Board is purchasing microfilm copies of the San Juan Record for the Blanding and Monticello Libraries. Commissioner Bailey further reported that the extra microfilm readers in the Recorder's Office will be used at the Libraries.
COMPUTER, COPY AMD MICROFILM ROOM DISCUSSED
John Fellmeth, Data Processing Manager, met with the Commission to discuss some problems related to keeping the computer, microfilmer and copy machine in the same room. Mr. Fellmeth reported that toner particles from the copy machine could cause costly damage to the computer. Mr. Fellmeth also reported that the microfilming has caused some ventilation and scheduling problems regarding the use of the room. The Commission instructed Mr. Fellmeth and Rick Bailey to submit a list of proposed solutions.

John Fellmeth, Cheif Deputy Auditor/Data Processing Manager, met with the Commission to request Commis-sioner Black's signature on the agreement with Healthcare Systems Group, Inc. for computer software. The purchase of this software was unanimously approved at the May 6th meeting.
BUS TURNAROUND IN LA SAL REQUESTED
Bo Proctor from LaSal met with the Commission to request a that bus turn-around be placed on or near his property. Mr. Proctor reported that at the present time the bus is backing across the highway to turn around. Mr. Proctor further reported that the bus driver is in favor of this proposal. Commissioner Bailey will check into this matter and have the County Road Foreman look at the area for the best location for a safe turn-around and report back to the Commission.
CONTRACT AGREEMENT/COMMUNITY DEVELOPMENT BLOCK GRANT
Commissioner Bailey made a motion to approve the contract agreement with the Utah Department of Com-munity and Economic Development Division of Community Development for the Community Development Block Grant for the Public Safety Building. The motion was seconded by Commissioner Holliday and carried unanimously. The agreement was signed by Commissioner Bailey as previously authorized.
WATER CONSERVANCY DISTRICT INSURANCE REQUEST
Rick Bailey, Commission Assistant, met with the Commission to present a request from the Water Conserv-ancy District to have the insurance they require for the Recapture Dam area added to the County's policy with the provision that they pay that portion of the insuance premium. The Commission will have the County Attorney draft an agreement on this matter.
MEETING SCHEDULED TO DISCUSS JOINT RECREATION PROPOSAL
Commissioner Holliday reported that a meeting will be held in Blanding on May 23rd to discuss a joint recreation proposal. Representatives from Blanding City, Monticello City, U.N.D.C. and the School District will be present.
STATE AGING COUNCIL VACANCY DISCUSSED
Rick Bailey reported that Dave Guymon would like to be replaced on the State Aging Council Board. Mr. Bailey suggested Al Haskins be considered for this appointment due to his experience. The Aging Council will discuss this matter at their next meeting and submit a recommendation for appointment to the Commission.
WORKMENS COMPENSATION POLICY DISCUSSED
Rick Bailey reported that he has contacted the State regarding the workmens compensation matter discus-sed at the May 6th, Commission Meeting. The State policy is that employees receiving workmens compensa-tion can be supplemented with sick leave time equivelent to the amount of their regular pay. The sick leave time would then be reduced corresponding to the money received.
BID ACCEPTED FOR THE SPAYING OF THE MONTICELLO SWIMMING POOL ROOF
Commissioner Bailey reported that after reviewing and analyzing the bids received for the spraying of the Monticello Swimming Pool he is recommending the bid be awarded to the low bidder Urethane Company of Utah at a cost of $13,985. Commissioner Bailey made a motion to award the bid to Urethane Company of Utah and authorize Commissioner Black to sign the bid agreement. The motion was seconded by Commis-sioner Holliday and carried unanimously.
"OLD BLUE" DISCUSSED
John Fellmeth and Gail Johnson met with the Commission to request that "Old Blue" not be sold at the Couunty auction. They further requested "Old Blue" be left at the Courthouse for use by the Courthouse personnel on County business. The Commission asked that the request be submitted in writing. Mrs. Johnson submitted the following written request.

SAN JUAN COUNTY COMMISSION
On behalf of the County Clerk's Office and other courthouse personnel, I respectfully request that the vehicle known as "Old Blue" be withheld from the county auction as it has became an integral part and postive contribution to the operations of the courthouse.
In support of this request the responsibility of "Old Blue" was given to the Clerk's Office by the County Commission several months ago.

The Commission proposed that "Old Blue" still be sold at the auction but that the white car be kept at the Courthouse for the personnel to use, because the white car is a newer model and in better running condition. Mrs. Johnson had no objections to this proposal. Commissioner Holliday made a motion to keep the white county car at the Courthouse for the personnel to use on County business. The motion was seconded by Commissioner Bailey and carried unanimously.
PRE-CONSTRUCTION CONFERENCE FOR MONTEZUMA CREEK BRIDGE HELD
Commissioner Bailey reported that a pre-construction conference was held last week to discuss the Montezuma Creek Bridge. Nile Chapman Construction is prepared to start work on the project May 28th.
LETTER FROM METHANOL PRODUCTION COMPANY RECEIVED
The Commission received a letter from Methanol Production Company reporting that their proposal to build a methanol plant in San Juan County has been placed on hold.
LETTER SENT TO UMETCO MINERALS CORP.
The Commission approved a letter to UMETCO Minerals Corporation requesting copies of all maps showing drill holes and information including logs and chemical assays on any holes. The letter also requests maps showing all exploration and development activity and reports of any ore mined and stock piled or shipped and processed and a current estimate of the reserves of U308 and V205 in paounds and the grades of ore.
HALLS CROSSING AIRPORT DISCUSSED
Commissioner Black reported that the Park Service is trying to eliminate the vehicle parking area at the Halls Crossing Airport. The Commission is opposed to this action because for many years people have been leaving vehicles at the airport as a convenience.

STATE POLICY REGARDING MINERAL LEASE REVENUE FUNDS DISCUSSED
Commissioner Black reported that he was not able to attend the meeting in Vernal last week but was able to obtain a report on the meeting. The counties that were present agreed to pursue sane changes regarding mineral lease funds and how they are being spent at the State level. Information on this matter is being gathered and then representatives will meet with the Governor in an attempt to get some policy changes implemented. If the group is unable to get the changes through this method they will proceed with litagation to resolve this problem. The counties have agreed to participate and share the legal costs based on the amount of mineral lease revenue each county receives. This matter presently involves eight counties.
BICENTENIAL TOUR SCHEDULED
Commissioner Black reported that the annual Bicentennial Tour has been scheduled for May 24th and 25th.
B.L.M. REPRESENTATIVES MEET TO DISCUSS RECAPTURE RESERVOIR
Ed Scherick and Annette Jameson from the B.L.M. met with the Cmnmission to discuss a proposal to fence off a northern approach to Recapture Reservoir. The Commission is opposed to this proposal because they feel the public will not accept the closure and at the present time oil companies are using this access to get water from the lake. B.L.M. agreed to give the matter further consideration prior to making a final decision.
Mr. Scherick reported that the State has relinquished U.S. 191 to the B.L.M. because it is a federal highway. The B.L.M. has no way to maintain this road and would like to have the County take it into the County system. The Commission agreed to accept this road into the County system.
