MINUTES OF THE SAN JUAN COUNTY COMMISSION MEETING OCTOBER 1, 1984
The San Juan County Commission met in regular session on Monday, October 1, 1984, at the hour of 10:00 a.m. in the San Juan County Courthouse at Monticello, Utah.
The following members were present: Commissioner Kenneth R. Bailey,
Acting Chairman Commissioner Robert Low
Commissioner Calvin Black was in Washington, D.C. to testify at Senate Hearings on Project Bold.
Minutes of the previous meeting were approved on the motion of Commissioner Low. The motion was seconded by Commissioner Bailey and carried unanimously.
AL HASKINS REPORTS
Al Haskins met with the Commission to report that he attended an Elderly Eco-Sphere Conference in Salt Lake City last week.
DEVELOPMENT BOARD RESOLUTIONS RECEIVED
The Commission received a Resolution from the Development Board asking the Commissioners to work with the Board in having Highway 666 extended from Monticello to Richfield via 95.
The Commission also received a resolution from the Development Board asking the Commission to appoint a representative from San Juan County to work with a committee established by the National Park Service to look into the possibility of airports being built at both Halls Crossing and Bullfrog. The Commission will discuss these matters at the October 9th, Commission Meeting.
HEALTH CARE SERVICES DISCUSSED
Commissioner Low presented the following statement to the Commission regarding the J.C.A.H. survey at the Hospital.
Friday, September 28th, the San Juan Hospital was surveyed by the Joint Commission on Accrediation of Hospitals.
Dr. Lucas, head of the survey team, began the summation conference at the conclusion of the survey by stating that the hospital met "all of their best expectations". He stated that in the last survey the hospital had received 59 recommendations for compliance to Joint Commission Standards.
Those recommendations were found to have all had satisfactory progress. The Hospital staff was commended for the high level of patient care given at the hospital.
The major areas of concern centered on the problems created by having the County Commissioners become the Hospital Board. That action nullified the Governing Board by-laws. The Hospital was advised to "use legal counsel" when preparing new by-laws to assure proper language and intent.
An additional half-time position was recommended in the Medical Records department.
More stringent mechanisms were recommended for granting and renewing clinical privileges of practice and medical staff membership.
Congratulations to Norma Nielson, Hospital Director, and the staff at the San Juan Hospital. They have worked hard to assure the hospital's compliance with Joint Commission standards. We are proud of the high-quality care given at the hospital.
BLUFF TO MONTEZUMA CREEK ROAD
Commissioner Bailey reported that the $250,000. from the U.D.I.A. for the Bluff to Montezuma Creek Road has been received.
Commissioner Bailey also reported that a letter has been received from UDOT stating that the Bluff to Montezuma Creek Road will qualify for the State Road System.
MONTEZUMA CREEK BRIDGE
Commissioner Bailey reported that the right-of-way has been received for the Montezuma Creek Bridge and that funds have been set aside for the project out of the DOT'S 1984 budget.
COMMUNICATIONS ENGINEER MEETS
Milt Rose, Communications Engineer, met with the Commission to report that the frequency change between Horn Mountain and Abajo Peak has been started. Mr. Rose reported that this change over was requested by the FCC and should improve the quality of television reception in San Juan County.
COUNTY PHONE SYSTEM DISCUSSED
Milt Rose, Communications Engineer, and Gail Johnson, County Clerk, met with the Commission to discuss two proposals submitted for upgrading the existing county phone system and adding a cost accounting system to it. The cost for upgrading the system and adding the cost accounting system is approximately $10,900. The matter will be further researched and discussed before a final decision is made.
UNEMPLOYMENT CLAIM DISCUSSED
Gail Johnson, County Clerk, met with the Commission to report that the appeal against Patrick Haskins unemployment claim was lost by the County. Mrs. Johnson reported that if the county policy requiring Road Dept. employees to have a valid drivers license had been in effect prior to his being terminated the outcome of the appeal would have been different. The total liability to the County for this claim will be approximately $3,100.
BUILDING PERMIT APPROVED
Commissioner Low made a motion to approve the following building permit. Commissioner Bailey seconded the motion and it carried unanimously. Arden C. Nielson - Blanding
AIRPORT HANGAR LEASES APPROVED
Commissioner Low made a motion to approve the following airport hangar leases and to authorize Commissioner Bailey to sign them. The motion was seconded by Commissioner Bailey and carried unanimously.
