MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD MONDAY, JUNE 19, 1978___________

Minutes were read and approved on a motion by Commissioner Black and seconded by Commissioner Guymon.

BLAND1NG INDUSTRIAL PARK

Mr. Bud Nielson, manager for Blanding City, asked the Commissioners to write a letter stating that extending the water lines south for an industrial park would not violate the San Juan County Zoning Ordinance. The commissioners stated that they gave this proposal their full support. The deputy clerk was instructed to send this letter.

BLANDING CLINIC

The county has been asked to fence the Blanding Clinic area. This is about 420 feet and the bid cost is $3.00 a foot. Commissioner Boyle will check with the Hospital board and then get with Alma Redd to discuss this.

AOG-MANPOWER COUNCIL

Arlo Freestone has been appointed to serve on the Southeastern Utah Association of Governments Manpower Council. Commissioner Black made this motion and it was seconded by Commissioner Guymon and it passed unanimously.

HOME IMPORVEMENT FUNDS

Commissioner Black stated that he had written a letter to Mr. Tom Morris, Sanitation Engineer for the Indian Health Service, in Shiprock stating that the commissioners had given their approval for the installation of a water line for the Jack Lameman home.

PUBLIC LAND

The commissioners received a letter from the Federal Government stating that it would like to trade some land for some state owned land. The commissioners discussed various parcels of land that they might trade. Commissioner Black asked for permission to discuss this with the State Lands Committee. This permission was given.

RESOLUTION-RED MESA

Jonas Mustache had previously given a resolution on the Red Mesa Road to Commissioner Boyle. Commissioner Boyle presented this resolution to the commission. The commissioners stated that the bids had already gone out on this road. And the bids would be opened next week.

FAIRGROUNDS

June Brown, and Bevery Standley of the Leatherettes met with the commissioners to discuss the maintenance of the Fairgrounds and the Rodeo arena. They stated that they had painted part of the Bleachers as part of their rent. Commissioner Boyle with have Lynn Adams schedule the weed cutter to help with the weeds. He will also have Lynn schedule the water truck for the Little Buckeroo rodeo.

The commissioners discussed the fee that they would set on the use of these facilities. The fee will be $50.00 per day and 5% of their gross take. The users can pay the money or work off the fee by working on the grounds. The grounds also have to be cleaned up by the users or they will have to pay to have it cleaned. If they do not keep it clean or pay to have it cleaned up they will not be allowed to use the facilities.

The rental for dances will be 25.00 plus 5% of the gross. They will also have to clean up the facilities for else pay to have it cleaned.

TV

Milt Davis and Doug Nielson from KUED met with the commissioners to discuss various TV matters.

AMENDED HORSEHEAD SUBDIVISION

Ken Erbs and Jim Black met with the commissioners to present an amended plat for the Horsehead Subdivision located east of Monticello. Commissioner Guymon made the motion to approve and authorize the commission chairman to sign the plat and Commissioner Black seconded the motion and it passed unanimously.

ROAD CLOSURE

The commissioners opened the public hearing on closing Public road # at 1:00. No one was present except the Commissioners and Lynn Adams. They discussed the closing of the road. The deputy clerk was asked to send a letter asking Mr. Washburn to meet with them to discuss this matter next week.

BLANDING MUNICIPAL AIRPORT

Mr. Jon Hunt had previously dicussed putting in a new tank to hold jet fuel with Commissioner Guymon. Commissioner Guymon discussed this with the other commissioners. Commissioner Black stated that this should go through Blanding City, and they should come up with some recommendations for the commissioners to act upon.

SENIOR CITIZENS LUNCHES

Bruce Shumway met with the commissioners to present the contract for the Senior Citizens Meals. The contract was with the proprietors of the Sunbonnet Cafe, who agree to provide a minimum of 75 meals per week to the Senior Citizens of San Juan County at the rate of $1.75 per meal from June 19, 1978 to September 1978. This was approved on a motion by Commissioner Guymon and seconded by Commissioner Black and passed unanimously.

AMBULANCE GRANT FOR MONTEZUMA CREEK

Mr. Max Black discussed the Grant that San Juan County had received for a new ambulance for Montezuma Creek. The motion was made by Commissioner Black to accept the grant and to authorize the chairman to sign, this was seconded by Commissioner Guymon and passed unanimously. The commissioners asked Mr. Black to find out the difference in the various ambulances listed on the grant.

WINTERIZATION

Mr. John Helquist met with the commissioners to discuss and submit various applications for winterization. They are as listed below:

DISINCORPORATION OF BLUFF

Mr. Jim Porter, Bennion Redd, county attorney, and the commissioners discussed the disincor-poration of the city of Bluff. Both Bennion Redd and the Commissioners stated that they the commissioners, are not involved in the disincorporation. It is under court jurisdiction and the court must rule, not the commissioners.

JOHNSON CREEK ROAD

Commissioner Guymon asked the commissioners if the county could add the rest of the Johnson Creek road to the county system of maintenance. The commissioners stated that they were agreeable. Commissioner Boyle suggested that they add the road all the way up and over the mountain and down to the paved road to the west of Monticello. This was agreed upon and commissioner Boyle was asked to get with Mr. Bryant Christensen and have him up that road on the contract that he is drawing up to county maintenance on other forest roads.

MINUTES OF THE SAN JUAN COUNTY ROAD MEETING HELD JUNE 19, 1978

TIME: 9:00 A. M.

PRESENT: Commissioners E. Boyle, D. Guymon, C. Black, D. Pehrson, Foremen L. Lyman, B.

Bradford, L. Adams, and A. Holden

Minutes were read and approved. Commissioner Black suggested both districts concentrate all forces available on maintaining oiled roads.

The first 3 miles of the Ucolo Road was discussed. Ace recommended it be rebuilt. The Commissioners suggested Doug inspect this road and make recommendations.

Dave suggested the reservoir road be signed for 35 mile speed limit.

Doug reported on a meeting with the Ute BIA. They requested a proposal from San Juan County on

what they intend to do in this area and they will help get the right of way. Doug will prepare this proposal for the commissioners.

Bernal reported he had hired a man on the C. E. T. A. program at 23-1. Bernal requested a raise for Gordon Grover to a Heavy Equipment Operator from 27-6 to a 29-5 to equal 1 step. This was approved

by the commissioners. Motion by Dave, seconded by Cal. and carried.

Teek reported the Navajos in the Hatch Trading Post area had agreed to Let the County build road

throu their property if we would change the alignment a little. The Commissioners suggested

Doug try to make this part of the C. R. Project; and if the state will not allow this, then do it

with maintenance money. Doug and Teek will work on a right of way agreement.

Lynn reported today at 1:00 P. M. a public hearing would be held in the Commissioner's Room. Meeting adjourned.

COUNTY ZONING ORDINANCE PUBLIC HEARING

The meeting for the Public Hearing on the County Zoning Ordinance opened at 5:00 P.M. with one person present. Al Richins, Rick Terry, Clarence Ramsey and Pearl Whittaker came a little later. Permits for new buildings were discussed. Clarence Ramsay asked about the control district and whether this will affect taxes on farm land. Commissioner Black stated that this would not change the taxes on farm land until a commercial building was built or a commercial business was started. Then it would be assessed as commercial land. This will make it so that the zoning ordinance doesn't have to be changed every time someone wants to start a business along a major highway. The greenbelt law still applies to all farming land.

All new buildings need a building permit as do additions to existing buildings.

Control District means that it is a flexible area, not that the county is going to control the land.

The question was asked: How are you handling subdivisions in the county? All subdivisions must meet all state, and federal regulations and the health ordinance. They will be approved in an approved zone or in a variance zone. San Juan County will not accept maintance of any subdivision road until it is brought up to county standards.

The motion to approve the Zoning Ordinance as published was made by Commissioner Black and seconded by Commissioner guymon and passed unanimously. Commissioner Boyle was authorized to sign the ordinance and Mr. Haskins was authorized to get some bound copies made for distribution.
