MINUTES OF THE SAN JUAN COUNTY COMMISSION MEETING SEPTEMBER 17, 1984
The San Juan County Commission met in regular session on Monday, September 17, 1984, at the hour of 10:00 a.m. in the San Juan County Courthouse at Monticello, Utah.
The following members were present: Commissioner Calvin Black, Chairman
Commissioner Kenneth R. Bailey Commissioner Robert Low
Minutes of the previous meeting were approved with the specified corrections on the motion of Commis-sioner Bailey. The motion was seconded by Commissioner Low and carried unanimously.
VEHICLES REQUESTED BY SAN JUAN COUNTY SHERIFF'S DEPARTMENT
Sheriff Rigby Wright met with the Commission to request approval for the purchase of two 1985 Chevrolet Impalas from Mike Young Chevrolet. The cost of these vehicles will be $9,932.90 each. Al Haskins reported that the cost of the vehicles were compared to comparable vehicles on the State contract list and the price Sheriff Wright has been quoted is $500. less than the price on the state contract list.
TREASURER MEETS
Marian Bayles, County Treasurer, met with the Commission and reported that she has received a lot of complaints regarding property taxes this year.
SOCIALIZATION HEARINGS SHEDULED
Property tax equalization hearings have been scheduled for September 24th and October 1st from 1:00 p.m. to 5:00 p.m. in the Commissioner's Room at the San Juan County Courthouse in Monticello. If during the Board of Equalization Hearing an error is discovered that affects more than one property tax payer within that particular section then the taxes will be amended for those affected.
ISLAND IN THE SKY ROAD DISCUSSED
Commissioner Black reported on a telephone conversation with Gene Nodine from the B.L.M. regarding the release from San Juan County for the right-of-way on the Island in the Sky Road. The County has the right-of-way on approximately 4 1/2 miles on this road. The Commission feels that they have the legal right on this road and on sane of the other roads within Canyonlands National Park. The Commission has requested the County Attorney research this matter. The Commission further stated that the Park Service has not lived up to committment they made regarding the development of Canyonlands National Park. The Commission decided that they will not sign any right-of-way release for the Island in the Sky Road at this time.
RIO ALGOM CHECK FOR AUGUST RECEIVED
Gail Dalton-Johnson, County Clerk, met with the Commission to report that the royalty check from Rio Algom for the month of August has been received. The amount of the check is for $3,669.28.
VOTER TURNOUT FOR PRIMARY ELECTION DISCUSSED
Gail Dalton-Johnson, County Clerk, reported that the voter turnout was approximately 43% County wide for the primary election. Mrs. Johnson further reported that with the exception of Navajo Mountain the turnout in the southern part of the County was even lower than 43%.
REIMBURSEMENT OF FICA TAXES ON SICK LEAVE
Gail Dalton-Johnson, County Clerk, reported that approximately $6,000 was recovered in FICA taxes that were erroneously withheld from county employees pay checks while on sick leave in the years 1979, 1980, and 1981. The employees will be reimbursed according to the amount withheld.
REPRESENTATIVES MEET TO REVIEW URAINIUM CLEAN-UP PROJECTS
The following representatives from the Southeast Utah Health District, the Department of Energy and Bendix met with the Commission:

The purpose of the meeting was to review completed and future studies and clean-up projects. A copy of the information reviewed is on file in the Clerk's Office.
BLUFF AIRPORT DISCUSSED
Gene Fouche met with the Commission to request the Bluff Airport runway be oiled or armour coated. Commissioner Bailey stated that he will have Doug Pehrson, County Surveyor, make some cost calculations for the runway. It was also reported that it might be possible to get matching funds from the State for a project of this type. Mr. Fouche also reported that he would like to build an airplane hangar at the airport.
BLUFF TO MONTEZUMA CREEK ROAD
Commissioner Bailey reported that they started laying oil on the Bluff to Montezuma Creek Road last Friday and should be completed within two weeks.
MONTEZUMA CREEK BRIDGE
Commissioner Bailey reported that he is still trying to obtain the right-of-way for the Montezuma Creek Bridge in time to have the project funded out of the State's 1984 budget.
AIRPORT OPERATORS MEETING ATTENDED
Commissioner Bailey reported that he attended an airport operators meeting in Price last week. Among the topics discussed were methods of crack sealing and a proposition that will be on the November election ballot regarding the taxation of aircraft. The proposal is to authorize the Legislature to exempt aircraft, watercraft, motor vehicles, or other tangible personal property required by law to be registered before it is used upon public highways and public lands from taxation as property, and prvide in lieu of such property tax uniform statewide fees, or uniform statewide rates of assessment or levy.
MALPRACTICE INSURANCE FOR COUNTY PHYSICIANS DISCUSSED
Doug Boyle representing Boyle Insurance Company, met with the Commission to present the figures for the cost of malpractice insurance for county physicians.

TOTAL COST $8,073.
Dr. de Wolfe
from 9-84 thru 9-85 $3,910.
14 month tail (7-83 thru 9-84) $3,010.
TOTAL COST $6,920.
The cost difference between Dr. Redd and Dr. de Wolfe is due to the fact that Dr. Redd is a licensed anestheoligist. The total cost for insurance for both of the doctors is $14,993. Commissioner Bailey made a motion to approve the purchase of the malpractice insurance for Dr. Redd and Dr. de Wolfe. The motion was seconded by Commissioner Low and carried unanimously.
PETITION FOR BLUFF SPECIAL SERVICE DISTRICT DISCUSSED
The following representatives met with the Commission to discuss a petition for a special service district to be established in Bluff for a sewer system.

BUILDING PERMIT APPROVED

Commissioner Bailey made a motion to approve the following airport hangar leases and to authorize Commissioner Black to sign them. The motion was seconded by Commissioner Low and carried unanimously.

HEATLH CARE SERVICES DISCUSSED
The Commission presented the following statement regarding Health Care Services:
The County Commissioners, in pursuit of activities as the new Health Care Services Board, met with Rayburn Jack, Executive Director, to outline a plan of action for the next several weeks.
Each expressed his impression of our present status. Problems were identified. Priorities were determined.
Health Care in San Juan County is experiencing the effects of State and Federal legislation, as our government legislators are being challenged to deal with spiraling inflation in medical care. Since caps have been placed on amounts that will be paid under the DRG prospective payment system, hospitals are learnings ways to provide services within those rates. We are experiencing a period during which the expenses are continuing to rise while revenue is being reduced. Hospitals in the rural areas are affected most heavily by the new regulations. San Juan Hospital is no exception. Changes must occur to survive.
The new Board and Rayburn Jack also met with the physicians in Blanding. Many concerns were expressed by each. The group explored the implications of several options for retaining and attracting physicians to practice in San Juan County. The Commissioners requested more time to research the issues further before making any decision on which alternatives to pursue. Each felt that much progress had been made toward understanding the problems relating to each option, (i.e., private practice, County contract, etc.)
COUNTY ROADS DISCUSSED
Commissioner Bailey reported that the Pack Creek Road had washed out so in an effort to solve this problem the 60" culvert is being replaced with a 120" culvert.
Commissioner Bailey also reported that the Geyser Creek Road washed out so in an effort to solve this problem a 48" culvert is being installed.
COMMISSIONER DISTRICTING
Gail Dalton-Johnson, County Clerk, met with the Commission to report on her discussion with Ron Faich regarding the Commission's suggested changes on the U.N.D.C. recommendation. Mr. Faich stated that he will present the changes to the Advisory Council and he doesn't think the changes will create any problems.
REQUEST FOR GRAVEL FROM C.E.U.
The Commission received a request from C.E.U. for 250 yds. of 1" minus gravel for trails at C.E.U. -San Juan Center.
COMMISSION REQUESTS OPPORTUNITY TO TESTIFY AT HEARINGS RE; SPENT NUCLEAR FUEL REPOSITORY
The Commission drafted a letter to Senator Morris Udall requesting time for each Commissioner to testify at the Committee's Oversight Hearings on the Spent Nuclear Fuel Repository in Salt Lake City, October 12th.
