MINUTES OF THE SAN JUAN COUNTY COMMISSIONERS MEETING HELD
JANUARY 17, 1983
The Board of County Commissioners met in regular session on Monday the 17th day of January, at the hour of 10:00 a.m. in the Courthouse at Monticello, Utah.
On roll call, the following members were present: Commissioner Calvin Black, Chairman
Commissioner Robert Low Commissioner Kenneth R. Bailey was excused.
Minutes of the previous week were read and approved with the specified corrections upon the motion of Commissioner Low and the second of Commissioner Black and it carried unanimously.
HEALTH CARE BOARD MEETS WITH PUBLIC HEALTH DIRECTOR;
Commissioner Low reported that the Health Care Services Board met with Southeastern Utah Public Health District Director, Robert Furlow. There was a question whether the county was getting a fair share of services based on the total population of the county. The Board requested documentation of the Public Health Districtfs budget and present delivery of services.
HOSPITAL EMERGENCY GENERATOR INSTALLED;
Commissioner Low reported that the San Juan Hospital is in the process of having a 260 KVA generator installed. The generator should be completely wired and operational by the end of the week. It will have more than enough capacity to provide power for the entire hospital should an emergency arise. I
FEDERAL SURPLUS PROPERTY PROGRAM RESOLUTION NO. 1983-1;
Mr. Al Haskins reported that it was time to renew the county's resolution to participate in the Federal Surplus Property program. Commissioner Low moved to adopt a Resolution to designate Al Haskins, Director of Emergency Management, as the representative of San Juan County, Utah to secure the transfer of surplus Federal property through the Utah State Agency for Surplus Property, The motion was seconded by Commissioner Black and it carried unanimously.
RECAPTURE PROJECT RECREATION PLANNING MEETING REQUESTED:
The Commission requested that. Mr. Al Haskins organize a meeting of the Recapture Project Recreation Planning Committee in order to prepare recommendations for zoning, standards for water quality, and to determine which agency will manage the resources connected with the recreation project.
AIRPORT BUSINESS AND REPORT:
Mr. Grayson Redd made a payment of $225 to cover the cost of his airport hangar rent through January 1983, Mr. Redd said that he felt the maintenance at the Monticello airport was not adequate. The Commission recommended that he and other local pilots meet with the Monticello City Council to express their concerns, as the Commission would like to work through the City Council to prepare a plan for airport management and improvement. Commissioner Black reported that the State Division of Aeronautics will help with the cost to crack seal the north portion the Monticello taxiway going north, and the State has reported that the lose chips need to be swept off the Monticello runway.
HALLS CROSSING/BULLFROG FERRY DISCUSSED;
Commissioner Black reported that he has been in contact with members of the State Legislature who are working on several ways of obtaining funding for a Halls Crossing/Bullfrog ferry boat. Commissioner Black is optimistic that the ferry may be a reality by the Spring of 1984.
PROJECT BOLD UPDATE:
Commissioner Black reported that the State has been preparing its choices for the 224,000 acres it has available through In Lieu selections. Commissioner Black stated that as a State citizen he is in favor of the State receiving the land due from the Federal government, but as a county official, he is concerned about the affects to counties, because they may lose revenues from Federal payments in lieu of taxes unless the State adopts a program for payment in lieu of taxes.
CONCURRENT JURISDICTION IN PARKS DISCUSSED;
Commissioner Black reported that the counties have unanimously rejected adopting a state statute to give full law enforcement authority in National Parks to the Park Service without prior county authorization. In the light of the counties' stand, the Park Service is still lobbying for the passage of such a statute.
TREASURER REQUESTS TAX ANTICIPATION BONDS:
County Treasurer, Marian Bayles, met with the Commission to request permission to prepare tax anticipation bonds for the county in the amount of $2,500,000 at 71/2 percent interest. The Commission approved the Treasurer's request and authorized her to have the bonds prepared subject to their adoption by resolution,

FAIR BOARD REPORT;
Fair Board Chairman, Deborah Harvey, reported that a slide show presentation especially for people interested in helping with the county fair will be shown February 8th in Monticello and February 9th in Blanding. The Fair Board has already scheduled guide dog demonstrations, a dairy display, and contests for this year's fair. She reported that the guide dog club has volunteered to clean up the fairgrounds and fair building. Upon Mrs. Harvey's recommendation, the Commission approved moving the scrap iron stored at the fairgrounds back away from the arena in order to make a parking area for horse trailers.
BID AWARDED FOR THE EMERG1CARE CENTER. ADDITION TO THE BLANDING NURSING HOME:
Because the first scheduled bid opening for the Emergicare Center Addition to the Blanding Nursing Home was postponed, the Clerk's office returned all the bids that were submitted unopened. New bid proposals were requested and received until 3:00 p.m. January 12, 1983, at which time they were opened, read, and presented to the Health Care Services Board for review. After reviewing all the proposals, the Health Care Services Board recommended to the County Commission that the bid be awarded to the low bidder, Ernest Sonderegger, of Monticello, Utah. Commissioner Low moved to award the bid for the Emergicare Center Addition to the Blanding Nursing Home to Ernest Sonderegger for the base bid amount of $442,800.00 and to authorize any one of the County Commission members to sign the contract agreement when it arrives. The motion was seconded by Commissioner Black and it carried unanimously.
COUNTY INSURANCE BID DISCUSSED:
County Clerk, Gail L. Dalton, met with the Commission to discuss the procedure for bidding the county's hazardous insurance. The Commission would like to bid the insurance in March on a three year basis with an annual premium. Central Utah Insurance Agent, Jon Fogg, is preparing bid specifications for the County. Insurance Agent, Doug Boyle, who was also present for this discussion, stated that he would like to work with the Clerk's office and the hospital administration to prepare county insurance specifications, also. The specifications should be turned into the Commissioners by the first week in February so they can be reviewed and a uniform set of specifications can be mailed to all interested bidders in time to prepare their proposals for March.
BEER LICENSE RENEWAL APPROVED:
The Commission approved the renewal of the retail beer license for Joan Moyle doing business at Montezuma
Creek Lounge, Montezuma Creek, Utah. The license renewal was signed by Calvin Black.
BULK MAIL PERMIT PURCHASED:
The Commission approved an invoice to purchase a U.S. bulk postage permit for the County. The permit will be effective from January 1, 1983 to December 31, 1983. The Clerk's office was asked to inform the other county offices that the bulk rate mailing permit is available, and also provide information on its use.
RED CLIFF RODEO CLUB REQUESTS HELP WITH RODEO GROUND:
The Commission received a letter from the Red Cliff Rodeo Club requesting assistance from the county in
providing equipment for leveling a rodeo ground for the community of Red Mesa and the surrounding areas.
The letter will be forwarded to Commissioner Bailey for his consideration and recommendation on the
request.
