The San Juan County Commission met in regular session on March 16, 1987 at the hour of 10 a.m. at the San Juan County Courthouse, Monticello, Utah.
The following members were present: Commissioner Bailey, Acting Chairman
Commissioner Maryboy Commissioner Black, absent
Minute of the March 9 Commission Meeting were approved with correction on the motion of Commissioner Maryboy and seconded by Commissioner Bailey. UNANIMOUS.
COMMISSIONER CALVIN BLACK
Commissioner Black was in Washington, D.C. attending NACo meetings.
COMMISSIONER KENNETH BAILEY'S REPORT
TV - Communications - Commissioner Bailey said that the TV reception in Bluff and Montezuma Creek is very
poor. Commissioner Bailey said that Bill Bayles, communications engineer, is not providing information to
the people about the problems with the TV reception said he would like Mr. Bayles to meet with the
Commission next week.
Public Safety Building - Blocks - Commissioner Bailey said that he went to Phoenix last week to look at
several brick buildings and took pictures of them to decide what kind of block to use of the Public Safety
Building. Commissioner Bailey said he will be meeting with John Peterson, architect, today to go over
the design plans which should be ready to bid by the first of April.
LaSal Town Meeting - Commissioner Bailey said he and Eddie Allred, recreation director, are planning to
attend a town meeting at LaSal on March 27. LaSal residents are interested in improving the community and
the possibility of setting up a cemetery district.
Gravel Pit at Lem's Draw - The BLM approved the gravel pit at Lem's Draw and Skeleton has already moved in
and has been crushing clean chips.
Gravel Pit at Bluff - The road department is stripping the gravel pit at Bluff getting it ready to bid for
gravel crushing.
Utah Highway System Study - Commissioner Bailey said that he's been working with Martin Rissel, the
engineer for Wilbur Smith and Associates, on getting school bus routes into the Utah Highway Needs Study.
Local school bus routes are now a high priority on the study in rural areas. Commissioner Bailey said
this will make a big difference in the money that's alloted for upgrading and maintaining school bus
routes in rural areas in the state.
COMMISSIONER MARK MARYBOY'S REPORT
Fairboard Meeting - Commissioner Maryboy reported that he attended the Fairboard Meeting last Friday. A request was made that the money that is raised through the fair not be returned to the county general fund but keeping it in their own separate account. Commissioner Bailey said a budget consists of a revenue side and a expenditure side and no anticipated revenues are considered in either side so they don't lose any revenue. The board should keep track of their revenues so that it can be budgeted in the next year budget. The county budgeting requirements are that revenues are budgeted and those same revenues and any tax revenue necessary is budgeted to meet expected expenditure.
Historical Board - Commissioner Maryboy said that a few weeks ago the Historical Board requested the office space above the Monticello Senior Center, but according to the grant requirements of the Utah State Historical Society the money can not be used for renovations. Commissioner Bailey suggested that this matter be brought before the Library Board to see if they would approve in their budget expense to fix up the office. Comnissioner Maryboy said the Historical Board has ordered some equipment and needs a place to store them and it was agreed to store them in the courthouse until office space is found. 1987 Utah State Historical Society - Certified Local Government Grant Application
Commissioner Maryboy made the motion to approve the 1987 Certified Local Government Grant Application for $7,450.00 and authorized Commissioner Bailey to sign the application. Commissioner Bailey seconded the motion. UNANIMOUS. (The Grant request of $3725.00 is matched on a 50/50 basis by the county.) San Juan Marina Ground Breaking - Commissioner Maryboy reported that on behalf of the Commission he attended the ground breaking ceremony at Paiute Farms for the development of the San Juan Marina. Commissioner Maryboy said he told the people the county supports this project and that this is a step towards self-reliance and self-sufficiency for the people in the area. Commissioner Bailey said he will find out if the Oljato Wash Bridge is going to be put on the bridge replacement program.
Bluff - Mosquito Abatement - Commissioner Maryboy said residents from Bluff have requested that the county approve paying for a plane to spray chemicals for mosquito control in Bluff. Commissioner Bailey said they need to work with the county extension office and Ralph Home, Utah State University, to see what the cost and feasibility of aerial spraying would be.
Fairboard & Development Board Appointments - Commissioner Maryboy made the motion to approve the appoint-ments of Nick Mose of Mexican Hat to serve on the Fairboard and Gary Sosa of Bluff to serve on the Development Board. Commissioner Bailey seconded the motion. UNANIMOUS.
Fire Trucks - Commissioner Maryboy said he talked to George Kensley about the maintenance of the Bluff fire truck and Mr. Kensley said it needs all new tires.
23 New Homes Bluff south of the river - The Navajo Housing Authorities are building 23 new homes near Bluff on the south side of the river. They are building and grading the roads to these homes and want the county to oil then. Commissioner Bailey said that they must build the roads to county standards before the county can put them on the county road system. If the roads meet the county standards then the county will maintain and upgrade them.
Red Mesa Chapter Meeting - Commissioner Maryboy said he attended the Aneth Chapter Meeting yesterday and the people are concerned about UDIA not funding any road projects. Jonas Mastach will be attending the UDIA board this Friday and will request that the board look into this matter. Commissioner Bailey said that the result of UDIA not funding any road projects will cut the amount of road construction the county has been doing on the reservation.
HOSPITAL BOARD MEETING
The Hospital Board will meet Wednesday March 18 at 6 p.m.
ELECTED OFFICIALS MONTHLY MEETING
Tax Rates Gail Johnson, Clerk, said she is in the process of coordinating public hearings for each of the taxing entities within the county in relation to the truth in taxation. Mrs. Johnson said that before the property tax sale in May the Commission need to determine whether to sell the properties at market value or for the amount of taxes owed.
Sub-Division - roads - Commissioner Bailey told Louise Jones, Recorder, that the people who own Pack Creek Ranch (near LaSal) are planning to submit a sub-division plat to the Commission for approval. Comnission-er Bailey said that previous to recording the plats the Commission need to make sure it meets the state and county sub-division ordinances.
Factoring Order - Barbara Montella, assessor, said that they are doing appraisals on residential proper-ties in compliance with the 1987 factoring order and the others will remain the same. Sheriff's Department - Sheriff Lacy said the scheduling of shift work is working out real good with the
sheriff department's employees.
ELK TRANSPLANT - FOREST SERVICE
The Commission received the following letter and also the Decision Notice and Environmental Assessment on the proposed elk transplant from the Forest Service:
March 11, 1987 Dear Commissioners:
We appreciated your recent letter giving us the County's perspective on the proposed elk transplant in this area. We have completed the analysis process and have documented it in an Environmental Assessment. The analysis was a joint effort of the BLM and Forest Service since both agencies would provide forage and habitat for the animals. The Utah Division of Wildlife Resources also provided assistance in the analy-sis.
As a result of the analysis, Gene Nodine, District Manager, BLM, and Reed C. Christensen, Forest Super-visor, U.S. Forest Service, have decided to allow the transplant of 150 elk under an Interagency Agree-ment, with a telemetry study and herd control measures as determined under a Bench-mark Herd Level. This decision was documented in a Decision Notice and Finding of No Significant Effect (FONSI). Attached is a copy of the Decision Notice and the Environmental Assessment.
As you are probably aware, there is already a herd of elk on National Forest and Bureau of Land Management lands in this area. The transplant would not be introducing a herd to the area, but merely supplementing the already existing elk herd. The transplant would reduce the time it would take for the existing herd to reach a huntable size by two or more years.
The Interagency Agreement is currently being reviewed by the U.S. Forest Service, Bureau of Land Manage-ment and the Utah Division of Wildlife Resources. The transplant can occur as soon as the three agencies sign the agreement.

HOSPITAL PERSONNEL - COUNTY OWNED HOUSES
Grant Leavitt told the Commission he looked at the two houses the county owns on Uranium Drive and estimates the cost to renovate them will be about $7000. The hospital board is interested in fixing these houses for future medical personnel. The hospital board will make a decision whether to renovate them at their next board meeting this Wednesday.
PACK CREEK RANCH - SUB-DIVISION
Jane Sleight, owner of Pack Creek Ranch, met with the Commission to present a preliminary sub-division plan that is near Pack Creek Ranch. Mrs. Sleight said each lot will have access to the existing county road but they want to keep the entry roads private to just serve each home owner. Commissioner Bailey suggested that they build the roads to meet the county road standards. Mrs. Sleight said there is an easement for a community water system which would hook up to the existing well at the quest ranch. The Commission told Mrs. Sleight to talk to Greg Adams, Southeastern Utah Health District, to make sure it meets all county and state ordinances. The Commission said they will approve the sub-division if it meets all the requirements.
UNDC'S REPORT
Tully Lameman, Director of UNDC, met with the Commission to report on the following items: Aneth Chapter - Mr. Lameman said that last week the Aneth Chapter dedicated their new senior citizen building. They also have an elderly group home where people from different parts of the reservation can come to live.
UNI - Sewing Plant - Montezuma Creek - The Henry Wilson Company, owned by UNI, operates a sewing plant in Montezuma Creek which is located in the old elementary school. UNI is negotiating with Levi Straus Company to get a contract to sew pants and jackets but UNI will have to expand their operation and add about 150 more employees. UNI is thinking about remodeling and using the southern part of the school. Commissioner Bailey said the county has a lease with the Navajo Tribe on the south portion of the school and was planning on putting in a Tribal Police Station in cooperation with the Tribe. Commissioner Maryboy said William Kellogg, the Navajo Police Director, is interested in the county's request to set up the police station at Montezuma Creek. A Navajo police station would improve law enforcement in Montezuma Creek.
San Juan Marina - Ground Breaking Ceremony - Last Saturday, March 14, UNI held the ground breaking ceremony for development and construction of the San Juan Marina by Paiute Farms. Commissioner Bailey said the county road department plans to start on the Paiute Farms road next week.
Funding of Roads on the Reservation - Mr. Lameman said that UDIA has no money in their budget for roads and therefore, will not authorize any funds for road projects. Commissioner Maryboy said he talked to Jonas Mastach, Chairman UNDC, and stressed that when he meets with the UDIA board this Friday to request that UDIA find a way to fund the road projects. Commissioner Bailey said the county is planning to build two road department sheds; one at Monument Valley and the other at Montezuma Creek. The county Has applied for the land and if these are approved the county will be able to accomplish a lot more road work on the reservation.
Red Mesa Chapter Meeting - Commissioner Maryboy reported that he attended the Red Mesa Chapter Meeting last week and the people are concerned about the roads on the White Mesa and Yellow Rock Point. Commis-sioner Bailey stated that the county plans to go ahead with these road projects.
Mobil Oil Company Donation to Montezuma Creek Clinic - Mr. Lameman reported that Mobil Oil Company donated over $7000 to the Montezuma Creek Clinic to help improve their emergency facilities.
Dentist & Nurse Practitioner - UNDC has hired Brent Johansen, a dentist, to practice in Montezuma Creek and Frank Robinson, a Nurse Practitioner, to work at Navajo Mountain.
Chapters - Non-Profit Corporations - UNDC plans to take some people from Blue Mountain Dine and the Aneth Chapter to New Mexico to educate them on how they can organize their chapters into non-profit corpora-tions.
The Commission thanked Mr. Lameman for meeting with them.
PUBLIC SAFETY BUILDIMG GRANT FROM COMMUNITY IMPACT BOARD
Rick Bailey, Administrative Assistant, reported that he and Commissioner Black met in Salt Lake last

Tuesday at the office of the Bond Attorney. They successfully closed the $1.8 million loan portion of the funding for the public safety building. The Community Impact Board indicated that the county's $1.9 million grant portion is being processed and should receive it next week.
