MINUTES OF THE ROAD MEETING HELD JANUARY 15, 1979
TIME: 9:00 A.M.
PRESENT: COMMISSIONER EDWARD BOYLE, BILL DUNOW, CALVIN BLACK; DOUG PEHRSON, ROAD FOREMEN:
LAVAR LYMAN, BERNAL BRADFORD AND LYNN ADAMS.
Minutes were read and approved.
Commissioner Boyle reported that Commissioner Dunow had been appointed as the Commissioner over all County Roads.
Bernal reported on an approach that had been built onto the Reservoir Road. He and Doug had inspected this approach and approved it.
Douf reported he had hired Richard Francom. Part of his salary will be paid by the Recorder's Office.
Commissioner Dunow reported a request to push snow on the Pehrson Property. The road department was instructed to cease pushing snow on this road, as it is a private road. This also applied to the Stewart Subdivision in LaSal.
S.O.S. Road Projects were discussed.
The new pay schedual was presented by Lynn Adams with $54.00 a month increase. This was approved by the Commissioners.

DEPUTY CLERK, AND AL HASKINS.
Minutes were read and approved with one change by a motion by Commissioner Dunow, and seconded by Commissioner Black.
VIBRO-X GEOPHYSICAL
Michael Parker representing Vibro-X Geophysical met with the Commissioners to discuss work his company will be doing at Little Valley Road. The Commission gave him permission to do the work provided that any and all repairs to the land will be done upon its completion.
WILDERNESS COMMITTEE
Governor Scott Matheson has compiled a Wilderness committee made up of State Agency people. He also has an advisory committee made up of five County Commissioners and one Mayor. These individuals will look into the making of Wilderness areas in the State.
TAX PLAN RECOMMENTATION
Commissioner Black presented the following Tax Plan Recommendation to the Commission. They officially
adopted the plan and will recommend it to the Governor and the Legislature, upon a motion by Commissioner
Black and seconded by Commissioner Dunow , making it unanimous for the Commission . Commissioner
Black stated that this plan does the job more simply, less costly and is important to our County.

TAX PLAN RECOMMENDATION L. Eliminate the 28 mill levy as a source of funding for the Uniform School Fund.
2. Increase severance (occupation) tax on oil and gas from 2% to 4% and on metaliferous mining from 1% to 2%. Enact severance tax on all non-metaligerous resources.
3. Increase corporate franchise tax from 4% to 6%.
4. Repeal House Bill #192.
a. This program will reduce taxes on all homes by about 35% or more.
b. It will eliminate the necessity and cost of a statewide re-appraisal and equalization program,
c. All property taxes would then be only for county, city, local school and special taxing districts for local services; straigthening local accountability and responsibility.
d. The changes recommended for businesses do not generally provide a net tax increase as they would off-set property tax reductions by eliminating the 28 mills.
ROCKLAND CORPORATION
Representitives Bod Foster and Fred Colvin of Rockland Corporation met with the Commissioners and displayed pictures and drawings of the Rock House they are building. They have had their lease for 200 acres approved, and will get a building permit from the County Clerk,
AL HASKINS MEXICAN HAT WATER PROJECT
Al presented to the Commissioners a funding approval for the Mexican Hat Water Project. Upon a motion by Commissioner Dunow and seconded by Commissioner Black, Commission Chairman Boyle signed the agreement putting it into effect. He also signed into effect upon a motion by Commissioners Dunow and Black the request for Release of Funds for the project.
Al also reported that he would be attending a County CAP meeting Thursday.
HEALTH BOARD
George Lamemen's term on the County Health Board has expired and he has requested that he not be
reappointed to the board. The Commission expressed their appreciation for all the work he has done in
this job.
Upon a motion made by Commisioner Black to fill the vacancy made by this retirement, Annie Peterson
has been selected to serve on the South Eastern Utah Comprehensive Mental Health Board, South Eastern
Utah Health District and Home Health Agency. This motion was seconded by Commissioner Dunow. The
appointment is for a three year term.
T.V.
Jim Allred reported on the Channel 4 outage, He will be working on the T.V, in Bluff this week, and will try to work on the T.V. in Montezuma Creek next week weather permitting. He has sent to the factory for a new translator for channel 4 and will get it installed as soon as possible.
COMMISSIONER BOYLE
Commissioner Eddie Boyle reported that he had spoken with Sam Taylor on the Road East.
He also reported that the County Insurance has been straightened out, and that opening for bids had been put in the paper.
He had received two letters from Susan Jameson, President of the Monticello Senior Citizens. One concerns the television situation and the other the obtaining of another Senior Citizens bus.
Payroll
The Commissioners approved the payroll for the year. This includes the $54 raise. A new copy of
the schedual is to be handed out to all departments and the old ones discarded.
ROADS
Lynn Adams presented to the Commisssion an Agreement with the B.I.A. for Road Maintenance of B.I.A. Roads in San Juan County, done by County maintenance forces during the fiscal year Oct. 1, 1978 to September 30, 1979. This was done on a motion by Commissioner Black and seconded by Commissioner Dunow. The Chairman signed the Agreement and it will be returned immediatly. An approved copy will be sent to us for our files.
SNOW BLOWER
The Commissioners asked Lynn Adams to price Snow Blowers and get back to them with them as soon as
possible.
BRUCE SHUMWAY
Bruce met with the Commissioners to discuss buses for the Senior Citizens and the costs involved.
He had questions on the Bluff Building. Commissioner Dunow told him that a representative will meet
with them whenever they wanted a meeting.
He will be attending meetings in Price and Provo this week.
Mr. Shumway also presented to the Commission the contract for the fiscal year and how it is broken
down for the various departments and uses.
KUED
Doug Nielson of KUED met with the Commissioners and asked questions on the Microwave system they have been looking into. He is going to make up an analysis of the present T.V. system. The County is trying to get the best television possible, for now and the future. He will meet with them again on February 19th.

CORRESPONDANCE
The Commissioners signed an agreement for a periodic estimate for partial payment. This covers the
cost of Contract Work performed to date on the Bluff to Montezuma Creek Road.
UNDC
Tully Lameman and Worthy Grover of the Utah Navajo Development Council met with the Commissioners to discuss the Navajo taxation problem and to get specifics on what the County pays out for services on the reservation and the Navajo people in general. Commissioner Dunow will supply them with informantion concerning roads on the reservation by the end of the week. They discussed the feelings of most of the Navajos in San Juan County and their support of the County in this issue.
COUNTY ATTORNEY
Bruce Halliday met with the Commissioners to discuss legal problems and questions the Commission
had.
