MINUTES OF THE BOARD OF COMMISSIONERS MEETING HELD IN REGULAR SESSION IN THE COMMISSIONERS' ROOM OF THE COUNTY COURTHOUSE AT MONTICELLO, UTAH ON FEBRUARY 15, 1965.

Meeting opened at 10 o'clock a. m. with Commissioner Summers in the chair. MINUTES READ AND APPROVED
The minutes of the previous meeting of February 8, 1965 were read. Motion was made by Commisssioner Hazle-ton and seconded by Commissioner Bailey to approve the minutes as read and the motion passed unanimously.
TB CLINIC FUNDS TO BE SENT; COMMISSIONER SUMMERS AUTHORIZED TO DESIGNATE FUNDS
The San Juan County Welfare Board has promised to furnish caseworkers for clinics in different parts of the county if they are notified when and where each clinic is to be. The extra health nurse will not be hired right away, thus releasing some funds. A motion was made by Commissioner Hazleton and seconded by Commiss-ioner Bailey that Commissioner Summers be given authority to take whatever steps are necessary to get the TB program started. This motion was made to allow the money to be sent to the state when it is made available. The motion carried unanimously.
CITY OF BLANDING TO CARE FOR OFFICE GROUNDS
Commissioner Bailey reported that he has contacted officials in Blanding and expects to get the City of Blanding to take care of the grounds at the old doctor's office there.
REPRESENTATIVES OF UTAH WATER USERS ASSOCIATION EXPLAIN FUNCTION AND SEEK FUNDS
Mr. Thomas W. Jensen and his sone Robert Jensen were present to explain their function and seek financial assistance from the county which has always been given. Mr. Thomas Jensen explained that they are the spokesmen for Utah in many National organizations which are interested in water, they lobby in Congress for laws which have to do with water; they make recommendations on projects for the Utah Water and Power Board to act upon; and they coordinate efforts of local boards .

Funds contributed to Utah Water Users Association go for national/memberships, small newspaper, travel and promotion.
It was the opinion of Mr. Jensen that the San Juan Water Conservancy Board be the organization for San Juan County and that a Commissioner be chairman and the county agent be secretary. Mr. Jensen suggested that the Commissioners suggest a member for the Power Board. It was requested that the Commissioners continue to support the state organization financially. PERMISSION TO USE COUNTY ENDORSEMENT IN ADVERTISEMENT OF MACHINERY REQUESTED
Wheeler Machinery submitted copy for an ad on a caterpillar grader asking for signed endorsement. The Commissioners asked that the copy be changed to leave commissioners names out.
LAND EXCHANGE LETTER HELD OVER
A letter from the Bureau of Land Management on a requested land exchange by Melvin Dalton was held over until Mr. Dalton could be contacted.
HIGHWAY CONSTRUCTION PRIORITIES IN STATE EXPLAINED AND COMMENTS REQUESTED
The following letter was received from the Utah State Department of Highways, Price, Utah

Dear Sir:
The programming of the 1968 A B & C monies is presently being considered by the Highway Department and we -would like to familiarize you with some of the construction and programming that is either now under construc-tion or approved for construction.
The road from San Juan River Bridge to Aneth is presently under construction and should be built by the fall of 1965. This road will cost approximately $500,000. The section of SR-47 from Comb Wash to Butler Wash will cost approximately $1,000,000 and this should be completed by the fall of 1965. The Lime Ridge West of Comb on SR-47 is to be constructed in the early part of 1966 for an amount of approximately $550,000. There is also the Colorado River to and across White Canyon on U-95, which is presently under construction, for an amount of $740,000. This should be completed by July of this year. There is also the Moab Airport to Kane Springs on US-160, that should be under construction by this fall and the expenditures here is approximately $500,000. We have the survey from just east of Butler Wash to top of Cow Canyon on SR-47 completed and it should be considered for the 1968 fiscal year. Also, we have from Monticello to Devils Canyon surveyed and

partly designed. It also could be considered for construction in the 1968 fiscal year. We have been sur-veying SR-95 all the way from Hanksville to Blanding for the past year and one-half and our survey now is pretty well completed to Mule Canyon. We have two alternates where we want to traverse the Comb and as soon as we have enough information for the most economical route, we will proceed through the Comb so that it can be designed for future construction. Of course, you have indicated that this is your top priority for road construction on SR-95.
The Department of Highways has been informed there are to be Federal Land Monies made available for construction on SR-95 within the next few months and these monies are separate from the A B & C Funds. Therefore, we will not have to consider SR-95 in this report for A B & C Funds for 1968
You may have a County Secondary road where you would like to request for participating monies, similar to the one from San Juan River Bridge to Aneth Road. I checked with the Salt Lake Office pertaining to these funds this day, and they are pretty well depleted, unless some of the Counties are not able to get their matching monies. However, you may have a section of road that you would like to have constructed just in case monies are made available and you are able to match the participating share.
Would you please prepare a letter to the District #4 Office stating your preference for construction on Primary and State and County Secondary roads within the next few days.

2nd priority—Blue Hill or Moab Airport to Kane Springs project
On SR-47: 1st priority—Road from Monticello to Blanding 2nd priority-- Lime Ridge west of Comb 3rd priority--Cow Canyon at Bluff
Secondary roads to be built with matching funds: If program is developed to build Bluff Bridge, (1st priority)
2nd priority—road from this bridge to Mexican Water
3rd priority—road from Bluff eastward up the San Juan River to Montezuma Creek.

Just a note to let you know that I already have a resolution requesting assistance to the State Planning Coordinator from the San Juan County Commission. This was made last year. We actually do not need this res-olution at the present time, but I will hold it and when the time comes to present it to the State Planning Coordinator I will send it back to you so it can be updated as necessary.
I have discussed the San Juan County program further with Mr. Hueffner, State Planni g Coordinator, and I am also writing to the mayors of Blanding and Monticello as a follow-up of our discussion.
Mr. Hueffner hopes that their planning programs can be tied in with thant being carried out by San Juan County. He feels that since there will be some delay in availability of funds it would not delay the whole program significantly if Blanding and Monticello wish to submit their applications at the same time as San Juan County.
As I discuased with you in Salt Lake City, this program can proceed either way you desire. Along with you and Commissioner Hazleton and Commissioner Bailey, I certainly hope this will not be delayed any more than is necessary. As a matter of fact, pending final approval and signing of the contract I am planning to start some of the preliminary work in San Juan County this spring and summer, so that we can get the thing underway and completed as rapidly as possible.
I am looking forward to getting this going as soon as possible.

Gentlemen: RE: GRAND-SAN JUAN COUNTIES LINE
Mr. Blake and Mr. Newell, County Surveyors of your respective counties, met with Mr. Harvey of this office on February 2, 1965, relative to the progress they are making in marking the county line between Grand and San Juan Counties. The surveyors using data supplied by this office have established points intermittently along the county line running west from Moab. They are also presently involved in the process of extending the line north through Spanish Valley.
Sometime this spring Mr. Harvey and Mr. Lambert will make a tour of the installations made by Mr. Blake and Mr. Newell and will at that time plan the necessary procedures to mark the remainder of this line east.
We wish to express our appreciation for the cooperation given to us by these men.

A motion was made by Commissioner Hazleton that the county dispense with all water boards other than the San Juan County Water Conservancy District; that said conservancy district shall be the bargaining agency for San Juan County in water matters; and that K.S. Summers be appointed to the Utah Water Users Association board; and that $1250.00 be paid as the county's yearly dues to the Utah Water Users Association, Commissioner Bailey seconded this motion and it was unanimously carried.

to accept the lowest bid, which was Arnold Machinery Co., Inc., on the Motor Grader if the superintendent Dave Guymon
and were satisfied with a test drive on a Galion grader owned by Grand County.
