Minutes were read and approved. MENTAL HEALTH AUTHORITY
Commissioner Boyle stated that the Mental Health Authority selected Jim Wheese as the new Director of the 4 Corners Mental Health. He was hired at a low grade 29.
UNIFICATION
Commissioner Boyle attended a meeting on unification. There will be a committee selected to discuss this matter further.
ZONING ORDINANCE-SPANISH VALLEY
Harvey Merrill discussed the county Zoning Ordinance with Commissioner Boyle. He wanted to know if the county zoning ordinance was different from the Moab Zoning Ordinance. Commissioner Boyle stated that our zoning ordinance would conform to the Moab Zoning Ordinance in Spanish Valley. Commissioner Black stated that we might have to amend that part of our Zoning Ordinance which deals with Spanish Valley to be the same as the Moab Zoning Ordinance.
CLOUD SEEDING
There will be a meeting on Tuesday, August 29, 1978 with the Water Conservancy District and several people from a cloud seeding organization at the City Offices in Blanding.
EDGE OF THE CEDARS MUSEUM
Mr. Hamblin of the Edge of the Cedars Museum told Commissioner Guymon that the County had pledged upto 50,000 dollars. Commissioner Black stated that the County had committed itself to do the road, the parking lot and some excavation up to $50,000. The County still has some road work to do which will probably take the rest of the $50,000. Therefore, the commissioners didn't feel that they could put a sidewalk around the museum either legally or financially.
STATE FAIR BOOTH
Commissioner Guymon stated that he and his wife had gone to Salt Lake to get things ready for the booth at the Utah State Fair. He stated that all the arrangements were made for our booth.
BLANDING SENIOR CITIZENS
The Blanding Senior Citizens would like to use their in lieu of tax money to pay off the loan on the piano that they purchased several months ago. This was approved by the Commissioners.
PUBLIC LANDS STEERING COMMITTEE
Commissioner Black stated that there would be a Public Lands Steering Committee on August 23, 1978. The State and Counties would adopt a position concerning Wilderness areas in general and the Forest Service RAREII in particular. The commissioners are also against the Lake Powell-Glen Canyon Recreation area management plan and wilderness area as proposed by the Park Service.
HOUSE BILL 192
House Bill 192 is a bill that will increase the home owners property tax. This will increase the shift of taxing from the income producing property to the non-income producing property(Homes). The County Commissioners are against this because if this bill passes the Commissioners will be required to raise the valuation on homes. They would like people to write their state congressmen on this bill.
HOLE-IN-THE-RQCK JEEP TRIPS
Hardy Redd, chairman of the County Centennial, told Commissioner Boyle that the Park Service had stated that they (the Park Service) were closing the part of the Jeep Trail to the Hole- in-the Rock that runs through Park Service Lands. This means that there will be no more trips to the Hole-In-The-Rock. The San Juan County Commissioners went on record as stating that they are officially against the Park Service intent to close this road and they will take every action possible to stop this closure. This road is on the State D-road system and should remain open. They commissioners would like all citizens of San Juan County to write to the Park Service protesting the closure of this road.
SOLAR HEATING-SWIMMING POOLS
The Commissioners discussed using Solar Heating to heat the swimming pools in Monticello and Blanding. Al Haskins is to get information from the New Mexico Solar Energy Commission.
BID AWARDED
The Commissioners awarded the scraper bid to GATE Equipment company for their Fiat Alice Scraper for the amount of $. This was awarded on the stipulation that the Scraper will be delivered within 2 weeks with a $500.00 per day penalty if it is not delivered on time and the commissioners have the option to reject the bid if it is not delivered on time. They also want better service for parts.
AMELIA BEGAY
Mr. Al Haskins asked that Amelia Begay be taken off the CETA program and put on the County payroll with

a one step pay increase. This was approved by the Commissioners. WINTERIZATION AND LOW INCOME HOUSING
John Helquist, Dave Guymon and Bruce Shumway are to approve the Winteirzation and Low Income Housing applications on a motion made by Commissioner Guymon and seconded by Commissioner Boyle.
BID MONTICELLO SENIOR CITIZENS FURNISHINGS
The Commissioners opened the one bid received on the Furnishings for the Monticello Senior Citizens Center. Commissioner Guymon made the motion that the County accept the bid from Custom Floors and Furnishings. Commissioner Guymon is to check on the amounts needed and to place the order.
HEALTH OFFICE RENT
Mr. Marion Hazelton met with the Commissioners to discuss the rent on the new health offices. The' rent will be $350.00 a month. Commissioner Boyle made the motion to pay the rent in the new budget for the year 1979 to reimburse the health office which will pay the rent until January 1, 1978. Mr. Hazelton will itemize this in the budget for next year.
NOMINATION FOR REGISTRATION ASSISTANT
The commissioners approved Alberta J. Gibbons as a registration Assistant on a motion by Commissioner Guymon and seconded by Commissioner Boyle, and passed unanimously.
MILL LEAVY SET
The Commissioners set the mill leavy for 1978 at 16 mills on a motion by Commissioner Black and seconded by Commissioner Guymon and it passed unanimously.
MONTEZUMA CREEK SWIMMING POOL
Mr. Broberg, archetect for the Montezuma Creek Swimming Pool met with the commissioners to present the finished bid package. The bid opening will be Sept. 11, 1978 at 2:30 P.M.

MINUTES OF THE SAN JUAN COUNTY ROAD MEETING HELD AUGUST 14, 1978
TIME: 9:00 A.M.
PRESENT: Commissioners E. Boyle, D. guymon, and C. Black. Engineer D. Pehrson, Foremen L. Lyman, B.
Bradford, L. Adams, and A. Holden.
Minutes were read and approved
Doug reported the Red Mesa water well could be used by the construction crew providing the county would
write a letter agreeing to certain stipulations. Doug reported he had written a letter and had Commissioner Boyle sign it.
Doug reported Bobby Walker, from the state board of aeronautics, had called and requested that work begin on OlJato Airport withing two weeks, or as soon as possible, Bernal said he would work on it weather permitting.
Doug reported the forest service had requested chip seal on Devil Canyon Campground. The commissioners
recommended the road dept. do this if they have time and it is legal. Doug will check with the county attorney.
Teek requested Jimmy Grant be raised to 29-7 ($5.74). This would be a 2 step raise. This was approved by the Commissioners effective July 25, 1978.
Lynn reported Inspectors from the mine safety and Health Dept. had inspected the gravel crusher and
found several violations. They left a list of the violations at the road office.
