MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON TUESDAY, THE 13th DAY OF FEBRUARY, 1973

Meeting opened at 10:15 O'clock A. M. with Commissioner Holmes in the Chair.

Minutes of the previous meeting were read. It was moved, seconded, and carried unanimously that the minutes stand approved as read.

BEER LICENSE APPROVED

Jack and Rose Adams appeared before the Commission with an application for a Beer License. Commissioner Dunow moved to approve the license upon the recommendation of Sheriff Wright. This license to be issued to the Twin Rocks Tavern only. The motion was seconded by Commissioner Broderick and carried unanimously.

POLICING AT MEXICAN HAT DISCUSSED

Commissioner Dunow proposed that he and Sheriff Wright travel to Window Rock and meet with Tribal Leaders and attempt to negotiate for policing at Mexican Hat.

FIRE PROTECTION IN MONT1CELLO AREA DISCUSSED BY EL PASO REPRESENTATIVE

Don Gilliam met with the Commission and discussed the fire protection in the local area and the Employee benefits for County Employees.

MONTICELLO BAND-WAGON ADVERTISING APPROVED

The Commissioners granted Eddie Boyle permission to post Fund Raising advertising for the Monticello High School Band in the Courthouse.

CONVENTION ATTENDANCE AT ANCHORAGE, ALASKA, DISCUSSED No decision was reached at this writing.

U.D.I.A. APPOINTMENT

It was moved by Commissioner Dunow, seconded by Commissioner Broderick and carried unanimously that Chuck Harrison be re-appointed to the Utah Division of Indian Affairs.

T.V. UPGRADING DISCUSSED

Bruce Stevens met with the Commission to review the process on general upgrading and improvement of the County T V system. Mr. Stevens reported that the 10 Watt transulators and other equipment have been ordered. They are now awaiting a meeting with the Forest Service to finalize a site location. The possibility of purchasing a new sno-cat was also discussed.

RETIREMENT CONTRIBUTIONS TO BE PAID BY COUNTY

Commissioner Dunow moved to implement the provisions of House Bill 17, wherein employer pays all of employees Retirement contributions; Elected Officials are included in this motion. This to be effective

as of January 1, 1973. Commissioner Broderick seconded this motion and it carried unanimously.

PUBLIC HEARING FOR INCREASE IN COUNTY ATTORNEY'S SALARY

It was moved by Commissioner Broderick, seconded by Commissioner Dunow and carried unanimously that the County Clerk give notice of a Public Hearing for the purpose of increasing the County Attorney's salary.

BLUFF J. P. RESIGNATION

The following letter was received by the Commission from John B. Lester, Justice of the Peace in the Bluff Precinct:

Gentlemen:

Due to the press of my personal business I find it necessary , with the deepest regret, to ask you to relieve me of my duties as Justice of the Peace in Bluff, Utah.

It has been a very interesting and enlightening position to fill, and I hope that some time in the future I can be of service to my community again.

Would appreciate very much your acceptance of this resignation by February 28, 1973.

EROSION PROBLEMS TO APPROACHES TO BLUFF BRIDGE - WILL BE RESOLVED WITH FINAL CONSTRUCTION OF APPROACHES

The following letter was received by Chairman Holmes:

SUBJECT: CR-433 (1) San Juan River Bridge and Approaches

Pursuant to your January 8, 1973 memorandum relative to a letter dated December 13, 1972 concerning water erosion and dirt cave-in on the captioned project, an on-site inspection was held on February 6, 1973 at 1:00 p. m. with the following in attendance:

Mr. Bill Frazier, Road Engr., B.I.A., Shiprock

Mr. E. G. Jonas, Road Supt., B.I.A., Shiprock

Mr. D. L. Stratham, Road Supvr., B.I.A., Shiprock

Mr. Dale Holmes, Chairman, San Juan County Comm.

Mr. Hugh Kirkham, Resident Engr., District Four

Mr. James L. Deaton, District Engr., District Four

The above concluded that the project was completed in substantial confirmity to the approved plans and specifications. We assumed the problem pointed out in Mr. Lathem's memorandum pertained to the approach roads to the bridge.

The approach roads are being build in stage construction and are not completed at this time. When they are built at the ultimate design, the matter that Mr. Lathem's concerned about will be corrected. Mr. Frazier will contact Mr. Lathem and discuss this matter with him and furnish us a status report.

Final inspection was held July 14, 1971, Mr. Frazier and Mr. Jonas represented the B.I.A. from Shiprock attending the final inspection. Also Mr. Richard A. Stack, Federal Highways Adm. attended the final inspection. A final acceptance report dated November 29, 1972 was made by Richard A Stack, Area Engr. Federal Highway Administrator, showing the acceptance date by contracting agencies as 2-7-72 and indi-cated that all the work which was required at the final inspection had been satisfactority completed. A copy of said final acceptance report is attached hereto.
