MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD MONDAY, SEPTEMBER 11, 1978

Minutes were read and approved on a motion by Commissioner Guymon and seconded by Commissioner Black. BLANDING CLINIC REMODELING
Dr. Gibbons met with the Commissioners to discuss the remodeling of the Blanding Clinic to add 4 more examination rooms and enlarging the waiting room. Dr. Gibbons asked that the county add on the addition and then adjust the rent to cover the additions.
HATCH ROCK HOME
Mr. Bob Foster of Orem requested a letter from the County Commissioners stating that it was not against the County Zoning Ordinance and Master Plan for him to build a house in Hatch Rock. He is leasing a school section and the State requires a letter from the Commissioners so that this can be approved. The Commissioners agreed to do this as long as his home and planning meet all Federal, State and County standards.

Commissioner Black stated that the final State Wilderness Committee Meeting will be held at 9:00 this Wednesday, in Salt Lake City, to formulate their recommendations for the states position on wilderness.
4-WHEEL DRIVE JEEP TRIPS
The Commissioners discussed advertising 4-wheel drive spots for jeepers, etc. with Victor Schafer
the head of the travel counsel. Victor agreed to push the advertising in the 4-wheel drive magazines.
FLOODING IN THE LIBRARY
Commissioner Guymon reported on the damage to the Senior Citizens Center in the basement of the Blanding Library. One carpet was completely ruined but the indoor-outdoor carpet that was recently put down will be okay. Some Emergency Services equipment got wet but didn't seem to be damaged. Commissioner Guymon and Al Haskins will go down and survey the damage and get a claim sent in to the insurance company.
STATE FAIR BOOTH
next monday
Commissioner Guymon asked to be excused/because he had to be in Salt Lake on Sunday, September 17, 1978 to take down the County's booth at the State Fair. This was okayed by the Commissioners.
MONTEZUMA CREEK AMBULANCE
Commissioner Boyle reported on the meeting he had held with the Emt's and various other residents of Montezuma Creek on the ambulance. He stated that it was his opinion that the ambulance that was ordered for them be given to them. The Commission approved this on a motion by Commissioner Guymon and seconded by Commissioner Black and passed unanimously.
TV - MONTEZUMA CREEK
Commissioner Boyle also reported that Jim Allred had installed the new equipment for Montezuma Creek and they now had good TV on all three channels.
HANG GLIDER INVITATIONAL BEER LICENSE
Moab Chamber of Commerce requested a beer license for Tuesday through Saturday. This was approved after consultation with Sheriff Rigby Wright, on a motion by Commissioner Black and seconded by Commissioner Guymon and passing unanamously.
BOOKMOBILE
Paul Butters of the Utah State Library Association met with the Commissioners to discuss the bookmobile
stops. With the addition of the Montezuma Creek Whitehorse High School there will be a need for
an additional day in Montezuma Creek. The Commissioners asked that the Bookmobile stop only at
the two schools and let the town's people come to those stops and delete the stops at Phillips
Camp and El Paso Camp. The Commissioners also signed a letter of intent to pay for the Bookmobile
at the same amount as last year. The amount is $17,681.00. This was approved on a motion by
Commissioner Black and seconded by Commissioner Guymon and passed unanimously.
CONTRACT
Bruce Shumway presented a contract from the Division of Family Services for Brighter Life, Inc. This was approved on a motion by Commissioner Guymon and seconded by Commissioner Black and passed unanimously. This contract is on file in the clerk's office.
MONTEZUMA CREEK SWIMMING POOL BID OPENING
The bids for the Montezuma Creek Swimming Pool were opened at 2:30 at the County Courthouse. There were 2 bids received. The ACT Corp. of Salt Lake City bid $219,000.00 and Intermountain Specialty Construction of Murray, Utah bid $222,403.00. Both bids were over the engineers estimate of $127,000.00. The Commissioners will take this under advisement and try to find some other sources of money from Outdoor Recreation, UNDC or the Utah Division of Indian Affairs.
ARCHEOLOGY IN SAN JUAN COUNTY
Gregory L. Seward and Asa Nielson of the Antiquities Section of the Utah State Historical Society met with the commissioners to discuss the formation of a group of lay-people in San Juan County to help with the excavation and preservation of various sites in the county. They also discussed having high school students help with the excavation and receiving credit in school for this work. Of course, all the excavation would be under the direction of the archeologists. They also stated that they were working to keep all artifacts discovered here in San Juan County. They have already started working with the museum of natural history at the University of Utah to return the artifacts that are stored there to San Juan County. They also discussed various matters relating to the study of archeology with the Commissioners.

Minutes were read and approved.
LaVar Reported he and doug had looked into the water situation at Red Mesa. He stated they thought
they would have enough water if they hauled on Friday and Saturday to the Catch Pond. Another alternative would be to install a bigger pump in the Red Mesa Well. The Commissioners recommended Lynn and Teek check into having a Bigger Pump installed in the Red Mesa Well. Doug will get approval from the BIA before this is done.
Bernal reported he had hired a watchman for the crusher. He recommended a salary for Clark
Mustash of $3.27 based on a 40 hour week as temporary employee. This was approved by the Commissioners
Ace requested W. S. Cook and R. T. Machovec be given 90 Day maise and Machovec be hired as permanent employee. This was approved.
Ace recommended we negotiate for Rock crusher on Boulder for approximately 30,000 yards. Lynn was instructed to get quotes on crushing.
Lynn was instructed to check and see if he could fina load of cement for Verdure Crossing.
Doug reported Pat cassidy had offered to do the engineering on the Monticello airport. This was approved by the Commissioners.
Repairs on the ol jato airport have been approved by U. D. 0. T. Aeronautics
Doug, Lynn and Dave were instructed to attend a BIA hearing on he Allen Canyon Road at 10:00 A.M., September 13, at the White Mesa Community Center.
