MINUTES OF THE SAN JUAN COUNTY COMMISSIONERS MEETING HELD
OCTOBER 11, 1983
The San Juan County Commission met in regular session on Tuesday, October 11, 1983, at the hour of 10:00 .a.m in the San Juan County Courthouse at Monticello, Utah.
The following members were present: Commissioner Kenneth R. Bailey
Commissioner Robert Low Commissioner Calvin Black was excused.
Minutes of the previous meeting were approved with the specified corrections on the motion of Commissioner Low. The motion was seconded by Commissioner Bailey.
PETERS POINT ROAD DISCUSSED
Kedric Sommerville met with the Commission to discuss the Peters Point Road. Mr. Sommerville reported that he felt the Forest Service and the BLM are in agreement with blocking off the existing gate. There is a map of the proposed road changes on file in the Clerk's Office. The Commission approved the proposal.
CANYON TERRACES ROAD DISCUSSED
Mr. & Mrs.Harlan Brown met with the Commission to discuss the Canyon Terraces Road located east of the highway at Devils Canyon. Mr. & Mrs. Brown wanted to know what is required for the county to maintain a deeded road. The road has been deeded to the county by the subdivider but it will not be accepted into the county system unless it meets county standards which are:
graded so there are drainage ditches
install necessary culverts
6" pit run
3" crushed gravel
Once it meets county standards it would be necessary to appear before the Commission to request the road be taken into the system. The County Engineer would then inspect the road and report back to the Commission. When the road is accepted into the County system the county will maintain the road and plow the snow off of it.
POSTAL METER DISCUSSED
Gail Dalton, County Clerk, met with the Commission to discuss the best location for the postage meter. Miss Dalton recommended the meter be put in the Treasurer's office and that Netta McDonald be in charge of metering the mail and taking it to the post office. The Commission agreed with Miss Dalton's recom-mendations and Commissioner Bailey will get a bid from Granite Mills in Salt Lake City for a cabinet for the meter.
Miss Dalton also reveiwed the changes made in the airport hangar leases with the Commission.
GOLF COURSE PRO SHOP DISCUSSED
Grant Leavitt met with the Commission to discuss some possible types of buildings for the new pro shop at the Golf Course. Commissioner Bailey feels a building of wood construction will be the least expensive, but feels the Recreation Committee should decide and then make a recommendation to the Commission. The Commission will go and tour the proposed location for the building later today.
JOHN BAKER REPORTS
John Baker met with the Commission to report there was a minor chemical spill in Mexican Hat resulting from a truck accident. There was only one drum of Tri Cloride Ethinol (which is in the medium toxicity range and will burn only if it gets into a hot fire) leaking, and Dow Chemical had someone supervising the clean up.
JAIL STUDY COMMITTEE MEETING REPORT
Commissioner Low reported on the Jail Study Committee meeting he attended. The committee discussed some possibilities for funding a new county jail. Commissioner Low also reported on the 40 bed facility he toured in Fillmore. Commissioner Low reported that the facility has a lot of office space, and the court-room and County Attorney's office is located there. Commissioner Bailey would like some additional

information on how it has worked out to have the County Attorney not working in the courthouse.
EASTLAND ROAD DISCUSSED
Commissioner Bailey reported that Ben Mussleman spoke to him about cutting the Eastland Road in order to run a water line across it instead of under it because of the additional cost involved with going under the road. Commissioner Bailey told Mr. Mussleman he would have to drill under the road because it is county policy that no county road shall be cut. They have to drill under the road.
BUG POINT ROAD DISCUSSED
Commissioner Bailey reported that the grade and drain on the upper part of the Bug Point Road has been completed and the oil companies are putting rock on the road now.
CLYDE SANCHEZ ROAD DISCUSSED
The Commission reviewed a letter the Commission received from Milton Omar concerning the Clyde Sanchez Road being raised and resulting in flooding of some of his property. The preliminary report Commissioner Bailey has received is that the road has been raised but not the culverts. Bernal Bradford will in-vestigate further and present Commissioner Bailey with a written report on this matter. Then the matter will be reviewed by the County Attorney.
HOSPITAL PARKING AREAS DISCUSSED
Commissioner Bailey reported that all of the hospital parking areas and approaches will just be patched this year and will be resurfaced next year.
COMMISSIONER BAILEY'S REPORT
Commissioner Bailey reported that the road department needs some new trucks and will look at used ones. Bernal Bradford will try to find some used ones taht will fill the needs the road department has and report back to Commissioner Bailey.
UCOLO ROAD DISCUSSED
Commissioner Bailey reported taht excessive damage is being done on the Ucolo Road and by overloaded trucks coming form the MiVida Mine. The Commission will meet with the County Attorney to discuss weight restrictions on these roads.
PROJECT BOLD DISCUSSED
The Commission held a discussion on Project Bold concerning the gravel resources in San Juan County. The Commission will request a withdrawal of all gravel resources that are available in San Juan County that would fall into land blocked under Project Bold.
JERRY HOLLIDAY CONDITIONAL USE PERMIT DISCUSSED
A preliminary hearing is scheduled for October 12, 1983 on the following suit:

The plaintiff obtained a restraing order on 9/29/83 prohibiting the county from enforcing the temporary conditional use permit issued by the county.
HEALTH CARE SERVICES COMPUTER SYSTEM DISCUSSED
John Fellmeth and Kermit Blake met with the Commission to discuss computerizing the Health Care Services. The accounting work is presently being done by a local accounting firm at an approximate cost of $1,000.00 per month. The present system for accounting is limited in scope. Three alternatives were discussed for computerizing the health care services accounts they are:
#1 Upgrade to maximum size 34
advantages: cost, centralized operations, less operator overhead disadvantages: possible system overload and poor response time
#2 Buy an additional system 34 for hospital
advantages: most powerful option - should have no problem handling future hospital and nursing
home operations, disadvantages: two machines - more operator overhead, high maintenance charges
#3 Buy a system 36 and sell the 34
advantages: newer machine - possible better support, lower maintenance costs, useful system
software disadvantages: cost effectiveness as opposed to Alternative #2
The Commission felt Alternative #2 was the best option. Commissioner Low will report the Commission's recommendations to the Health Care Services Board.
Mr. Fellmeth also reviewed the Fund Balance Report for July 31, 1983 with the Commission.
