MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON MONDAY, THE llth DAY OF NOVEMBER, 1974
PRESENT: Dale Holmes, Chairman Wm. G. Dunow, Member Case D. Broderick, Member Clytie Barber, Clerk
Meeting opened at 10 O'clock A. M. with Chairman Holmes presiding.
Minutes of the previous meeting were read. It was requested that the word "legal" be stricken from the
entry regarding the complaint against the County by Certonio Construction.
It was also requested that the entry regarding the Travel Councilbe worded to read: "Chairman Holmes
recommended that Ann Porter's office serve as the Information Center and that all other Information Centers
be curtailed for the present and until further arrangements and notice".
With this correction, Commissioner Dunow moved that the Minutes be approved; Commissioner Broderick seconded
the motion and approval was unanimous.
BID ON SHERIFF's CAR PRESENTED
Sheriff Wright discussed the bid for a new 1975 Ford for the Sheriff's Department. The bid as presented
totalled $4740.
The Commissioners recommended that unnecessary equipment be deleted from the vehicle to bring the price
down $200 or possibly $300.
The Sheriff stated that his budget would cover the cost of the car.
CLEAL BRADFORD - HEAD START PROGRAM.
In discussing the proposed Head-Start requests, Mr. Bradford stated that it would require six additional
staff people to implement the new program. To withdraw from Head-Start entirely was suggested, as neither
the School District nor U.N.D.C. can do the job as the new outline requests.
Mr. Bradford left the Commission meeting and met with the School District, and upon returning reported that
a motion had passed at the School District meeting recommending that U.N.D.C. go after the funding for the
County.
Commissioner Dunow then introduced the motion that San Juan County withdraw from the Southeastern Utah
Association of Governments and pursue the possibilities of funding certain programs direct.
Commissioner Broderick seconded this motion and it carried unanimously.
AL HASKINS & EMERGENCY SERVICES PROGRAM
As there has been some questions from the State office as to Mr. Haskins1 duties, Commissioner Dunow stated that he has contacted the State office and will send a letter clarifying the County's position.
T.V. MATTERS DISCUSSED
Bruce Stevens met with the Commission and reported that certain Colorado people have offered to purchase
the materials (antennaes) we are not using for the educational channel. These antennaes were originally
purchased @ $1100. each. The Commissioners authorized Bruce to sell the antennaes for $1,000 each.
Bruce reported that 18 old antennaes are down and 3 new ones up. Most the ghosts are gone from the pictures
but channel 8 tends to over-power channel 13. When all signals are of the same strength, the reception is
the best.
The Educational Channel K.U.E.D., interferes with the Forest Service Communications and several others, and
is not feasible at the present time.
Region-8 Task Force Moneys
Sheriff Wright, Chairman, of the Region 8 Task Force, announced that there are funds appropriated in the amount of $50,000 and this will be run thru' San Juan County.
AGRICULTURAL EXTENSION BUDGET DISCUSSED
Mr. Edwards discussed the cost of the floor mats and asked if these could be charged to Buildings & Grounds. As this budget is also overspent, Mr. Edwards was instructed to pay it from the Extension Budget.
ABATEMENT APPROVED
An Abatement for Inez Young was approved.
FIRE BUDGET PRESENTED
Mr. Ed Story of the State Forester's Office presented the proposed budget for 1975. This budget shows a
127o salary increase for the Warden.
This budget, along with others, will be considered on November 18th.
ROAD CLOSURE LETTER
Steve Kosanki of La Sal, sent a letter to the Commission and copies of letters to the County Attorney and District Manager of the Manti-LaSal National Forest, protesting the closing of a National Forest Road, id-entified as Route 129.
HOUSING AUTHORITY MATTERS - SALLEES
Regarding the condition of the Sallee family in Eastland area and their home lacking in average utilities, it is the opinion of the Commission to let the Board of Health and Welfare Departments condemn the living quarters, take action after that.
BOOKMOBILE EXPENSES DISCUSSED
Paul Stokes and Paul Butters met with the Commission to discuss the Bookmobile expenses and budget increases. It was agreed by the State men that $5,000. is due the County in 1975 on the Bookmobile sale. Chairman Holmes stated that he could not understand why the budget increase from $18,621 to $24, plus. It was suggested that the County may have to phase the Bookmobile program out. A meeting will be set up to discuss this further with the Library Board

The following Judges were called to count the Absentee Ballots that had been received by the County Clerk's office and qualify:

Following the Canvass, it was determined that some officials received additional votes, but this did not change the outcome of the General Election returns and the winning candidates.
A Tabulation of Election returns is carried on page 601 and 602 of this Minute Book.
There being no further business to come beforethe Board at this time, upon motion, meeting adjourned.
