MINUTES OF THE SAN JUAN COUNTY COMMISSION MEETING JUNE 11, 1984
The San Juan County Commission met in regular session on Monday, June 11, 1984, at the hour of 10:00 a.m. in the San Juan County Courthouse at Monticello, Utah.
The following members were present: Commissioner Calvin Black, Chairman
Commissioner Kenneth R. Bailey Commissioner Robert Low was excused
Minutes of the previous meeting were approved with the specified corrections on the motion of Commissioner Bailey. The motion was seconded by Commissioner Black and carried unanimously.
UNI REPRESENTATIVE MEETS
Francis Lyman of U.N.I, met with the Commission to discuss a proposal for U.N.I, to use the part of the Montezuma Creek school building scheduled to be demolished. The Commission had decided to demolish 2/3 of the building because it was in need of extensive repairs and the space was not needed. Mr. Lyman reported that U.N.I, would like to fix up the facility for a sewing factory to employ up to 100 persons. A rough draft for the proposed floor plan was reviewed. Commissioner Bailey stated that if this proposal is accepted it would be necessary to brick up any openings between the two facilities and have seperate utility meters. The Commission stated that if the proposal is accepted no rental fees will be charged but U.N.I, would have to accept the responsibility and the liability for that portion of the building. If the agreement were to be terminated the building would be reconveyed to the County with all improvements or U.N.I, would demolish that portion of the building if determined by the County.
HOTEL ACCOMADATIONS IN SALT LAKE CITY FOR COUNTY EMPLOYEES DISCUSSHD
The Commission reveiwed the proposals submitted for hotel accomadation rates and accepted the rates submitted by the Mansion House as the lowest proposal. The Commission instructed the Clerk to send a list of authorized personnel to the Mansion House and to notify the department heads of the change.
RECAPTURE RECREATION COMMITTEE MEETING SCHEDULED
Al Haskins reported that there will be a Recapture Recreation Committee meeting on June 28th.
UAC MEETING SCHEDULED
A meeting for all County Commissioners and Elected Officials has been called by the U.A.C. for June 22nd. Property taxation and state assessed property will be discussed at this meeting.
ATTORNEY FOR INDIGENETS CONTRACT DISCUSSHD
Eric Swenson met with the Commission to discuss his contract as the attorney appointed for indigents. The monthly statements of hours for March, April and May were reveiwed. The Commission reported that they will discuss the matter further when the entire Commission is present.
MEETING IN MOAB TO DISCUSS CRIMINAL AND JUVENILE JUSTICE
Bruce Halliday reported that a public hearing is scheduled in Moab on June 13th at 7:00 p.m. to discuss criminal and juvenile justice problems. Also discussed will be any complaints about the legal system. Commissioner Black and Commissioner Bailey are planning to attend this meeting.
SOUTHERN PAVING REPRESENTATIVE MEETS
Brenda Stocks representing Southern Paving Company met with the Commission to present a proposal for Southern Paving to do some asphalt work for the County. Commissioner Bailey reported that Ms. Stocks would need to contact Bernal Bradford at the road department on this matter. The final decision would be made at a weekly road department meeting.
COUNTY GAS METERS DISCUSSED
Commissioner Bailey reported that an alternative to repairing and reworking the existing gas meters is to implement the use of gas cards. Commissioner Bailey stated that the approximate cost for implementing this would be between $2,000 and $3,000.
COMMUNICATIONS ENGINEER MEETS
Milt Rose, Communications Engineer, met with the Commission to report that the phone system at the hospital will be upgraded and suggested the Courthouse review the new system for several months before any purchase decisions are made for the courthouse.
PROPERTY TAX ASSESSED VALUATION REVEIWED
Barbara Montella, County Assessor, met with the Commission to report that the reappraisal of property tax assessments has been completed.
STATE TAX COMMISSION FORMAL HEARING DISCUSSBD
Bruce K. Halliday, County Attorney, and Barbara Montella, County Assessor, met with the Commission to report on the hearing Mr. Halliday attended last week. Mr. Halliday reported that the State Tax Commission wants additional testimony and documentation to reinforce our position in regards to not increasing property taxes.
PROJECT BOLD DISCUSSED
The Commission received a letter from Doug Pehrson reporting that the following land areas have not been deleted from Project Bold. San Juan County and the City of Blanding have requested these areas be withdrawn because they are gravel areas.

B.L.M. INTERAGENCY FORUM MEETING SCHEDULED
The B.L.M. Interagency forum meeting for Grand and San Juan Counties is scheduled for Wednesday, June llth. The meeting will begin at 11:30 a.m. at the Juniper Tree Restaurant in Monticello. Commissioner Black will be attending this meeting.

Allen Coleman representing Murf F. Bledsoe III met with the Commission in regards to the oil and gas lease that was approved at the Commission meeting on May 29th. The lease agreement was executed with the requested changes.
MEETING WITH THE B.I.A. TO DISCUSS RESERVATION ROADS
Commissioner Bailey reported that he will be attending a meeting at U.N.D.C. with representatives from the B.I.A. to discuss problems related to roads on the reservation. The meeting will be held June 16th at 11:00 a.m. Also attending the meeting will be Doug Pehrson and Bernal Bradford. Among the topics to be discussed are the problems in obtaining right-of-way permits and permits for gravel use.
The Commission took the position that the County can only build roads on the reservation when the right-of-way permits and free-use permits have been delivered to the County. Once these permits have been received the roads will be built based on budgeting and programming priorities.
COMISSIONER DISTRICTING DISCUSSED
Commissioner Bailey reported that he made a presentation at the Lions Club in Monticello last week in regards to the proposal to elect County Commissioners by districts.
The Commission received a letter from Herbert Frazier and Kay Knight requesting additional information on the proposed districting. The Commission instructed the Deputy Clerk to send the requested informationa and to invite Mr. Frazier and Mrs. Knight to submit proposals.
LETTER RECEIVED IN REGARDS TO ROAD IMPROVMEMT - 3RD RESERVOIR DAM
The Commission received a letter from the City of Blanding requesting the County's assistance on the repair of the 3rd Reservoir Dam road.
GOLF COURSE PRO SHOP DISCUSSED
Commissioner Bailey reported on the progress of the new golf course pro shop building.
REQUEST FROM THE TRIBE FOR TAX INFORMATION
The Commission received a request from the Tribe for a breakdown of the amounts of tax which San Juan County receives from on-reservation sources. The Commission will ask the Treasurer to compile this infomation for the Tribe.
UAC BOARD MEETING ATTENDED
Commissioner Black reported that he attended a U.A.C. meeting last week. Among the topics discussed were tax methods.
MEETING WITH THE GOVERNOR SCHEDULED
Commissioner Black reported that he will be meeting with the Governor in Salt Lake on June 15th. Commissioner Black has requested the meeting be a closed meeting. Among the topics to be discussed are as follows:
